2020

Appointing those responsible for the region's digital transformation

On November 20, 2020, the Department of Information Technologies of Ugra reported that the governor of Ugra identified the "digital leaders" of the region - representatives of the authorities responsible for the digital transformation of the district (Chief Digital Transformation Officer, CDTO).

In the regional government, Deputy Governor of Ugra Alexei Zabozlaev has been appointed coordinator of interdepartmental interaction of authorities in this area. In addition to representatives of regional authorities, CDTO appointed heads of municipalities of the region.

Within a month, a regional model of competencies of "digital leaders" will be developed, on the basis of which their professional and personal competencies will be assessed. The next stage will be the training of "digital leaders" in additional professional programs in the field of digital development and digital culture in public administration.

By the end of the year, the Department of Information Technologies of Ugra will form a plan for the digital transformation of public administration in the Autonomous Okrug. This roadmap will be based on industry CDTO proposals on priorities that have a practical positive effect for citizens and organizations. The main tasks of the "digital leaders" will be the development of digital technologies and services in various industries.

Given the emergence of more and more new domestic developments, by the end of 2016 it is planned to carry out development work:

  • financial economic assessment of import substitution of the basic software and hardware complex of TIS Ugra;
  • plans for import substitution of the basic software and hardware complex of TIS Ugra.

In addition, in 2017, it is planned to begin work on the phased transfer of the information technology components of TIS Ugra and its departmental segment to import-substituting software: replacement of basic software (database management systems, Java EE application servers, geo-information system servers, business analysis servers, end-to-end identification and authentication systems, service bus, web servers, operating systems) with analogues of domestic production or free distribution.

Problems and solutions

2016

Investments in fixed assets increased by 2% and amounted to 825 billion rubles. Thus, per capita of Ugra accounts for five times more investments than the average in Russia.

Financial obligations to the state decreased to 0.5% of the domestic regional product.

In total, 166 projects were invested in 2016, and this is 480 billion rubles. The largest of them were: high-tech wood processing and modernization of the poultry complex. The plant of reinforced concrete structures is being prepared for commissioning. A good fundamental increase is provided by the fuel and energy complex, both on average and in small businesses. The result of eight business missions was the conclusion of 23 agreements with Western partners.

The atmosphere favorable for investment created in the district helps to solve issues of employment of the population. It is worth noting that the district has the lowest unemployment rate. According to this indicator, the territory of the Khanty-Mansi Autonomous Okrug can be put on the same level with such economically developed countries as Norway, Sweden, Germany - only 0.57%.
