Concept of Esri 5D
5D value is as follows: "time" and "money" are added to indicators three classical space dimensions - length, width and height. So it is offered to add geographical and space components to traditional models of business. The concept of "Esri 5D" is the new tools for business which are based on inclusion of multilayer space data in standard mechanisms of management. At such approach of GIS becomes the reference technology platform of a corporate class allowing to understand space interrelations in their development and to resolve difficult questions of administrative management.
So, at the level of the region of GIS allow to connect assets, resources and consumers, to select platforms taking into account the available infrastructure, demography, existence of labor power and other factors and also to optimize distribution of projects. It is important that today GIS in the Esri 5D format is the only technology capable to be transferred to any scale – from a separate asset in the building to a global context.
History
2015: ESRI prohibited to sell software to the Russian companies
The American developer of geographic information systems of ESRI notified at the beginning of 2015 the distributors in Russia on impossibility of deliveries of the products ESRI and their technical support for a number of the Russian defense and oil enterprises, reported the "Expert Centre of the Electronic State" resource (d-russia.ru)[1].
In the list of the enterprises which ESRI sent to the partners — Almaz-Antey concern (is engaged in release of zenith missile systems), Research institute of instrument making of V.V. Tikhomirov (develops aviation management systems for arms), Gazprom and also machine-building plants and the largest oil-extracting companies of the country. Sanctions extend also to subsidiary companies of the enterprises, from shares of maternity capital of 50% and more.
In the letter it is said that it is forbidden to sell the products ESRI to the companies which are engaged in deep-water exploration and production of oil in territories "which Russia considers the shelf zone in the Arctic" and also the slate fields which are engaged in development. It is remarkable that in the same letter ESRI prohibited to render technical support to clients who already use its products and were placed on the sanctions list of the USA.
It is expected that support of products under the paid contracts will not be stopped if there is no toughening of sanctions. ESRI in Russia have about 4 thousand clients. Among there are no defense enterprises, but there are all largest oil and gas extraction companies.
The initiative of prohibition proceeds from the U.S. Government that is specified in the letter. ESRI is engaged in verification of the list of clients (whether there are they in the sanctions list). In order that to understand it, the company sent to the Russian clients inquiries for providing information on an organization structure and the purposes of use of licenses. However this information can be used for the purpose of industrial espionage — for example to learn areas of geological exploration.
