Khabarovsk State Institute of Arts and Culture (KhGIIK) was founded in June 1968. The Government of the Russian Federation decided to create a higher educational institution in the Far East of Russia for the training of personnel for cultural institutions of the musical and pedagogical, creative and performing and library-information profile.

As part of the KhGIIK: Faculty of Arts, Socio-Cultural and Information Activities, 11 departments. The institute trains specialists in 9 specialties and 22 specializations in full-time and part-time forms of education. After graduation, education can be continued in graduate school.

As of March 21, 2013, KhGIIK is headed by rector Sergei Nesterovich Skorinov - Doctor of Cultural Studies, Candidate of Historical Sciences, Professor.
