2024
Reduction in electricity meter production by 1.5% to 9.6 thousand units
The production of electricity meters in Russia in 2024 amounted to 9.6 thousand units, which is 1.5% less than in 2023. Despite a relatively small decline, this reflects the general trend towards saturation of the domestic market and a change in the structure of demand. The North-West Federal District became the key region for the production of metering devices, which accounted for the vast majority of products. This is evidenced by the data of the analytical company Alto Consulting Group, released in October 2025.
The concentration of production in one region emphasizes its strategic importance in the industry and the dependence of other regions on localized production capacities. In the period from 2022 to 2024, the average prices of producers for electricity meters increased by 20.4% - from ₽5 824,206.7 per thousand units to ₽7 013,114.0 per thousand units. However, in June 2025, the situation changed dramatically: the average price decreased by 15.4% compared to the level of May and amounted to ₽6 067 976.3 per thousand units. Such dynamics indicate market instability and the increasing influence of external factors, including imports and technological changes.
Analysts at Alto Consulting Group highlight several key factors that explain the decline in meter output in 2024.
4 main reasons for the reduction in electricity meter production:
- Gradually saturate the market and reduce the need for new metering devices.
- The transition of some consumers to more modern intelligent monitoring systems.
- The increase in production costs associated with the rise in the cost of components.
- Competition from foreign manufacturers and import-substituting technologies.
The decrease in volumes is not critical. The industry demonstrates high adaptability and aims to introduce new solutions that will be in demand in the near future. The electricity metering market is undergoing a transformation phase associated with the introduction of digital technologies and intelligent monitoring systems.[1]
The volume of installation of new water, electricity and gas meters in Russia for the year increased by 7% to 13 million units
At the end of 2024, the number of individual and general house resource metering devices (electricity, water, gas, heat) connected (with the ability to transmit data via the Internet) in Russia reached 13 million units. This is 7% of the total base of installed metering devices, the number of which is estimated at 186.9 million. Such data are provided in a study by Onside, the results of which TAdviser got acquainted with in mid-April 2025.
In the total mass of smart metering devices by the end of 2024, electricity meters accounted for 10.8 million units, water - 1.2 million, gas - 0.7 million, heat - 0.3 million units. Thus, electricity metering devices accounted for about 82% of the total volume of connected devices. The leader in the installation of smart electricity metering devices is PJSC Rosseti: the company at the end of 2024 installed 7.4 million such devices, which is 65.5% of their total number.
If we consider the market as a whole (taking into account ordinary devices), then in 2024 electricity meters accounted for 90.6 million units, water - 67.2 million, gas - 21.5 million, heat - 7.6 million units. Approximately 48% of the installed base are electricity meters.
The study notes that more than 95% of the electricity meter market is occupied by Russian manufacturers. The largest player in 2024 was the Nartis plant with a share of 26%. Energomer is in second place with 23%, and Vaviot closes the top three with 13%. Next come "Incotex" and "Mirtek" with a result of 12% and 7%, respectively. Analysts note that in 2024, Russian manufacturers of smart electricity metering devices managed to increase production capacity to a level that fully covers the needs of the domestic market.[2]
2022
Reduction in electricity meter production by 28% to 6.3 million units
In 2022, about 6.3 million electricity meters were manufactured in Russia, which is 27.8% less than in 2021. Such figures are given in a study by BusinesStat, excerpts from which were published in December 2023.
Experts attributed the fall in the market for electricity metering devices to the loss of access to some components from manufacturers. The ability of the domestic industry to provide all production within the country with its own electronic boards necessary for the production of meters, in conditions of isolation from most Western suppliers, is limited, which affected the volume of production, the analytical report says.
Another reason for the fall in the electricity meter market is due to weakening consumer demand. The limited funds force to postpone the replacement of meters, and if for individuals it is a matter of their own choice, then for electricity suppliers it is a matter of fulfilling their own obligations. However, penalties for violating the planned deadlines for replacing meters were frozen until January 1, 2024. This allowed the companies to postpone the replacement.
According to the researchers, as fines for violating the planned terms of replacement come into force again, and manufacturers will be able to establish new channels for the supply of scarce components, a gradual increase in the production of electricity meters in Russia can be expected.

- JSC Electrotechnical Plants Energomera;
- Incotex Research and Production Company LLC;

In which countries Russia buys the most electricity meters
In 2022, about 984 thousand electricity meters were delivered to the Russian market from abroad, which is 630 thousand devices more than the export of these products. Such data in May 2023 led to the analytical agency BusinesStat.
According to the researchers, out of almost a million electricity meters imported into the Russian Federation in 2022, three quarters, or 765 thousand units, were meters from China. 95 thousand and 71 thousand meters were imported from Belarus and Slovenia, respectively. The rest of the countries accounted for about 5% of the total volume of meters imported into Russia for the year. At the same time, 6 out of 10 imported electricity meters are imported into the country without specifying a trademark or brand. In 2022, the peak of the import of electricity meters into Russia in 2022 fell in autumn - more meters were imported in November than in any other month, the research report said.
Analysts divide the meters according to three main criteria:
- devices of direct and transformer connection. The first group is directly connected to the network, and the second - only with a special transformer that is connected in front of the meter;
- single-phase and three-phase electrical appliances. The former are most often found in private houses or apartments, the latter are used at industrial facilities where a three-phase power grid designed for powerful equipment works.
- single-tariff and two-tariff counters.
From January 2022, power engineers must not only replace apartment electricity meters for free, but also install exclusively smart devices. The latter should be able, firstly, to independently transmit readings (residents do not need to write off numbers from the meter every month and enter or drive them into receipts). They can record voltage surges, attempts to open or influence residents on readings (for example, using magnets), remotely turn off or limit electricity to debtors, and connect back.[4]
