ICT financing of SO UES grew almost by 3 times in two years
In 2019, the actual financing of work in the direction of information and computer, software and technical systems, automated dispatch control systems, information collection and transfer, as well as information support systems for information and control centers in SB UES amounted to 3.473 billion rubles with VAT. Such data are given in the company's annual report published on October 8, 2020.
The same indicator for 2017 was 1.212 billion rubles. Thus, the financing of this object of expenditure over the past two years has almost 3 times increased.
Actual funding amounted to 97.24% of the plan, indicated in the annual report. And the actual development of capital investments is a little more than 3 billion rubles excluding VAT, which amounted to 98.59% of the plan.
The company's annual report states that the implementation of projects in this area is aimed at the phased creation of subsystems of operational information systems of a new generation. This includes the implementation of an automated integration platform for all control centers, enterprise information storage, components for performing operational control functions, etc.
Part of the cost is aimed at the renovation and development of IT infrastructure and IS. For example, to renovate aging equipment and programs for computers in order to maintain the required level of IT service, infrastructure support in the framework of projects for the development of automated dispatch control systems, enlargement of dispatch centers, connection of new facilities.
The same direction includes the renovation and development of telecommunications and communications. Among these projects, according to the annual report, the modernization of the equipment of digital communication channels and equipment of the last mile in the branches of JI UES, the creation of a new registration system for dispatch negotiations, the modernization of the corporate IP-telephony system, corporate telephone network, conference call, videoconferencing.
In addition, the costs went to the development of non-technological systems: solving problems for the development of systems management of enterprise resources, including systems of automation of financial activities, procurement management, training, etc., in order to increase the efficiency of the company, development of systems document management, etc.
It follows from the annual report that in 2020, expenses in the same area should also increase. So, for the year it is planned to finance in the amount of 5.678 billion rubles with VAT.
Remote equipment control system of substations and power lines is put into operation in four branches of JI UES
On November 12, 2019, JI UES announced that in the branches of the "Joint Dispatch Management of the Ural Energy System" (ODE of the Urals), "Regional Dispatch Department of the Power System of Moscow and the Moscow Region" (Moscow RDU), "Regional Dispatch Management of the Energy System of the Orenburg Region" (Orenburg RDU) and "Regional Dispatch Management of the Energy Systems of the Smolensk, Bryansk and Kaluga Regions" (Smolensk RDU) based on the results of successful pilot operation, an automated system for remote control of substations and power lines equipment was put into operation.
The Moscow RDU began industrial operation of the automated system on October 16, the Orenburg RDU on November 1, and the ODE of the Urals and the Smolensk RDU on November 11.
The automated system put into operation is a software and hardware complex that allows remote control of substation equipment and power lines from the control center of the System Operator by launching a switching program by the dispatcher, which is then implemented automatically.
Four branches were equipped with the system in accordance with the phased implementation plan of the automated switching production system (AFS) for the decommissioning and commissioning of substation equipment and power transmission lines using automated switching programs. In addition to these four branches in 2018-2019. ASPP has already been introduced in nine branches of JI UES JSC. Thus, the equipment is remotely controlled at 24 substations of voltage class 220, 330 and 500 kV.
As part of the digitalization of operational dispatch management, the System Operator plans to gradually implement ASPA in all its branches, which allows organizing automated remote control of equipment of more than two hundred substations in accordance with plans agreed with network companies.
The technology, based on automatic execution of the sequence of actions and exchange of telemetry information through digital communication channels, allows to reduce the duration of commissioning and decommissioning of substation equipment and power lines several times compared to the traditional technology, which provides for the execution of these actions according to individual commands of dispatching personnel.
The AFP provides switching on programs pre-arranged for each power line and equipment unit by sending commands directly to the APCS of the controlled substation. In AFS, during automatic or automated switching (depending on the substation automation equipment), the validity of switching is checked based on the analysis of the network topology, remote equipment control commands are generated, and their correct execution is monitored.
Automated remote control of electrical network equipment reduces the time for the production of switching, which reduces the period of deviation of the mode of operation of power plants from the planned control schedule for the execution of mode measures for the time of switching, as well as reduces the total time of disconnection of power lines and electrical network equipment for repair work. Thus, together with increasing the efficiency of controlling the electric power mode of the power system, automated remote control reduces the total consumption of electric power consumers.
The introduction of ASPP is a real step towards the digitalization of the Russian electric power industry, along with the development of centralized third-generation emergency automation systems, stability reserve monitoring systems and other modern digital technologies in the operational control department of the Unified Energy System of Russia. The use of advanced digital technologies in the electric power industry allows you to achieve a significant positive effect by building on their basis more efficient models of technological and business process management.
The system operator summed up the implementation of the Innovative Development Program in 2018
On May 6, the Board of Directors of SB UES JSC approved the Performance Report of the Innovative Development Program of SB UES JSC for 2017-2021 and for the future until 2025 (PIR)[1].
The document was prepared in accordance with the Methodological materials on the annual reporting on the implementation of innovative development programs of state-owned companies, approved by the Interdepartmental Working Group on the Implementation of Priorities for Innovative Development of the Presidium of the Presidential Council of the Russian Federation for Economic Modernization and Innovative Development Russia of 27.02.2018.
The innovation activity of SB UES JSC in 2018 contributed to the technological renewal of the company, updating the regulatory and technical base on improving the reliability of the UES of Russia, and implementing projects for digital transformations of the Russian electric power industry.
In 2018, the System Operator ensured the implementation of all PIR activities with an appropriate level of funding. The actual financing of PIR amounted to 1,471,8 million rubles excluding VAT, which corresponds to 105% from the planned value.
Following the results of PIR activities in 2018, the company actually reached the target values of all key performance indicators and performance indicators of PIR, which indicates the qualitative implementation of its activities.
Based on the results achieved during the implementation of the PIR, the System Operator updated the activities and projects of the PIR, including in the areas of: development of emergency automation, improvement of means and activities for the calculation, analysis and planning of electric power regimes, ensuring information security of dispatch centers. The volume and timing of financing of innovative activities and projects for the medium term has also been adjusted.

On November 29, 2018, Gleb Ligachev, Director of Information Technology at the Unified Energy System System Operator (SB UES) conference at TAdviser SummIT spoke about the main achievements and tasks of IT in his organization for 2019. He began with the features of IT in the JI UES. Each of its dispatch centers should work under all circumstances, including war and geocathaclysms, Ligachev noted. Therefore, despite the fact that the energy system is controlled as a whole, everything is reserved in it. Part of the systems is "blocked" and "quadrupled" for reliability.
Each control center has its own IT specialists, mini-data centers and control centers, work is carried out around the clock. Of the about 7.5 thousand employees of JI UES, more than 1.5 thousand are employees of the IT block. The company has more than 50 thousand units of IT equipment, more than 100 server rooms.
Five years ago, the company took the first step in developing an IT strategy that allows you to see where JI UES is moving and why. It highlighted a number of main blocks (on the slide below). Quite a lot was initially done from what was planned, Gleb Ligachev noted. Since then, dramatic events have occurred for the IT world. One of them is the growth of the dollar, in connection with which the consumer ability of customers who form budgets in rubles has decreased, as well as JI UES. The second is the withdrawal of the government's order that all companies must pay dividends to the state, which affected the budgets of the JI UES.
Against this background, some IT projects were frozen, but the company began to develop technological solutions and updated the equipment fleet, there were virtualization projects.
Among the main achievements of 2018, Ligachev highlighted the beginning of the development of a new main technological system, collecting millions of television measurements per second from all over the country and building energy models, allowing dispatchers to control the energy system. It will have a new architecture. It is being developed independently and almost from scratch, since the company's world systems are not suitable, no one has more such tasks than the JI UES, the speaker explained.
The company also implemented a unified infrastructure monitoring system throughout the country, including the ability to track the status of both information and technology systems.
As of November 2019, the JI UES is approving the strategy for the next 5 years at the management level. It takes into account the digital transformation of the surrounding world, includes a reasonable approach to import substitution, said Gleb Ligachev. Tentatively planned 84 projects until 2023. Of the main projects - the creation and phased implementation of the main technological system of the new generation, the development of which began in 2018. Its first modules are already running.
Among the plans - substations and power plants are planned to be transferred to modern protocols for the exchange of information. The equipment fleet will continue to be updated: there should not be such an old equipment for which there are no spare parts on the market. At the same time, JI UES needs reliable, already proven solutions in practice, said Gleb Ligachev.

Transfer of information exchange from KEGOC to IP VPN technology
According to a message dated December 5, 2018, JSC Unified Energy System System Operator"" and JSC "Kazakhstan Electric Grid Operating Company (KEGOC) successfully implemented a set of measures to transfer inter-system information exchange from packet transfer technology over leased temporary digital multiplexing channels (IPoTDM) to modern virtual private network technology (). The transition to modern technology made it possible to increase the reliability of information exchange due to the possibility of access in normal and emergency modes to information resources located in Astana and Alma-Ata dispatch centers of KEGOC JSC, to increase the capacity of information exchange from 384 kbit/s to 2 Mbit/s for each of the two IP VPN channels, to significantly reduce the operating costs for their rental. In addition, thanks to the use of modern technologies and the organization of information exchange through two channels simultaneously in accordance with the requirements of the national standard GOST R IEC 60870-5-104, the reliability and fault tolerance of inter-machine exchange of television information between national dispatch centers has increased.
The project was implemented as part of the current Information Exchange Agreement between SB UES OJSC and KEGOC JSC dated October 29, 2009 No. 05-01-S-1046 and its supplement dated June 25, 2018 No. 01-32-DS-507.
The joint work of specialists of the information technology unit of JSC "SO UES" and dispatch centers of JSC "KEGOC" on the transition to other communication channels began in 2017. During this period, information exchange modernization schemes were agreed, an agreed transition to updated data addressing and routing rules was prepared, related to the need to organize the transmission of television information in duplicated mode (simultaneously over two channels), contracts were concluded with telecom operators for the provision of IP VPN services. At the same time, the parties developed and agreed on the "Regulations for interaction between JI UES JSC and KEGOC NDC JI JSC Branch during technical and operational maintenance of automated control and process control systems (facilities)."
In November 2018, work was completed on organizing channels, setting up communication equipment in the executive apparatus of JSC "SO UES" and dispatch centers of JSC "KEGOC," tests, pilot operation and commissioning of the inter-system information exchange complex were successfully carried out.

2010: Creation of multi-service communication network and IT system perimeter protection system
One of the most important achievements of the System Operator in the field of IT last year was the creation of a multi-service communication network (MSS) and a perimeter protection system (SZP) information system.
MSS ensures the operation of specialized dispatching and technological information systems used in the process of round-the-clock operational dispatching control of the Unified Energy System of Russia. Among them are dispatch telephone communication and telemetry information transmission systems. The JPOs include enterprise-wide communication systems such as e-mail, document management, conference call and videoconferencing. The implementation of the project ensured uninterrupted transmission of telemetry information necessary for the management of energy facilities, the exchange of various types of data between departments and branches of the System Operator, as well as effective loading of communication channels and guaranteed quality of service. In order to minimize threats to the company's information security, the MCC has integrated a perimeter protection system. CPS provides control over access to information resources of JI UES OJSC, secure remote access to the corporate network, detection and prevention of network attacks and unauthorized network activity, as well as a number of other important functions.
Another important achievement of 2010 was the completion of the last phase of the project to create a corporate integration and transport system based on IBM WebSphere products. The implementation of the project made it possible to create a unified transport infrastructure for all information systems of JI UES OJSC, to form on its basis a unified environment for integrating applications implemented in branches and divisions of the company in recent years, as well as to simplify the information interaction of the System Operator with subjects of the wholesale electricity and power market by using openly published methods and interfaces.
Also last year, the System Operator completed the implementation of an information exchange system on the composition and parameters of generating equipment with the subjects of the wholesale electricity and capacity market. The purpose of the project was to unify the formats and regulations for the market entities to provide the branches of JI UES OJSC with information on the composition and parameters of energy equipment proposed for inclusion in parallel work as part of weekly and daily planning. The implementation of the project made it possible to automate the process of collecting and providing information on the composition and parameters of energy equipment with improving the quality and error-free data provided and ensuring the reliability of their delivery.
In 2010, new dispatch centers were commissioned in the branches of SO UES OJSC in Leningrad, Smolensk, Kostroma and Komi RDU. In the new buildings of the RDU, a modern IT infrastructure of control management has been created. For information exchange with dispatching control objects, the information-computing system of the remote control system is connected to the digital transport communication network of the superior ODE using fiber-optic communication lines.
