TSUR

Background and process of creation

At the beginning of 2020 the president Vladimir Putin charged to regions to create the command centers region (CCR) by December 1. In other words - project offices on collecting, processing, the analysis and response to all complaints and requests of inhabitants of the region regardless of a source – whether it be official portals, the websites, or social networks, messengers and hot lines. The center which is already existing in the Moscow region which cornerstone the portal of a feedback with the population of Dobrodel is became a sample for creation of TsUR.

In TsURe 122 profile employees in 12 blocks work: medicine, education, social protection, transport, housing and public utilities, ecology, security, national projects, mass media, business, construction, MFC and state services, - told TAdviser in the Ministry of a state administration, information technologies and communication of the Moscow region.

In the fall of 2020 in regions everywhere completed creation of TsUR. Results as of October 27 are given in the drawing below.

On December 2, 2020 the Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko said that Command centers are created by the region in all subjects of Russia.

Enormous work is carried out - TsURy are created in all regions, it is really flagman project on interaction with citizens. Now the main thing to keep the gained speed and to enter on a new stage with the same capacities, and, above all to increase efficiency of response to citizens' appeals in regions. On the basis of these data management decisions, taking into account a social request will be made further — the deputy chairman of the government noted.

Possibilities of command centers

Command centers are created by the region, first of all, for improvement of work with citizens' appeals and improvement of activity of state authorities.

As told TAdviser in the Ministry of a state administration, information technologies and communication of the Moscow region, TsUR helped to build to the region a single system in which it is possible this or that task to trace from beginning to end, to see all responsible.

Using TsURa we learn what occurs in the specific place, in specific time, etc. It also became the first block of work of TsUR under the name "We Know Everything". In the center the problems and offers concerning residents of Moscow area accumulate. Inhabitants can leave the addresses on the Dobrodel portal, directly to departments, in social networks, on a hot line of the governor and so on. Digital technologies help not only the nobility, but also to create methodologies and algorithms how quickly to influence this or that sphere or to resolve specific questions and tasks. It is the second block "Quickly We Solve". And the third block "We Do Not Allow": digital technologies give the chance to see red zones and to prevent emergence in them more large-scale problems, - told TAdviser in the ministry.

The most important result of work of TsURa in it consider decrease in number of complaints of inhabitants in the region: if for the end of their 2018 there were 3.5 million, then for the end of 2019 of-1.5 million.

The TsUR analytical system will allow to reveal problem zones in the territory of the region, to create the thermal card in which the most problem points taking into account complaints of the population will be reflected. It will allow to react online to requests of the population and to mobilize the responsible organizations for operational correction of defects. Work with the arrived messages (complaints) provides their tipologization, development of algorithms of the solution of standard problems and also the complex problems connected with several departments, - informed TAdviser in the ministry of digital development and communication of the Novosibirsk region.

The analysis of the requests getting to the TsUR system will give a real assessment to satisfaction with quality of life in the region, the Chairman of the Committee of digital development of the Leningrad Region Victoria Kuznetsova is sure. Besides, through TsUR will perhaps analyze and coordinate request processing and speed of preparation of answers, the minister of information technologies and communication of the Rostov region Herman Lopatkin considers.

So thanks to citizens' appeals from various sources to define system problems not to allow them in the future, to create budget priorities. For this purpose the center analyzes a range of complaints. Besides, it issues recommendations to executive authorities according to the system solution of problems of inhabitants. At the same time the analytics of activity of data of departments is conducted in real time. The committee of informatization and communication of the Government of Saint Petersburg assured the edition that TsUR allows to increase also quality of working off of complaints of the population of the city and to establish the reasons of conflict situations and errors in interaction of executive bodies of the government with residents of St. Petersburg and to warn such cases in the future. Besides, TsUR helps to control course of execution of plans and programs, achievements of target indicators of activity of regional authorities, are sure of department of public and external relations of Khanty-Mansi Autonomous Okrug.

We want that TsUR changed consciousness of public administration radically. We believe that the republic will move to a new level. For Bashkortostan TsUR and its information systems are very necessary as the territory of the region big and it is necessary to have the maximum idea of where participation of the state is required, - explained TAdviser in the Ministry of digital development of public administration of the Republic of Bashkortostan.

In Department on public relations, communications and youth policy of the Tyumen region noted that the project helps to solve the following problems:

• allow inhabitants to announce publicly the authorities a problem;
• involve inhabitants in transparent and clear process of shared control by the city at key organizational stages – giving of the ideas, decision making and control of execution;
• provide active interaction of all operational services of the city using the platform as uniform base for the existing infrastructure, video surveillance systems, monitoring and industry information systems;
• reduce losses, expenses on payment of utility resources, terms of elimination of accidents;
• improve architectural appearance of the city, raise its tourist potential;
• provide operational elimination of effects of the weather phenomena and emergency situations;
• increase safety of participants of traffic and pedestrians, capacity;
• reduce transport load of city space.

Smart city

The Smart City project is implemented in Russia since 2018 within the national project "Housing and Urban Environment" and the national program "Digital Economy". The project means digital conversion of municipal economy in regions of Russia by means of implementation of digital technologies and engineering solutions during the period from 2019 to 2025. It is directed to improving competitiveness of the Russian cities, formation of an effective management system for municipal economy and creation of safe and comfortable conditions for life of citizens. In the territory of respondents of TAdviser of regions project implementation we are well under way.

In particular, apartment houses are connected to automated systems of accounting of utility resources with a possibility of data remote transfer, in localities intelligent systems of the address with waste are implemented, on municipal roads with abnormal and dangerous sections there are systems of photo and video fixing of violations of traffic regulations, street lamps are equipped with energy efficient technologies, and public transport - intellectual monitoring.

Also in the territory of regions various information systems actively are implemented. For example – for town-planning activity, video surveillance with functions of biometric identification and video analytics, control of operation of cameras in places of the increased danger, operation of the road and utility equipment, the specialized equipment on export of solid utility waste.

It is remarkable that in regions not only the large cities, but also small localities tsifrovizirutsya actively. A striking example – Chelyabinsk region.

Pleases us that not only the cities of Chelyabinsk region, but also small localities aim at digital transformation. A positive example – Kremenkul. The solution of this locality on implementation of energy efficient technologies at the organization of smart street lighting is directed for participation in the All-Russian tender to the best municipal practice. As Chelyabinsk region has an experience of implementation of smart technologies to the urban environment, there are examples of the gained economic effect. So, "smart lighting" saves in a year up to 70% of the means going for payment of the consumed resources, "smart school" - up to 65%, individual metering devices - up to 15%, - the minister of information technologies, communication and digital development of Chelyabinsk region Igor Fetisov told TAdviser.

The press service of the governor of the Yamalo-Nenets Autonomous Area Dmitry Artyukhov said to the edition that the Smart City project allows to increase quality of life of citizens in the region, to provide the safe environment and also more quickly to react and implement the initiatives of citizens directed to creation of comfortable conditions in localities.

In more detail these opportunities opened by the project, TAdviser was outlined by the head of department of digital development, communication and advertizing of Administration of the Governor of the Komi Republic Christina Maynina. According to her, the project allows:

• raise the security level, the level of solvability of crimes, efficiency of reaction of law enforcement agencies and city services of the emergency help due to implementation and development of technologies of Bezopasny gorod agrarian and industrial Complex;
• improve quality of life of citizens and an appearance of the municipal entity through active involvement of inhabitants in city life through digital services of a feedback;
• have uniform base of reliable data about real estate, the land plots and their characteristics at the expense of system implementation of ensuring town-planning activity;
• optimize traffic flows, including by reduction of traffic jams and timely garbage removal, implementation of transport navigation and intelligent systems;
• provide reliable accounting of consumption of utility resources due to implementation of automated systems of remote accounting of resource consumption of housing and public utilities;
• increase conveniences of the transport system thanks to development of such services of smart municipal economy as tracking of the movement of passenger transport, smart stops and so forth.

The Department of information policy of Sverdlovsk region drew the attention of TAdviser that the question of financing sources of the separate directions which are rather resource-intensive and which implementation to one city not to pull, remains debatable.

Here without the aid of the federal budget not to manage. Nevertheless in the cities pilots components of an intelligent transport system are already applied and implemented, - noted in Department.

Digital double

In December, 2018 the deputy minister of construction and housing and public utilities of the Russian Federation Andrey Chibis suggested to create within six years for each Russian city numbering more than 100 thousand people "the digital double" - the single database. According to him, it will allow to synchronize all data which are in the city and which, perhaps, exist in hundred separate systems which among themselves "are not on friendly terms". Regions belonged to this initiative differently – someone already actively creates "digital doubles", someone else deliberates over need of their development.

Moscow, St. Petersburg, the Komi Republic, Krasnoyarsk Krai and also the Chelyabinsk, Leningrad, Nizhny Novgorod, Volgograd, Tyumen, Belgorod and Sverdlovsk regions plan creation of "the digital double", in particular.

In some subjects of TAdviser told about parts of the project on creation of "the digital double". So, within this initiative in St. Petersburg conversion of the Internet portal "Certification of Subjects to Improvement of St. Petersburg" to the city state system "Objects of the Urban Environment of St. Petersburg" (GIS OGS) is planned. Implementation of this project is planned for 2021. He assumes expansion of the available functionality of the portal and also the conclusion of supplementary agreements about information exchange which will allow to aggregate the bigger number of data on objects of the urban environment. In further perspective the question of carrying out laser scanning of the territory of St. Petersburg for increase in detailing and accuracy of data of OGS base is considered.

The base of a new system should become "The digital double of the city". The system concept consists in accounting and certification of objects of the urban environment, inventory and monitoring of its technical condition, control of elimination of the revealed violations regarding its contents in a proper type. Implementation of this concept is impossible without existence of relevant base of objects of the urban environment. At the moment on the portal the possibility of accounting of more than 1500 object types of the urban environment is implemented, their current base contains more than 15 million records. At the same time the base is filled and updated as by means of information exchange with departmental state information systems, and by means of work of users on the portal, - informed TAdviser in committee on informatization and communication of the Government of Saint Petersburg.

In Chelyabinsk region it is already decided to implement also more ambitious, than "The digital double of the city", the Digital Double of the Region project. To it go through implementation of "the digital double" of Chelyabinsk. It represents the virtual copy of all spheres of economy of the city. So, for example, in it transport, improvement, special equipment, gardening, lighting, garbage removal, non-stationary shopping facilities are displayed. A system is created based on the geoportal of the region. In it the separate section City of Chelyabinsk is created, information on the existing layers is updated. In plans - digitization of cleaning of streets, all advertizing structures, infrastructure facilities.

"The digital double" of the city allows to see in real time activity of all structures, on the basis of the acquired information to make the weighed management decisions taking into account opinion of residents, - Igor Fetisov told TAdviser.

In the Leningrad Region the digital cartographic basis of the region with high spatial resolution is created. The pilot area in project implementation became Gatchina. In it already carried out aerial photography of territories and by means of pictures created a digital kartosnova of the area.

High resolution and accuracy of the digital map allows to simplify obtaining information which is contained in the uniform state real estate register. These are data on the land plots and opportunities of their use, on construction objects, cultural heritage, natural wealth of the region, - Victoria Kuznetsova noted.

In the Volgograd region are created and such information items of "The digital double of the city" as the state information system of ensuring town-planning activity and a prototype of the information system "Technical Accounting of Road and Transport Infrastructure of the Volgograd Agglomeration" develop, told TAdviser in committee of information technologies of the Volgograd region.

In the Tyumen region creation of "The digital double of the city" means implementation by 2022 of electronic model of the territorial scheme of the address with waste and intellectual transport model of the municipal entity – by 2025. The last will provide the analysis of routes of the movement of public and private transport and assessment of level of load of sections of a transport network for the purpose of optimization of the organization of the movement.

In the Belgorod region preparatory work on formation of "The digital double of the city" - digitization of all allowing construction documents for construction for rendering services in electronic form, creation of a digital topographical basis using unmanned aerial vehicles is actively conducted. Creation of ZD-model of the city of Belgorod will begin with digitization of again based communications, gradually already available data on the urban environment which are stored meanwhile in paper form will be involved in modeling. Creation of "The digital double of the city" in the region in 2021 will begin, informed TAdviser in Department of the domestic and HR policy of area.

In the ministry of digital development of Krasnoyarsk Krai the attention of TAdviser was drawn that "The digital double of the city" will allow to carry out modeling, to receive predictive analytics and to predict behavior of different subjects. Also as its important future function in department noted the help in synchronization of management of all subsystems / directions of life activity of the region. The speech about an economic status of the region, its social problems (including health care, education, social services, level of social tension, etc.), supply with resources, a transport situation, an ecological status, a system status of housing and public utilities, etc.

Solutions based on AI and 5G network in Moscow

Among large IT projects of regions of Russia - not only Command centers, "The smart cities" and "Digital doubles", but also other initiatives.

As an example – the projects in the field of artificial intelligence and a 5G which are implemented in Moscow about which TAdviser was told in the Moscow Department of Information Technology

Since July 1, 2020 in Moscow for 5 years the experimental legal regime in the field of artificial intelligence is set. Together with authorities, developers of IT solutions and industry companies the Government of Moscow will define the legal barriers interfering development of artificial intelligence technologies and will prepare offers on elimination of these barriers. It will allow to create effective legal regulation of the AI industry that will lead to the accelerated development of AI and implementation of solutions AI in the city. Also in Moscow piloting of communication networks of fifth generation will continue, - informed TAdviser in department.

In particular, in October, 2020 in the Smart City pavilion at VDNH the 5G demo center opened. The network of fifth generation is unrolled on the equipment of Ericsson company. Based on a 5G of the Center the large technology companies, startups, scientific institutes and industry higher education institutions will create and test solutions for the city.

AI for "predictive" rendering services in Yugra

The department of public and external relations of Khanty-Mansi Autonomous Okrug told TAdviser about such project as "Creation of conditions for development of the systems of artificial intelligence and management on the basis of data".

Project support - existence in the autonomous area of considerable number of accumulated information in the field of health care (more than 1.4 million records), the social sphere (more than 0.4 million records) and also development and deployment of projects on preparation of a sports reserve, in the field of control of transport and roads, public administration and rendering public services. One of the directions of the project – enrichment of the data which are already available in profile information systems at the expense of these other systems of both regional, and federal level. Drawing up the most faithful representation about needs of the citizen and a possibility of "predictive" rendering services without the need for giving and consideration of the application from the citizen will become a result of such work.

At the same time within the project creation of model of dissemination of the depersonalized state and municipal data is supposed and also to receive that due to involvement of business community not only will allow to reach high rates of reuse of data, possible monetization of such data, but also identification of unevident correlations between industry indicators that will allow to understand more deeply an essence of the existing processes "atypical" options of change management in the autonomous area.

Platforms superservices in Tatarstan

In the Republic of Tatarstan work on start of five superservices which will integrate in themselves separate services within one life situation is conducted: "I am a school student", "My subsidies", "I am a citizen", Care and "I build", - told TAdviser in the ministry of digital development of public administration, information technologies and communication of the Republic of Tatarstan.

These superservices will become the platform using which inhabitants will be able to receive all necessary services in a pro-active format without visit of different public institutions, - noted in the ministry.

The pilot version of I Am a School Student service is already tested by 500 children from 7 areas of the republic. This is the personal digital assistant to children in their educational and extracurricular activities. Using this application pupils can not only use the electronic diary in a convenient format, but also receive personal recommendations and reminders from the assistant. "My subsidies" is a superservice in which all directory of measures of support (subsidies and compensations) will be built for which individual entrepreneurs, representatives of small and medium business and farmers can apply.

"I am a citizen" - the innovation digital platform which will integrate the inhabitant, local business and the state for problem solving. It is in the future going to enter into service elements of augmented reality when users are able "to try on" subjects to improvement on location. "Care" - the application for young parents which will bring together all services necessary at the child's birth in a single system. "I build" - service which will allow inhabitants of the republic to resolve the issues arising in the course of construction in a fast and convenient format. One application will integrate in itself all complementary services in the field of construction.

Besides, in Tatarstan, for the first time among Russian regions, competition on the conclusion of the concessionary agreement on upgrade of the information system "Distributed Architecture of Providing Customer-centric Digital Services" is announced. The platform is created for further development of digital technologies during the rendering state services, expense optimization on infrastructure and also on quality improvement and process performances in state bodies. Also a system should help to use most effectively data, to ensure safety of information and multi-channel scenarios of service of citizens.

Super - and monoservices in the Rostov region

In the Rostov region develop "superservices" and "monoservices", develop mobile application of Digital Dawn - new options will be added to it: "signing up in MFC" and "on appointment", also it will be integrated with services of tracking of transport. So far this application includes such services as making an appointment for services, payment of payments, synchronous services and also the module "Digital Assistant" which makes to citizens recommendations about the order of services, Herman Lopatkin told TAdviser.

In addition, in the region make a transfer of departments on register (automatic) providing data for citizens. In plans - to implement a possibility of automatic sending interdepartmental requests and acceptance of a number of decisions without participation of the specialist of department during providing these or those services.

Technopark of high technologies and joint projects with IT giant in Chelyabinsk region

In Chelyabinsk region creation of technopark of high technologies began: for its placement look for the platform. Survey of potential stakeholders of the project is also conducted, they designated the vision of what services and infrastructure should be in the territory of technopark, the minister of information technologies, communication and digital development of Chelyabinsk region Igor Fetisov reported TAviser.

One more important IT projects of the region will be implemented within agreements with Yandex Companies and Sberbank. So, within the agreement with "Yandex" in Chelyabinsk in 2020 pilot digital service according to the predictive analysis of x-rays and a computer tomography was started. The solution is based on opportunities of artificial intelligence, helps doctors to reveal diseases at an early stage, for example, at oncology of lungs, pneumonia or COVID-19. Also together with "Yandex" the following pilots are implemented by the region: system testing for holding polls " Yandex.look " in the field of tourism, piloting on one of the quarters of Chelyabinsk of service of "The digital double of the city".

Within the agreement with Sberbank in the region such pilots as process optimization of accounting functions in the budget sphere, video surveillance systems for ensuring public security, use of speech technologies in medicine, carrying out AI of the analysis of pathology of detection of lungs, functioning of non-cash transport, implementation of the card of the resident of Chelyabinsk will be carried out.

One more project, significant for the region, - digital transformation of public administration. In 2020 in the area the Center of information maintenance which main objective – centralization of equipment procurements and information systems, technical support of authorities is created. Also in the region the Insourcing of Developments project - development process or software customizations is implemented by forces of regional specialists.

Pro-active state services, digitalization in construction, education and medicine of the Leningrad Region

According to the Chairman of the Committee of digital development of the Leningrad Region Victoria Kuznetsova, some of key IT projects of the region are connected with quality improvement of electronic state services for inhabitants and business, further implementation of digital services in education, health care and management of area.

Among such projects regional data management system. It will allow to automate completely processes of interaction of authorities and to provide pro-active providing state services to inhabitants and business. A system will integrate a number of information resources of area in a uniform ecosystem. First of all – the Gosuslugi platform and also systems connected with education, health care and construction.

Other project - development of the platform Gosuslugi. It was created in 2019 and integrated the systems of MFC, the regional portal of state services and a part of the departmental systems on one platform. It allowed to create infrastructure of "A digital profile of the inhabitant". Such profile will allow to simplify multiply interaction with the state and to receive services in a so-called seamless format. Departments through a system will be able to offer in an automatic pro-active mode to the specific citizen the public and social services suitable it. It is planned that in three years inhabitants of the region will receive not less than 40% of all state services online, without personal visit of organizations. And by 2024 - by the principle of superservices when it is enough to write the application - and the range of services will be provided automatically.

Not less important initiative is creation of uniform digital space in the field of construction and transfer of all services of the construction sphere to an electronic form. Program implementation of projects on digitalization of the investment and construction sphere started in the territory of the region in 2019. In 2020 the single digital platform will integrate regional information systems of construction supervision, town-planning activity and fund of space data with information on land resources.

On the regional portal of state services of the Leningrad Region it is already possible to send the request for obtaining construction licenses and commissioning of the facility. It is planned that also on the regportal the service in issue of the development plan for a land plot and some more services for business will be entered. In 2021 - services for selection of the land plots by the set parameters and creation of the dynamic construction plan of objects will be added. All these services will be available in the subsection "My Construction" which will be annually replenished. Timelines for delivery of services for business will be reduced by 40%, and the number of failures - for 50%. Investors will be able to receive a number of references in the automatic mode.

Further development will be gained also by the modern educational online platform of the Leningrad Region. 362 schools and 481 kindergartens of the Leningrad Region are already connected to the digital platform. By October 90 organizations of additional education will join. On the portal electronic journals, diaries and other convenient digital services are available to inhabitants of the region. Also the platform represents a uniform communication platform and a basis for digital portfolios of pupils and teachers.

By the end of 2020 all medics of the region will be provided with the equipment for work in a medical information system and will be able to conduct electronic medical cards directly in receptive period of the patient, to regulate an electronic queue and to interact with specialists of district and regional hospitals. Also digital services for providing patients with preferential drugs, for record on medical examination will be improved and I will call the doctor on the house on the portal of state services. Residents of the area will be able to look at analysis results and researches on the uniform portal of state services in the section "My health".

In the Leningrad Region project implementation "The safe city" will also continue. In 2019 in the region the core of a system of intellectual video surveillance and the analytics allowing to recognize state signs of cars and the person was created. Successful testing of interaction of the regional systems was held in Murino. Active development of the systems of video monitoring will continue on entrances and departures from agglomeration zones. Until the end of 2020 on roads 60 more points of video control will appear. Within the agreement on information exchange with St. Petersburg creation of unified information environment in the field of security continues. It will allow to interact more effectively to law enforcement bodies of the next subjects, Victoria Kuznetsova is sure.

Development of a regional video surveillance system and intellectual record to the doctor in the Tyumen region

In the Tyumen region in 2021 will connect the on-door speakerphones installed on entrances of apartment apartment houses to the Single system of video surveillance of the region. Video flows from all surveillance cameras will rise in the central videoarchive and to be processed using video analytics opportunities regarding face recognition. For Uniform service of the city of Tyumen on duty and dispatching there will be an opportunity to use additional functions of solutions, such as possibility of informing and notification of the pripodjezdny territory, remote opening of an access door. Also in plans of the region in 2021 to connect artificial intelligence to write process on appointment. According to intention, the neural network dialogue system "Virtual Consultant 72" will be able not only to write on appointment, but also to advise patients on the general questions, to inform on medical examination, vaccination and to remind of the forthcoming visit of the doctor.

Uniform office of the government employee and monitoring of telecommunications in Krasnoyarsk Krai

In Krasnoyarsk Krai implementation of several projects, for example, creation of an information system of monitoring of telecommunication infrastructure in the region, transfer of receiving subsidies by municipal entities of edge to an electronic form, creation of a uniform office of the government employee is planned.

The monitoring system of telecommunications of edge will allow to carry out to online the mode analytics of the existing infrastructure in the region (the cellular communication, the Internet, socially important objects of edge connected to the Internet, existence of digital broadcasting, infomats, payphones, backbone networks in municipal entities of edge) and also to see what localities of edge took part in state programs on creation of objects of communication.

As for transfer of subsidies to an electronic form, in 2020 the ministry of digital development of edge transferred a subsidy for creation of conditions for providing services for communication of small and hardly accessible localities of the region to a digital format. It allowed to reduce considerably time for preparation, check and document handling, simplified the scheme of work for all participants. All process of receiving subsidy of department: formation and consideration of bids from municipal entities of edge, determination of the territories which underwent competitive selection, the conclusion of agreements of municipal entities of edge with the manager of means, control over the implementation of the actions performed at the expense of the edge budget takes place in an electronic format now. In 2020 a system is started in the test mode, after implementation of all actions for providing a subsidy an assessment of its efficiency will be given and the decision on application of a digital system by other departments is made.
