Register of Telecommunication Equipment of Russian Origin (TORP)
The article is devoted to the functioning of the register of telecommunication equipment manufactured on the territory of the Russian Federation, which was created on the basis of the order of the Government of the Russian Federation No. 858-r of 2010 on the priority use of domestic telecom equipment. It is part of the Unified Register of Russian Electronic Products, which is maintained by the Ministry of Industry and Trade. The telecom equipment included in it receives the status of "telecommunications equipment of domestic origin" (TORP), and its manufacturer is the right to apply for preferences in public procurement.

Ministry of Digital Development has developed rules for assessing the Russian origin of telecom equipment
In early July 2024, it became known that the Ministry of Digital Development of the Russian Federation, together with the Ministry of Industry and Trade, was introducing a point system for assessing "fatherland" for Russian manufacturers of telecom equipment. The initiative is allegedly necessary to unify approaches when confirming the production of products in Russia.
The new rules assume that the domesticity of the equipment is assessed by counting points that are awarded for certain technological operations, as well as the use of Russian components. In this case, the equipment should undergo an examination of the Chamber of Commerce and Industry. All products will be included in a single register, which will simplify the selection of suitable solutions for customers.
The score will also apply to Russian manufacturers of base stations. In such equipment, in addition to printed circuit boards manufactured in the Russian Federation, from 2026 it is mandatory to use at least 10% of domestic integrated circuits of the first and second levels. Moreover, the share of the relevant components should increase to 60% by 2030. These microcircuits shall be used on at least one printed circuit board, which "ensures that the main functionality of the product is performed in accordance with its intended purpose."
According to Kommersant the newspaper "," participants in the Russian telecom market as a whole support the introduction of a point system, but point out the need to apply a balanced approach. So, in Rostelecom"" they say that "it is worth taking a more balanced and careful approach to the volume of use of the Russian electronic component base. The ANO "Consortium" Telecommunications Technologies "notes that, subject to the balance sheet, the regulator will be able to" more effectively and transparently increase the level of localization "of domestic equipment. At the same time, manufacturers will be able to ensure the development of "truly Russian development and production" of telecom products.[1]
Point system for determining the Russian origin of telecom equipment. What market participants fear
The upcoming introduction of a point system for assessing the localization of telecommunications equipment in Russia is one of the key events for the industry. This initiative encourages the development of domestic production of equipment for communication networks, but it may have pitfalls. Market participants shared their concerns with TAdviser in May 2024.
By this date, as TAdviser was told in the Ministry of Industry and Trade, the draft government decree, which provides for the transfer of criteria for confirming the production of telecommunications equipment to a point-based system for evaluating radioelectronic products for inclusion in a single register, is under interdepartmental approval. The timing of the introduction of the assessment mechanism was not named in the department.
The point system for recognizing telecom equipment will work on the same principle as a similar mechanism for computer technology. Points will be awarded for the use of Russian components or software. When typing the established points threshold, the equipment will be recognized as Russian and will be able to get into the register of electronic products in order to have preferences in public procurement. Switches, routers, radar equipment, set-top boxes, etc. will fall under regulation. The work of the Ministry of Industry and Trade on this initiative first became known in March 2023 - TAdviser wrote about it in the same article below.
The general director of Irteya (a subsidiary of MTS, is developing 4G and 5G base stations) Dmitry Lakontsev, in a conversation with TAdviser, supported the introduction of an assessment, on the basis of which it is proposed to make decisions on the inclusion of products in the register of domestic equipment. According to him, the new mechanism is more flexible than the current one, and it allows for very fine-tuning of requirements.
However, this flexibility implies responsibility and high qualifications of specialists who set up the point system, says Lakontsev. - If we make a mistake, then there is a high risk that there will be loopholes for switching nameplates on foreign equipment, which negates the very idea of creating a register of domestic solutions. In the other direction, it also works. Excessive tightening of nuts can lead to a delay in the entry of domestic equipment into the market. |
By May 2024, the decision on whether telecommunications equipment is considered domestic or not is made by the Interdepartmental Telecom Council under the Ministry of Industry and Trade, which includes representatives of this ministry, as well as the Ministry of Digital Development, the All-Russian Research Institute of Radio Electronics (FGBU VNIIR), the Telecommunications Technologies consortium and some companies participating in the market. The work of this council is regulated by Decree No. 878 ("On measures to stimulate the production of radioelectronic products in Russia during procurement").
The Irteya chapter knows the criteria previously laid down in the point system, and he called them raw. At the same time, Lakontsev stressed that the very construction of the current system and the formation of an expert community around it were not easy, and the process took more than one year.
Development Director of Telecom Exchange Yevgeny Pickersgil fears that after the launch of the system for assessing the localization of telecom equipment, the market may face some difficulties. One of them is the disguise of foreign chips for domestic ones. However, according to the expert, this problem will be quickly solved after post-inspections of equipment supplies from the register of the Ministry of Industry and Trade. Also, manufacturers can be forced to report on component purchases.
In addition, Evgeny Pickersgil admits that some manufacturers will deliberately add redundant components of local production to equipment that do not positively affect the operation of the device itself, but allow you to increase the number of points. Aleksei Boyko, an independent analyst, author of the Telegram channel @ abloud62, agrees with this. According to him, the objectivity of scoring and control over the compliance of real equipment with the declared characteristics may also be insufficient. In this case, benefits in public procurement may not go to companies that really deserve them, but to other market participants, the expert said.
Another potential problem is rising equipment prices. Aleksei Boyko believes that the desire to get into the register may lead to an increase in the degree of localization, but at the same time the demand for the product or the profitability of its production may be lost due to an increase in its cost due to the use of Russian components.
According to Vedomosti, by the beginning of 2022, before the start of the special military operation of the Russian Federation in Ukraine, about 50-60% of the cellular infrastructure in Russia came from Nokia and Ericsson solutions, and the rest from Huawei products. After these manufacturers stopped supplying telecom equipment to the Russian market, the issue of import substitution became more urgent than ever.
But the market will have to learn how to work with domestic equipment, Yevgeny Pickersgil is sure. According to him, in existing communication networks, the operation of Russian solutions may differ from foreign ones, and it will be necessary to adapt to this.
Dmitry Lakontsev told TAdviser that by May 2024, Russian manufacturers had already launched the production of some types of telecom equipment, some segments are in the process of being developed. Russian operators have signed forward contracts for the purchase of domestic base stations for 100 billion rubles. Among these customers are Tele2. As TAdviser was told in the company, the signed contracts apply to transport subsystems, packet switching and some other elements. In the near future , Tele2 plans to launch these solutions in its commercial networks, the operator's press service said on May 23, 2024.
According to the Ministry of Industry and Trade, 13.9 billion rubles for 2024 are provided for the development of domestic radio electronics, including telecommunications equipment.

The Chamber of Commerce and Industry will check the Russian origin of telecom equipment
At the end of December 2023, it became known that the Ministry of Industry and Trade of the Russian Federation intends to revise the procedure for recognizing telecommunications equipment as domestic. Instead of the Interdepartmental Expert Council on Telecom (MEA), this issue will be dealt with by the Chamber of Commerce and Industry and the All-Russian Research Institute of Radio Electronics (VNIIR).
As of the end of 2023, the decision on whether telecom equipment is domestic is made by the expert council under the Ministry of Industry and Trade. Russian products receive the status of "telecommunications equipment of domestic origin" (TORP), which allows the manufacturer to get into the register of the Ministry of Industry and Trade and count on preferences within the framework of public procurement.
According to CNews, the Ministry of Industry and Trade plans to introduce a point system in the telecom industry to recognize Russian products. The corresponding document is being approved by the Telecommunications Technologies Consortium (ANO TT) as part of the MEA. At the same time examination is offered to be transferred to Chamber of Commerce and Industry. But against such a scheme are manufacturers of telecom equipment.
We consider it fundamentally important in order to ensure technological sovereignty, the preservation of sectoral control when including equipment in the register in order to exclude the entry of pseudolocalized equipment into it, - declare in ANO TT. |
Market participants emphasize that the expert council opposes the changes, since for the most part it consists of manufacturers, and it is not profitable for them to give expertise to the Chamber of Commerce and Industry. It is argued that "manufacturers of telecom equipment in the MES regulate the market in such a way as not to let participants into it, and fulfill the requirements for the proceeds from the sale of their own products" (within the framework of agreements on obtaining subsidies from the Ministry of Industry and Trade). On the other hand, industry participants do not object to the point system in telecom.
The point system is a working mechanism that will allow the regulator to stimulate Russian manufacturers, manage the development of technological redistributions and draw the attention of market players to the development of the necessary technological segments. We consider it true for all areas of the industry, "says Vladimir Stepanov, president of the Aquarius group (part of the MES). [2] |

Criteria of determination of the Russian origin asked to soften with the TV set equipment the Ministry of Industry and Trade
On December 20, 2023, it became known that Russian manufacturers of telecommunications equipment appealed to the Ministry of Industry and Trade with a request to soften the criteria for determining the domesticity of products. According to industry participants, in the formed geopolitical situation, the requirements proposed by the regulator are impracticable.
We are talking about the introduction of a point system for manufacturers of telecom devices - routers, switches, routers, etc. The document assumes that to recognize the products as domestic, they should use Russian printed circuit boards, as well as Russian integrated circuits. At the same time, it is proposed to perform the assessment by counting the points that the manufacturer gains for performing technological operations and using Russian components. The equipment with this approach should undergo an examination of the Chamber of Commerce and Industry. Moreover, in accordance with the proposed norms, the share of domestic elements in the composition of products should grow every year.
However, as representatives of the industry say, the problem is that in this situation there is a shortage of domestic components for telecom devices. Zelax President Sergei Sukhman notes that as of the end of 2023, Russia does not produce an electronic component base for telecom equipment.
Director of the Association of Developers and Manufacturers of Electronics Ivan Pokrovsky points to another problem related to points. The fact is that the proposed criteria do not take into account the functions of Russian components in the product. In other words, "the use of the simplest Russian microcircuit responsible for the operation of the indicator will give the same level of localization as the key microcircuit, for example, the switching matrix of the switch."[3]
Inclusion in the register of civil DMR radio stations "Roselectronics"
The entire line of civilian DMR radio stations of the Roselectronics holding of Rostec State Corporation received the status of telecommunication equipment of Russian origin (TORP). This was announced on November 2, 2023 by Roselectronics. Read more here.
The Ministry of Industry and Trade will introduce the mark system of assessment of the Russian origin the TV set equipment
In March 2023, it became known that the Ministry of Industry and Trade developed a point system for assessing the Russian origin of telecommunications equipment. According to the document of the department, which Kommersant has at its disposal, in order to include equipment in the register of products of domestic origin, the manufacturer must own the rights to the design documentation of products and the source code of system software, have service centers for service, its own production site, etc.
Points will be awarded for each technological operation in production, for example, the assembly and installation or use of Russian components in technology. The equipment will be recognized as domestic in the event of a certain number of points. Control includes, switchboards, routers radar equipment, set-top boxes, etc. A similar technique is already being applied to computing.
The expert council under the Ministry of Industry and Trade is engaged in the issue of classifying equipment as domestic. The source of the newspaper in the electronics market notes that "due to the opacity of the assessment," foreign equipment "with overlaid nameplates" could be included in the register. The Ministry of Industry and Trade wants to solve the problem with the assignment of telecom equipment to the Russian Ministry of Industry and Trade since 2021, the source added.
The ministry expressed the hope that the new system with points will become an incentive for manufacturers to "increase the level of localization of production" in Russia.
Oleg Osipov, co-owner of Beshtau Electronics, hopes that in the future the Ministry of Industry and Trade "will tighten the criteria for the point system, stimulating Russian manufacturers of telecom equipment to increase the share of Russian components in products." However, by the beginning of March 2023, there are often no domestic components for the production of telecommunications equipment, especially high-tech ones, the source of the publication in one of the electronics manufacturers said.[4]

The Ministry of Industry and Trade intends to increase the share of Russian telecom equipment to 44%
At the end of March 2021, it became known about a new import substitution plan in the telecommunications industry, which was developed by the Ministry of Industry and Trade of the Russian Federation.
According to the document, in 2019, the volume of the Russian equipment market for telecom operators reached 510 billion rubles, of which domestic solutions accounted for about 20% of sales. By 2025, the share should triple - up to 44%, which in money will be expressed by revenue of 360 billion rubles with a total market volume of 830 billion rubles.
Such a plan is given in the presentation "Growth points in the electronic industry of the Russian Federation," provided to Vedomosti by the head of the radio-electronic industry department of the ministry Vasily Shpak.
The consortium of ANO Telecommunications Technologies (ANO TT), uniting Rostelecom, Rostec, as well as JV AFK Sistema and Rostec - JSC Element, will be responsible for achieving these targets.
According to Vasily Shpak, consortia should conclude "agreements with ministries in which they agree on road maps for specialized areas of activity, including product segments, and ministries will" build industry regulators in such a way that these product lines through a system of end-to-end projects are organically introduced into the relevant industries. "
The task of market participants is to fill the register of radioelectronic products and increase the level of localization of domestic solutions and improve the procedure for assigning the status of domestic equipment, including through the development of a new point system to increase the requirements for the level of localization and stimulate investments in the development of domestic ECB, "Anna Yanchevskaya, executive director of ANO TT, explained to the publication. |

The Ministry of Digital Development decided to cancel production inspections by Russian manufacturers of telecom equipment
On September 25, 2020, it became known about the decision of the Ministry of Digital Development of the Russian Federation to exempt Russian manufacturers of telecommunications equipment from industrial inspections.
As Kommersant writes with reference to the published draft government decree, the Ministry of Digital Development proposes when issuing a certificate for 3 years to cancel inspections from manufacturers from the register of telecom equipment of Russian origin (TORP) and leave only unscheduled ones, while for other vendors checks happen at least once a year.
In addition, when re-declaring products, manufacturers from the register will not need to conduct their tests in an accredited laboratory - it is enough to provide the results of their own tests.
The register of telecom equipment of Russian origin of the Ministry of Industry and Trade was created so that state customers use domestic analogues if they are available instead of foreign equipment, the newspaper explains. The volume of the communication equipment market in Russia is $4 billion per year, domestic manufacturers account for about $750 million, the Association of Russian Developers and Electronics Manufacturers estimated.
Mandatory certification of the Ministry of Digital Development is subject to network and subscriber equipment for mobile and fixed communications. The certificate confirms that the equipment is safe, functional and can be used in the telecommunication network of Russia. Such a certificate should be held by manufacturers, suppliers and companies that bring equipment to the Russian Federation.
Representative of the Association of Trading Companies and Manufacturers of Household and Computer Equipment (RATEK; unites Apple, Samsung, Philips, LG, etc.) Anton Guskov believes that the Ministry of Digital Development initiative will lead to unequal conditions for access to the producer market.[6]
