Unified system of identification and authentication in the infrastructure of the electronic government of the Russian Federation (ESIA)

ESIA (unified identification and authentication system) was created by Rostelecom by order of the Ministry of Telecom and Rostelecom Communications of Russia in 2011. The purpose of creating the system is to ensure the integration of various channels of access to electronic government. The state customer for the creation and operation of the ESIA, as well as the operator of its system, is the Ministry of Communications of Russia, its development within the framework of the implementation of the state program of the Russian Federation "Information Society (2011-2020)" as the sole executor is PJSC Rostelecom. RT Labs JSC is the main provider of Rostelecom services for the operation and development of e-government infrastructure.

Content

ESIA is an independent information system, a single "window" of access for citizens, business and executive representatives to the e-government infrastructure, as well as to other information systems connected to the Interdepartmental Electronic Interaction System (CMEV).

The key function of the ESIA is to provide the user with a single account to access many significant state information systems. The account allows you to access any portals using ESIA under the same login and password.

A single account allows you to simply and quickly pay taxes, enroll a child in kindergarten, find out the state of the pension account, order many other public services. Why ESIA is needed

Initially, the insurance number of the individual personal account (SNILS) was used as a single identifier (login) of information about applicants in the system.

The place of the system in the government's IT infrastructure

The identification and authentication system is included in the infrastructure that provides information technology interaction of information systems used to provide state and municipal services in electronic form. This infrastructure also includes:

  • system of interdepartmental interaction (SMEV), with the help of which information is exchanged for the provision of public services.

The system not only provides citizens and legal entities with access to electronic government, but also is used by officials when exchanging information, as well as information systems when exchanging automatically.

In accordance with its purpose and electronic government information security policy, the system does not accumulate data related to personal information of citizens. The system is designed to synchronize the use of numerous credentials that are maintained by various departments in accordance with their authority.

History

2023: Integration with the personal account "Cian.ru"

Cian launched the ability to identify users through Public services. The company announced this on March 27, 2023.

This will confirm the account using the Unified Identification and Authentication System (ESIA), which in turn will help protect the user's personal data, improve the quality of use of the service and reduce the number of fake accounts. On November 24, 2021, the Ministry of Digital Science announced the expansion of the possibility of using e-government infrastructure for business. 2018

Almost 84 million people registered in the ESIA

More than 54% of the total registered in the ESIA are women. Over 40% of "electronic" citizens are over 45 years old. They are followed by Russians aged 25 to 34 (more than 25%) and 35 to 44 (22%). The share of users aged 18 to 24 years is almost 10%.

As of December 2018, more than 29 thousand federal, regional and municipal services in electronic form are available on the Unified Portal of State Councils (www.gosuslugi.ru). Of these, 23 thousand require a confirmed account, which more than 60% of Portal users have - this is almost 52 million citizens. Most often, Russians confirm the ESIA account in Service Centers - more than 43 million people used this method. Almost 6.2 million users received an identity confirmation code by letter from the Russian Post. The online banking confirmation service implemented in March 2018 is gaining popularity - this channel turned out to be in demand among almost 2.2 million people. With the help of a qualified electronic signature, the account was confirmed by more than 450 thousand citizens.

The state customer for the creation and operation of the ESIA, as well as the system operator, is the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. The development of the system is carried out by PJSC Rostelecom within the framework of the implementation of the state program "Information Society (2017-2030)" and RT Labs JSC is the sole contractor for the development of e-government infrastructure in accordance with Government Order No. 812-r dated 28.04.2017.

More than 66 million Russians registered in ESIA

As of February 8, 2018, almost half of the Russian population - more than 66 million citizens - have an account in the Unified Identification and Authentication System (ESIA). The number of citizens registered in the ESIA over 14 years old exceeds 70% in 5 more constituent entities of the Russian Federation: Kursk, Tula and Sakhalin regions, as well as in the Republics of Dagestan and Altai. Introduction of biometrics

It is planned that citizens will be able to use the ESIA to conduct financial transactions with each other - the relevant work is already being carried out by the Central Bank and the Fintech Association. The unique identifier can be a passport number, TIN, SNILS, phone number and other personal data of the user.

Connecting mobile operators to e-government infrastructure

50 million Russian citizens

The Ministry of Communications and Mass Media of the Russian Federation reported in June 2017 that 50 million Russian citizens registered in the Unified Identification and Authentication System (ESIA). Registration in this system makes it possible to receive public services in electronic form. More than 350 federal government services are available electronically at EPGU. The most popular services are checking judicial and tax debts, as well as fines of the State Traffic Safety Inspectorate (traffic police), ordering an extract from an individual personal account with the Pension Fund of the Russian Federation, registering vehicles, obtaining driver's licenses, issuing a passport and issuing certificates of the presence or absence of a criminal record.

When ordering public services at EPGU and paying the state duty, a reduction factor of 0.7 applies. In addition, payment of taxes through EPGU guarantees the closure of accruals as soon as possible.

Russian banks will test remote customer identification through ESIA

In February 2017, the Ministry of Telecom and Mass Communications published[4], a draft government decree on conducting a pilot project in 2017-2018 to identify individual customers by banks using ESIA in order to remotely open bank accounts and provide other banking services.

The agency proposes, after a single full identification in the system, to enable citizens to obtain a universal login and password working in all credit institutions. This will allow citizens to undergo the electronic identification procedure remotely via the Internet without visiting bank branches.

This initiative should increase the availability of financial services for the population and stimulate competition in the financial market, according to the Ministry of Telecom and Mass Communications.

If the pilot is successful, then in 2018 remote identification should become available to all banks

Deputy Chairman of the Central Bank Olga Skorobogatova at the IX Ural Forum "Information Security of the Financial Sphere" in February said that the project will be carried out jointly with several banks, the Ministry of Telecom and Mass Communications, the Central Bank and Rosfinmonitoring[5].

The Central Bank explained that the primary identification will remain face-to-face and the client will have to pass it in the bank in accordance with the existing norms. After identification, this information will fall into the ESIA, which will become the central infrastructure for storing information. Further, if the client turns to another bank for a service, he will not have to undergo face-to-face identification, this bank will simply turn to the ESIA.

Remote identification is first planned to be used for transactions of individuals with accounts, deposits, transfers, obtaining loans, providing information on the account. After the pilot, this list can be expanded, Skorobogatova said.

To carry out the project, it is necessary to amend the law and introduce the concept of "remote identification." Amendments to the law on combating income laundering and other regulations are expected in the first half of 2017.

2016

Monthly increase in users of electronic public services exceeded two million people

As of the end of November 2016, 37.7 million people were registered in the Unified Identification and Authentication System (ESIA). The increase in users of electronic public services in November 2016 amounted to 2.4 million people. This is a record growth for the entire existence of the system.

Integration with the system of interdepartmental electronic interaction (SMEV) version 3.0 to date has completed the majority of the constituent entities of the Russian Federation. The remaining two subjects - the Republic of Ingushetia and the Tver region - need to switch to a new version of the system.

The Ministry of Communications of Russia also presented a rating of regions by the share of citizens registered in the ESIA. The leading regions that reached the target of 50% include the Republic of Tuva (61.1%), Tula (59%) and Kurskaya (54.8%) regions, Yamalo-Nenets (53.7%) and Khanty-Mansi (53.5%) autonomous districts, as well as Tambov region (51.6%).

Due to the low level of citizens registered in the ESIA, the Karachay-Cherkess and Chechen Republics, the Trans-Baikal Territory, the Nenets Autonomous Okrug, the city of Sevastopol, as well as the Republics of Dagestan, Crimea and Ingushetia, it was recommended to strengthen work on informing citizens about the advantages of providing state and municipal services in electronic form.

Statistics for summer 2016

The leaders of the regions, which was first compiled according to an updated methodology for calculating the share of citizens registered in the ESIA, were the Tula region (53.2%), the Republic of Tuva (51.5%), the Yamalo-Nenets Autonomous Okrug (45.8%), the Tambov region (45.3%), the Khanty-Mansi Autonomous Okrug (44.6%) and the Kursk region (44%).

ESIA includes support for authorization of FSSP website users

On August 18, 2016, the Ministry of Communications and Mass Media of the Russian Federation announced the availability to users of the official website of the Federal Bailiff Service (FSSP) of authorization through a login and password from the Unified Portal of State and Municipal Services (EPGU). This will help citizens use the services of the department electronically without additional registration on the FSSP website .

As of August 18, 2016, the unified identification and authentication system (ESIA) is used by all regional portals of public services, websites of the Federal Tax Service, the Federal Service for State Registration, Cadastre and Cartography, the Federal Treasury, the Pension Fund of the Russian Federation, official sites for posting information about tenders and public procurement, the website of the Russian Public Initiative, the state information system of housing and communal services, as well as electronic state libraries.

In July 2015, it became possible to pass identification using an account on the Unified Portal of Public Services in the free Wi-Fi network of the Moscow metro. It is also possible to register using an account with the ESIA at Sheremetyevo International Airport, Aeroexpress terminals, a number of Moscow fairs, at the Spartak stadium and in the Kidzania children's game training park.

Departments and regions using ESIA, thereby providing citizens with the convenience of obtaining electronic public services. Banks got the opportunity to register citizens with the ESIA

In August, the Ministry of Telecom and Mass Communications told TAdviser that banks began to connect citizens to the ESIA. Some departments became participants in the pilot project

Banks can use an electronic statement from a pension account to check information about the income of potential customers. If a citizen already has an ESIA account, he can receive this statement online at the time of contacting the bank and provide it to an employee of a credit institution.

If there is no account, the bank employee will help to create it (by checking the passport data of the citizen), after which he will be able to provide the bank with the necessary statement.

Growth stages

On March 12, 2015, Rostelecom announced information about the number of citizens registered in the Unified Identification and Authentication System.

Since the end of 2014, the number of registered users of the system has grown by 9.4% and amounted to 14.2 million people. Of these, 15% of users used simplified registration, 22% used standard registration, 62% - confirmed by a personal visit. About 140 thousand people are registered with the ESIA every seven days.

Interaction in ESIA, 2013

The number of legal entities registered in the ESIA is increasing: this figure has grown by 3.8% since the end of 2014 and amounted to 96 thousand.

At the beginning of March 2015, the ESIA portal was most actively used:

  • Primorsky Territory with a penetration rate of 33.82%,
  • Khanty-Mansiysk Autonomous Okrug - Ugra - 29.33%,
  • Tyumen region - 28.06%,
  • Kaliningrad region - 27.86%
  • Yamal-Nenets Autonomous Okrug - 22.89%.

A small number of citizens are registered with the ESIA:

  • Chukotka Autonomous Okrug (penetration rate - 3.47%),
  • Republic of Ingushetia (2.58%),
  • Kabardino-Balkar Republic (2.46%).

ESIA updated for certification centers

On March 19, 2015, the Ministry of Communications and Mass Media of the Russian Federation announced the possibility of accredited certification centers (CA) to make an entry in the Unified Identification and Authentication System (ESIA) information on the qualified certificates of electronic signature verification keys issued by them, data on user registration in ESIA.

The entry of information into the ESIA is implemented in accordance with the requirements of Part 5 of Art. 18 of Federal Law No. 63-FZ "On Electronic Signature" of April 6, 2011.

As of March 19, 2015, the service is available for accredited certification centers in the Unified System of Interdepartmental Interaction (SMEV) for integration and debugging, in accordance with the SMEV regulations.

Explanations on the algorithm for connecting to the service have been prepared for organizations, including accredited certification centers.

The number of registered in the ESIA increased by 2.7 million at the end of 2015

The number of citizens authorized in the Unified Identification and Authentication System (ESIA) in November and December 2015 increased by a total of 2.7 million. During this period, the system demonstrated the highest user growth rate for its entire existence.

As of the end of 2015, almost 22.5 million people were registered in the system. In total, in 2015, 9.5 million citizens of the Russian Federation opened accounts in the ESIA. Of these, 21.5% of citizens used simplified registration, 22% used standard registration, 56.5% confirmed by a personal visit to an authorized organization.

About 26 thousand people register with the ESIA every day. A new user appears in the system every three seconds.

Primorsky Krai became the leaders in registration with the ESIA in 2015 - 47.25% of the region's residents have accounts in the system. This is followed by the Khanty-Mansiysk Autonomous Okrug - Ugra - 41.32%, the Tyumen region - 39.17%, the Kaliningrad region - 39.05% and the Yamalo-Nenets Autonomous Okrug - 34.92%.

To move to the provision of state and municipal services in electronic form, citizens and public authorities were provided with a tool for convenient and safe online identification. It was the ESIA, the purpose of which is to streamline and centralize the processes of registration, identification, authentication and authorization of users.

2012: Commissioning Plan

The customer, operator and coordinator of the system is the Ministry of Telecom and Mass Communications of Russia. The ministry was instructed to put the system into operation by April 15, 2012. Federal executive authorities and state extra-budgetary funds - until April 15, 2012 to ensure the transition to the use of the system, regional government agencies - are recommended to use this system on their portals.

2011: ESIA Requirements: Government Decree

Government Decree No. 977 of November 28, 2011 approved the requirements for a unified identification and authentication system in the e-government infrastructure.

ESIA requirements:

1. Federal State Information System "Unified System of Identification and Authentication in Infrastructure, Providing Information Technology Interaction of Information Systems Used to Provide State and Municipal Services in Electronic Form" (hereinafter referred to as the Unified Identification and Authentication System) shall provide authorized access for information interaction participants in the Unified Identification and Authentication System (hereinafter referred to as participants in information interaction) to information contained in state information systems, municipal information systems and other information systems for the following purposes:

a) provision of state and municipal services, including services provided by state and municipal institutions and other organizations in which the state assignment (order) or municipal assignment (order) is placed;

b) performance of state and municipal functions;

c) formation of basic state information resources determined by the Government of the Russian Federation;

d) interdepartmental electronic interaction;

e) other purposes stipulated by federal laws, acts of the President of the Russian Federation and acts of the Government of the Russian Federation.

2. Authorized access to the information referred to in paragraph 1 of these requirements shall be provided using an information technology interface infrastructure.

3. In the unified identification and authentication system, authorized access to the information specified in paragraph 1 of these requirements shall be carried out through the use of simple electronic signatures and enhanced qualified electronic signatures in the manner established by the Government of the Russian Federation, the following participants in information interaction:

a) officials of federal executive bodies, state extra-budgetary funds, executive bodies of constituent entities of the Russian Federation, local self-government bodies, state and municipal institutions, multifunctional centers, as well as other organizations in cases provided for by federal laws, acts of the President of the Russian Federation and acts of the Government of the Russian Federation;

b) applicants - individuals and legal entities.

4. The unified identification and authentication system shall ensure the interaction of state information systems, municipal information systems and other information systems that are used by participants in information interaction for the purposes specified in paragraph 1 of these requirements.

5. The unified identification and authentication system shall ensure implementation of the following basic functions:

a) identification of participants of information interaction - comparison of the identifier entered by the participant of information interaction into any of the information systems specified in paragraph 4 of these requirements with the identifier of this participant contained in the corresponding basic state information resource determined by the Government of the Russian Federation;

b) authentication of information interaction participants - verification of the identity of the information interaction participant entered by him, as well as confirmation of the identity of the identifier;

c) authorization of participants in information interaction - confirmation that the participant in information interaction has rights to access the infrastructure that provides information and technological interaction of information systems used to provide state and municipal services in electronic form;

d) forming a list of identified and authenticated information systems specified in paragraph 4 of these requirements, participants in information interaction, bodies and organizations, as well as their identifiers in the registers of the unified identification and authentication system.

6. The unified identification and authentication system shall include the following registers:

a) register of individuals;

b) register of legal entities;

c) register of officials of bodies and organizations provided for by sub-clause "a" of clause 3 of these requirements;

d) register of bodies and organizations - federal executive bodies, state extra-budgetary funds, executive bodies of constituent entities of the Russian Federation, local self-government bodies, state and municipal institutions, multifunctional centers, as well as other organizations in cases of using a unified identification and authentication system for purposes provided for by federal laws, acts of the President of the Russian Federation and acts of the Government of the Russian Federation;

e) register of information systems.

7. The types of identifiers used in the registers of the unified identification and authentication system are determined by the list of basic state information resources used in the provision of state or municipal services (execution of state or municipal functions), approved by order of the Government of the Russian Federation dated April 15, 2011 No. 654-r, and the regulation on the federal state information system "Unified system of identification and authentication in infrastructure, providing information and technological interaction of information systems used to provide state and municipal services in electronic form," approved by the Ministry of Communications and Mass Media of the Russian Federation.

8. The unified identification and authentication system shall ensure the protection of the information placed in it in accordance with the legislation of the Russian Federation.
