2023: Establishment of the Digital Platforms Association

E-com sellers represented by Wildberries, Ozon, Yandex.Market, SberMarket and Avito decided to create an Association of Digital Platforms. This was announced on December 20, 2023 by the press service of Anton Nemkin.

The main goals of creating the Association, in addition to representing their own interests, are the need to develop optimal regulation of platform employment and taxation. As of December 2023, the charter documents of the Association are registered with the Ministry of Justice. Registration is expected to be completed at the end of 2023.

It is reported that Andrei Sharonov (head of the National ESG Alliance) will become the chairman of the Association, and Yuri Bogdanov (executive director of expert councils under the Russian Union of Industrialists and Entrepreneurs) will become the general director.

The goal of the organization being created is to develop digital platforms, a platform economy with special attention to the regulation of platform employment and taxation. My interest is that I believe: the platforms have a great future, "Sharonov added.

We are talking, of course, about the conflict between platform sellers and the marketplaces themselves, which had to be resolved, including through the forces of the State Duma. As of December 2023, sellers, as well as owners of PVZ, are indeed not in the most optimal position. A significant part of the costs is passed on to them: for example, discounts offered by the marketplace to consumers, or logistics. Therefore, the issue of developing an approach that will be aimed at taking into account the interests of all participants in interaction has long been in the spotlight. Let me remind you that in the fall a bill was submitted to the State Duma, which proposes to establish new rules for regulating the operation of marketplaces, - said the deputy.

Market participants should be included in the regulatory discussion process and at the same time speak with a consolidated position. At the moment, e-commerce is showing unprecedented pace of development, and organizations are becoming not just platforms for the sale of goods, but also full-fledged IT companies that diversify their services. The importance of marketplaces in the IT sector has multiplied, which also confirms the need for a separate profile association, the parliamentarian concluded.
