2024: Establishing a Company

On January 9, 2024, it became known that the microelectronics design center, MCST the developer of domestic processors Elbrus"," formed a new company for the production of hardware and software systems (PAC) based on them. It is assumed that such systems will be in demand in the sphere critical information infrastructure () CUES against the background of import substitution.

According to Kommersant the newspaper "," the new enterprise was named Elbrus LLC. The ICST has a 40 percent stake in it. Another 35% is owned by the Research Center for Digital Technologies LLC (NRC CT), the remaining 25% is owned by the Institute of Public-Private Planning LLC (PPP Institute). Konstantin Zykin has been appointed general director of the organization. The main activity is "development software."

NIC CT is engaged in the development of software, solutions in the field of artificial intelligence and PAC. In turn, the PPP Institute specializes in solving "problems in the field of integrated regional development through public-private partnership mechanisms." The institute said that Elbrus LLC was created "to develop and promote domestic high-performance and secure software and hardware systems based on Elbrus microprocessors and special software from the NRC CT, which maximally implements the technological capabilities inherent in their architecture."

It is planned to produce PAC in a new "dual-use cluster," which is being formed in Moscow and the Moscow region. The main purpose of the systems is import substitution of PAC "with real-time operation in the industrial automation market."

However, industry participants express doubts about the project. The fact is that ICST partners do not have their own production facilities, and "practically nothing is known" about their developments on the market. We can talk about "consolidation of lobbying efforts for import substitution in KII."[1]
