The Rosselkhoznadzor is a federal executive body exercising functions of control and supervision in the field of veterinary medicine, quarantine and plant protection, safe handling of pesticides and agrochemicals, ensuring soil fertility, ensuring the quality and safety of grain, cereals, compound feed and components for their production, by-products of grain processing, land relations (with regard to agricultural land), forest relations (with the exception of forests located on lands of specially protected natural areas), functions to protect the public from diseases common to humans and animals. The service was formed in 2004 as a result of the merger of various controlling state bodies and structures.

History

2022: Establishment of the Department for Digital Transformation and Information Security

As it became known at the end of October 2022, the Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor) creates a digital transformation and information security (IS) department in its structure.

As reported in the explanatory note to the draft government decree, which was developed by the Rosselkhoznadzor, the initiative "was prepared in order to ensure the creation of an independent specialized structural unit (department) in the Rosselkhoznadzor, which performs functions for digital transformation and information security." Thus, the number of departments in the main areas of activity of the service, which can be created in the central office of the Rosselkhoznadzor, increases from six to seven.

Rosselkhoznadzor creates a department for digital transformation and information security

To form the staff of the new department, the document provides for an increase in the maximum number of federal state civil servants of the central office of the Rosselkhoznadzor by reducing vacant civil service posts in the territorial departments of the department.

The new office will carry out information security functions, including detecting, preventing and eliminating the consequences of computer attacks and responding to computer incidents. It is noted that during 2022, the information resources of the Rosselkhoznadzor were repeatedly subjected to large DDoS attacks.

By October 25, 2022, the draft resolution on the creation of a department for digital transformation and information security in the structure of the Rosselkhoznadzor was agreed with the Ministry of Finance, the Ministry of Labor, the Ministry of Economic Development and the Rosselkhoznadzor, and positive conclusions of the Ministry of Justice and the Accounts Chamber were also received for the document, the Rosselkhoznadzor notes.[1]

2020: Provision of issue numbers for introduction of UHF RFID technology in animal husbandry to Siltek Group of Companies

The Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation (Rosselkhoznadzor) and Siltek Group of Companies signed an Agreement on Cooperation to ensure the labeling, identification and accounting of productive animals belonging to agricultural organizations of all forms of ownership. 2018: Interaction with ISBC on the creation of the animal internet in Russia

The ISBC group of companies became the first independent organization in Russia to be granted the official right to identify animals by the Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor). This was reported to TAdviser on December 19, 2018 by ISBC representatives. According to them, as part of pilot projects, ISBC plans to create electronic animal identification and accounting systems that provide radio frequency (RFID) identification for veterinary, zootechnical and breeding purposes.
