Rostelecom acquires 49% stake in Elvis-Plus

On August 31, 2020, Rostelecom announced plans to acquire 49% of Elvis-Plus, one of the oldest Russian developers of products and solutions in the field of information security. Alexander Aivazov, vice president for business development at Rostelecom, said that the deal will be closed in the next few months. The companies did not disclose its amount.

The share is acquired through Rostelecom RTK IB, which represents the company's information security cluster, which was formed at the end of 2018. At the same time, according to Alexander Aivazov, a strategy for the development of information security business in Rostelecom was formulated.

The 51% share of Elvis-Plus will remain with the founder of the company, Alexander Galitsky, the creator of the Almaz Capital Partners fund. He stressed that Elvis-Plus now focuses on a wide range of technologies - from developing a crypto-SIM card to creating protocols to protect against attacks built on quantum computing.

Alexander Galitsky sees great prospects in cooperation with Rostelecom

Galitsky believes that "connecting with the power of Rostelecom, which has quite strong positions in the Russian market in the field of telecommunications, the introduction of information systems" in the public sector and the commercial sector will lead to new achievements in the field of creating technologies and projects.

And for Rostelecom, this deal means the opportunity to develop the information security sector faster and more actively, said Igor Lyapunov, vice president of information security at the company. For the market, in his opinion, such partnerships mean its development and strengthening of Russian technologies.

Igor Lyapunov clarified TAdviser that after the closure of the transaction, Elvis-Plus will retain its independence, including in terms of intellectual property.

File:Aquote1.png
Speaking about the current transaction, we are talking about a business partnership, and in this sense, the transfer of intellectual property, the extraction of it from Elvis-Plus is not supposed. We make a partnership for the sake of synergies, for the sake of creating new joint projects. For us, of course, synergy is extremely important. And which of the parties receives this or that project result will be determined by specific products, directions, and so on, "he said, answering a TAdviser question.
File:Aquote2.png

Speaking about which Elvis-Plus products are of the greatest interest to Rostelecom's information security business, Igor Lyapunov said that a serious analysis of the company's technological capital was carried out, and we can talk about the serious maturity and high quality of its technologies. Lyapunov highlighted the flagship Zastava product to protect corporate information systems at the network level using VPN technologies. It is planned to be used. The second part is the developments that are that will be produced.

Slide from Igor Lyapunov's presentation

Lyapunov noted that information security for Rostelecom is one of the 3 largest areas of business. The other two are telecommunications and data centers. In addition, information security is now one of the fastest growing areas of the company's business, it grows about twice a year, which is higher than the growth of the information security market as a whole, Lyapunov noted.

Organizationally, Rostelecom information security business is represented by 3 components: this is an information security service provider, system integration and a technology development unit, where Rostelecom acts as a vendor. Entering a partnership with Elvis-Plus, the company strengthens the two components of its information security business, says Igor Lyapunov. The first is to strengthen the research, scientific and technological base and, accordingly, the development of new products. And the second part is the experience of implementing complex projects.

Customers of Rostelecom information security solutions and services, according to Lyapunov, are represented by the largest Russian companies, including the financial sector and corporations, which need to protect critical infrastructure. Also, Rostelecom solutions are used to protect public administration systems. The company also works in the mass commercial market, supplying products and services to small private companies.

Slide from Igor Lyapunov's presentation

The development of the information security direction in the company is a response to new challenges, to new threats, Igor Lyapunov explained. Now cyber attack tools are beginning to be used not only for the purpose of monetization, but also for the realization of state interests. Attacks on state systems are growing. And this is another level of qualification and grouping tools that are not detected by standard information security tools.

According to Igor Lyapunov, in 3 years Rostelecom plans to invest about 4 billion rubles in information security technologies: these are its own projects and in partnership with other players. The company has plans to acquire more tech companies. Rostelecom is especially interested in technologies for detecting and responding to cyber attacks, security control, access control, telecom infrastructure protection, artificial intelligence and a number of others.

2019

According to the database of legal entities Kontur.Fokus, "in 2019, Elvis-Plus's revenue amounted to about 545 million rubles, having decreased by about 15% compared to 2018.

2017: Cryptographic Security Division

In June 2017, Elvis-Plus announced the creation of a cryptographic protection body (CPD) in its structure, the main area of work of which is to solve problems related to the use of CIPF in organizing and ensuring the security of storing, processing and transmitting confidential information through communication channels in organizations and enterprises of the customer.

In the era of global digital transformation, there has been a rapid increase in the number and types of CIPFs used by government and corporate customers. At the same time, the procedure in force on the territory of the Russian Federation imposes strict restrictions and requirements on all stages and conditions for the use of encryption (cryptographic) means. The implementation of the established requirements is often a difficult task for many organizations that simply do not have their own resources to carry out such work, and, most importantly, specialists with the necessary level of qualifications. The current situation and the results of inspections intensively carried out by the FSB of Russia in recent years confirm the numerous comments and deviations it has identified.

The OKZ specialists are entrusted with the performance of a set of works, including the development of a scheme for organizing information protection telecommunication the customer's cryptographic systems; organization and coordination of CIPF operation works, including during inspections by regulators; monitoring the status, control and assessment of the effectiveness of the information protection measures taken; centralized CIPF accounting and user training; organization and implementation of control over compliance with the conditions of use of the used certified cryptographic means and many others.

2011

Performance indicators

For three crisis years, the company was engaged in restructuring, the result of which, as Elvis-Plus CEO Viktor Lebedev said, was a fivefold increase in the company's annual turnover, which, according to the adopted plan in 2011, will amount to 1 billion rubles, while 60% of the turnover will be the cost of equipment supplied, and 40% - the cost of work performed. The company considers this billion a new frontier - the transition to the category of a larger business[1]

Talking about the structure of corporate business, the executive and financial director of Elvis-Plus, Viktor Basin, said that 41% of the company's turnover falls on clients from government agencies (the main of which is the Central Bank of the Russian Federation: it accounts for 27% of the share of all state customers), and 59% - on the private sector.

Of the largest projects in 2011, Sales Director Maxim Filippov noted the project in Rosreestr, participation in the creation of the information and analytical center of the government of St. Petersburg, projects in the Federal Tax Service of the Russian Federation, in the Federal Grid Company, Rostelecom and the Central Bank of the Russian Federation.

Among the main partners in the supply of equipment and solutions, Basin noted the companies:

He also recalled that approximately 15% of the total cost of supplies in projects is the cost of Elvis-Plus's own products.

Results of the year

For McAfee, cooperation with Elvis-Plus will allow you to present your information security developments to a wide range of large corporate clients in Russia with whom Elvis-Plus works. In addition, Elvis-Plus experts will adapt solutions to Russia's numerous state and industry standards in the field of information technology.

  • In November 2011, Elvis-Plus promises to achieve revenue in 2011 of 1 billion rubles. due to the law "On Personal Data" that came into force and the expected entry into force of the "Law on Electronic Signature." It is known that Elvis-Plus carried out projects in RAO UES of Russia, in large electric generating companies RusHydro, OGK and TGC and from electricity suppliers (FGC UES and SO UES). In addition, the integrator has several projects in Rusnano.

According to the deputy general director of the integrator Sergei Vikhorev, the expected twofold growth of the company will cause three factors: the need to ensure the security of personal data, the entry into force of the law "On Electronic Signature" (63-FZ) and the need of government agencies for information security solutions when creating public services.

  • In November 2011, Elvis-Plus celebrated its twentieth anniversary. As the creator and president of the company, Alexander Galitsky, said, Elvis-Plus remains his favorite creation, which was created at a time when our country did not yet understand what business was [2]

Answering the question about the difficulties of doing business that had to be faced over twenty years of doing business in Russia, Galitsky said that the small size of its IT market primarily hinders the development of business in our country. In his opinion, this, as well as the large social payments that businesses have to pay to the state, characterizes Russia as a place where it is difficult for entrepreneurship to develop. He noted that in the post-Soviet space, as the multilateral interaction of the former Union republics develops, entrepreneurs will go where more favorable conditions for them will be created. The struggle for registration of companies will intensify (i.e. for taxpayers), and it may happen that half of Moscow companies will eventually legally move to Astana or Minsk.

File:Aquote1.png
If Russia wants to enter the top 10 innovative leaders, it still has a lot to do to create a favorable climate for business. First, you need to just open and close the company here. For example, in Europe or the United States, you can register a company without physically being in the country of registration. You need to fight not with the leakage of minds, but for their influx. People will go where they are better, "Galitsky said.
File:Aquote2.png

In our country, too, according to his observations, there are places where business feels quite cozy. As an example, he mentioned Kazan, where people from neighboring regions willingly come to work.

In general, the president of Elvis-Plus believes that today there is only one barrier for doing business - political borders, which require passports and visas to cross, dictating the time spent in the country. Everything else - money, technology, knowledge, talent - can be found in a variety of places. As for Elvis-Plus, according to him, today it makes no sense to open an office in the United States or any other foreign country, because the company is focused on Russian legislation, local business rules and technologies specific to Russia.

Talking about the immediate development prospects, Galitsky stressed that the company's plans take into account significant changes in the Russian information security market, related, according to his estimates, to the fact that information security begins to cover a very wide range of tasks, the search for a solution to which will become the dominant IT development in the coming years. First of all, he called the provision of information security in the process of providing IT as a service, in social networks and in virtualized IT environments.

For his part, Deputy General Director for Development of Elvis-Plus, Sergei Vikhorev, recalled that over the past two years the country has been living under the influence of a powerful message from regulators regarding the protection of personal data, which, in his opinion, will only increase. Another relevant direction in the field of information security, according to his observations, in the near future will be the protection of APCS. He said that Elvis-Plus participates in a number of works in this area, collaborating with the FSTEC of the Russian Federation. The peculiarity of information security work in this area, according to him, is that it is not necessary to fight against leaks, but for the integrity and availability of information.

1992

The basis of the collaboration between Sun Microsystems and Elvis-Plus was the signing of a License and Development Agreement between the companies in 1992 in connection with the start of research work by Elvis-Plus on the design of key elements of wireless computer networks under direct orders from Sun Microsystems.

Since the beginning of 1992, Elvis-Plus began to provide fax service services on the Internet.

1991

The Russian company Elvis-Plus (Electronic Computing and Information Systems) was founded in November 1991 in the suburbs of Moscow - Zelenograd - the leading Soviet and Russian science city in the field of domestic information technologies. It is at this time, at the next break in Russian history, when the defense industry falls into stagnation and collapses, that there is an urgent need to preserve and radically change domestic electronics.

This idea matures in the minds of a group of enthusiasts, young scientific and engineering leaders of the NGO ELAS of the Ministry of Electronic Industry of the USSR and which is the leading enterprise of the USSR in the field of creating electronic systems and complexes in the interests of space and other defense industries of the country.

The created team, headed by Alexander Galitsky, who at that time was the chief designer of two national programs and the head of the head department of the complex, also includes Alexander Sokolov, who worked at that time as the head of the department and Nikolai Tsarev, who headed one of the laboratories. The Elvis-Plus company begins its life path, having as a capitalization only deep knowledge and unstoppable persistence of its creators, however, as history will later show, this is quite enough for a successful start.

The purpose of the Elvis-Plus company is to form a team of highly professional specialists capable of developing new computer and information technology competitive in the world market according to Western quality standards under joint programs with the American corporation Sun Microsystems, as well as for the implementation of commercial projects in the field of telecommunications and network technologies.

1990

Alexander Galitsky, founder of Elvis-Plus:

I remember back in the 90s, when I tried to interest one of the creators of Sun Microsystems Bill Joy with a set of technical ideas, Bill looked at me and said: "Sasha, you have a lot of good ideas... But you know, it's important to understand one thing: the idea itself is worth nothing. The cost has its practical implementation. Therefore, let's choose one idea and implement it together.
