2022: The Ministry of Health approved a single operator for the purchase of cancer drugs for federal medical centers

In September 2022, an order was signed by which the Ministry of Health approved a single operator for the purchase of cancer drugs for federal medical centers. It was the Federal Center for the Planning and Organization of Drug Provision of Citizens (FCPILO).

This institution is endowed with the right of suppliers of purchases of oncological drugs for federal medical centers. We are talking about 13 drugs: vincristine, doxorubicin, idarubicin, ipilimumab, carboplatin, nivolumab, pembrolizumab, pertuzumab, ramucirumab, temozolomide, epirubicin and etoposide.

The procedure for working in this status of the FCPILO will be as follows:

• it will process requests for cancer drugs from federal medical centers;
• generate lists of necessary purchases;
• place them in the Unified Procurement Information System (UIS);
• Identify the supplier
• federal medical centers will have to justify the operator the maximum price of the contract for the purchase of the necessary drugs.

The order of the Ministry of Health notes that the Federal State Budgetary Institution, as before, will be able to independently purchase cancer drugs from a single supplier in the manner and cases provided for by Art. 93 No. 44-FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs."

To the list of federal institutions for which cancer drugs will now purchase PKU, entered the First St. Petersburg State Medical University named after Academician I.P. Pavlov, National Medical Research Center of Hematology, N.N. Petrov National Medical Research Center of Oncology, N.N. Blokhin National Medical Research Center of Oncology, National Medical Research Center of Radiology, National Medical Research Center named after V.A. Almazova, National Medical and Surgical Center named after N.I. Pirogov, National Medical Research Center of Oncology in Rostov-on-Don, Russian Scientific Center for Radiology and Surgical Technologies named after Academician A.M. Granova, Russian Scientific Center of X-ray Radiology and National Medical Research Center of Obstetrics, Gynecology and Perinatology named after Academician V.I. Kulakova.^[1]
