Kryptonit NPK will lead the development of post-quantum cryptography standards in Russia

The heads of the cryptography laboratory of the Kryptonit NPK will develop draft national standards of the Russian Federation that define post-quantum mechanisms for cryptographic information protection. The decision was made at a meeting of the technical committee for standardization "Cryptographic Information Protection" (TK 26), the Kryptonit NPK reported on November 19, 2019.

The creation of the working group will allow us to lead the process of developing and standardizing new cryptographic primitives and protocols that are resistant to attacks using a quantum computer. NPK Kryptonit takes on the role of a leader in the development of this promising direction on a national scale, - said Vasily Shishkin, head of the cryptography laboratory at NPK Kryptonit.

As noted in the Kryptonite NPK, the relevance of post-quantum cryptography is greater than ever. The last decade has been marked by a lot of research in the field of building quantum computers - special computers that use quantum mechanical phenomena to solve mathematical problems that are complex or insoluble for ordinary computers. So, in 2018, Google announced the creation of a quantum computer consisting of 72 qubits. [Intel] has completed the development of a quantum computer containing 49 superconducting quantum qubits, which increase the reliability of storing and processing quantum information. A number of experts talk about the appearance in the next decade of a quantum computer capable of solving real computing, including cryptographic problems. Creating any modern cryptographic infrastructure takes a considerable amount of time. Therefore, regardless of the exact time of the onset of the era of quantum computers, it is already necessary to start preparing all Russian information security systems for it, "says Vasily Shishkin, head of the cryptography laboratory at Kryptonit NPK.

Also, at a meeting of TK 26, work was launched on the development of national standards in the field of requirements and methods for testing security services for radio communication interfaces and cryptographic sets in automatic identification and data collection (RFID) technologies. Work in this area will be coordinated by employees of the Kryptonit NPK. Radio Frequency Identification (RFID) describes methods for contactless automatic identification and authentication of objects in which data can be exchanged, including in secure mode.

On June 7, 2019, the Avtomatika concern of Rostec State Corporation and Kryptonit LLC, which is part of ICS Holding, entered into an agreement to determine shares in a joint venture - the Kryptonit research and production company. Investments in the creation of a new structure that will transfer military information technologies to the civilian sector will amount to 4 billion rubles.

Kryptonit Research and Production Company was created by Kryptonit LLC (part of ICS Holding) in July 2018. The Rostec structure will receive a blocking package in the joint venture - 25% and one share. Kryptonit LLC's share will be 75% less one share.

The joint venture will focus on the development of civilian IT products. They will be based, among other things, on military technological solutions of production facilities and research institutes of the Rostec State Corporation. In addition, the company will develop its own competencies in the field of information security and big data.

Enterprises of the Rostec radio-electronic cluster face an important strategic task - to increase the share of civilian products to 60% by 2025. The creation of a joint venture with such a large IT structure as ICS Holding will be another step towards this goal for us, will provide an opportunity to create new high-tech solutions and enter promising markets, including foreign ones, "said Sergey Sakhnenko, industrial director of the radio electronic complex of Rostec State Corporation.

Among the key areas of activity of the Kryptonit NPK are cryptography and quantum computing, machine learning and neural networks, network information security, and the development of new standards for the telecommunications industry. In turn, the Avtomatika concern has research competencies in the field of communications and information security. General Director of NPK Kryptonit Vartan Khachaturov noted that the NPK faces ambitious tasks that are already being solved by the efforts of talented young scientists and developers.

In fact, this is a project unique to our market, in which four laboratories in key areas have been formed since launch, and in the near future we will launch two more. NPK Kryptonit will be located on the territory of the Avtomatika concern. As part of the project, the first Russian Museum of Cryptography and Computer Engineering will also be created on the site. It will open doors to visitors in May 2021.

The main task of the new enterprise will be to attract investments to commercialize innovative solutions and technologies, created enterprises and research institutes, defense industries. In addition, NPK will deal with its own developments in the field of information security.

As noted by Kommersant^[1]the partners do not disclose the distribution of their shares^[2] joint venture, since all the procedures for its creation have not been completed. Kryptonit LLC was registered in March, 100% of this company belongs to the founder of the Citadel Anton Cherepennikov. In turn, the Citadel, according to Kommersant's information, is considered the largest manufacturer of equipment for providing operational-search measures (SORM) and IT solutions for information security.

The new company will be based on the territory of the Avtomatika concern. An agreement has already been reached on the complete reconstruction of part of the concern's premises in Moscow to create a modern working space on their basis, which includes a constantly operating exposition of domestic products and technologies, Rostec reported. At the same time, the reconstruction may last a year and a half.
