2018: The Economic Council under the President is abolished

According to the decree of the Russian President Vladimir Putin of July 19, 2018 the Economic Council under the President of the Russian Federation was abolished (the text of the decree).

The first meeting of the working group on "Digital economy" in Innopolis

On May 26, 2017 in Innopolis the first meeting of the working group of the Economic Council under the President of the Russian Federation in the Digital Economy direction which passed within Russia the Digital Industry of Industrial — 2017 conference (TsIPR) took place. The head Ministry of Telecom and Mass Communications Nikolai Nikiforov told about the done work on preparation of the draft of the program, about results of round tables according to its sections and submitted the received offers on its expansion for discussion. Assistants to the President of the Russian Federation took part in work of a meeting Andrey Belousov and Igor Shchegolev.

The Minister of Telecom and Mass Communications of the Russian Federation noted that he in project development, TsIPR provided at a plenary session, was used, including, experience of the leading countries in the field of development of digital economy, the international organizations and associations, in particular, of the World Bank, the Organization for Economic Cooperation and Development, the World Economic Forum. Consultations with the leading international experts were held and their recommendations are considered.

The program is directed on:

  • formation in Russia of the favorable regulatory environment for use of digital technologies in economy,
  • accumulation of competences in digital technologies of the Russian enterprises,
  • development of infrastructure of data processing,
  • ensuring cyberstability,
  • preparation of enough the qualitative personnel and also on
  • ensuring digital transformation of spheres of public administration, health care and urban governance, Nikolai Nikiforov reported.

The minister emphasized that the program requires close interaction of the state, business and science as creation not less than ten national leading companies – the hi-tech enterprises should become the main result of its implementation. These companies should develop "end-to-end" technologies and manage digital platforms which work at global market and create around themselves the system of startups, research collectives and the industry enterprises providing development of digital economy.

On April 3, 2017 the president Vladimir Putin approved regulations on the working group of the Economic Council under the President in the Digital Economy direction and its structure. Two co-directors – the former Minister of Economics Andrey Belousov and the ex-Minister of Communications Igor Shchegolev who are nowadays working as Assistants to the President headed group.

In addition to them 26 people entered into the working group:

According to regulations on the working group, its functions include preparation of offers to the president on development and implementation of digital economy in Russia, determinations of approaches to digital transformation of the markets and the industries of the Russian economy, project implementation on creation and development of infrastructure of digital economy.

Other functions - formation of personnel and scientific and technical potential for development of digital economy and improvement of the legislation and also creation of uniform digital space in Russia and its integration into the international community.

The working group on digital economy is given the right to request from state agencies and other organizations information on the questions which are within its competence, to invite officials to the meetings, to report to the president of the offer within the competence and to submit recommendations to authorities.
