The National Center for Informatization (NCI) is an integrator of complex high-tech solutions for the digital economy. The National Center for Informatization implements a number of projects for the implementation of complex infrastructure solutions, participates in the development of the digital region, the development and implementation of information systems, and also acts as a service operator. NCI is now mastering the production of computer equipment using its own design documentation and involving REC enterprises in the production cycle. The produced equipment will be certified by Russian production and supplied to government agencies within the framework of national projects. Revenue growth by 2 times

At the end of 2018, the National Center for Informatization (part of Rostec State Corporation) demonstrated a twofold increase in sales due to the fulfillment of federal contracts. The company's revenue amounted to 7.598 billion rubles, more than 2 times higher than last year, net profit increased 10 times. The key projects for NCI were the construction of the ICT infrastructure of the World Cup, the implementation of the Safe City systems and the development of the Uniform State Health Information System.

In 2017-2018, the NCI performed a state service contract for the provision of communication services at the 2018 FIFA World Cup. During the implementation of the project worth 10.8 billion rubles, the infrastructure of mobile communications and broadband Internet access was built at more than 230 facilities in 30 cities of Russia, a number of technologies were used for the first time. The established communication system helped to provide access to watching championship matches to a record number of viewers - its audience amounted to 3.6 billion people. Thanks to the coordinated work of the NCI, the Ministry of Communications and the Federal Treasury, budget savings in the amount of 515 million rubles were achieved. The second key project for NCI was the development and support of the Unified State Information System in the field of health care (Uniform State Health Information System). NCI significantly increased the functionality of the personal account "My Health" on the federal portal of public services, integrating several electronic services in demand by the population into it. For representatives of regional health departments, a system was introduced to monitor the possibility of registering citizens to see a doctor through the portal of public services. In several regions of the country, NCI has introduced hardware and software complexes of the Safe City system. Collaboration with Vostok to integrate blockchain solutions

NCI entered the Avtomatika concern

During the CIPR conference in June 2018, Rostec announced a decision to transfer 100% of the shares of the National Center for Informatization (NCI) to the Avtomatika concern. Combining the competencies of the two companies will help to form the largest developer and supplier of complex digital solutions for the civilian sphere in the structure of the electronic cluster (REC) of the corporation.

As part of Automation, the NCI will play the role of the "civilian wing" of the concern. The experience and competencies of the NCI, as an integrator of the federal level, open up new opportunities for the integrated promotion of various product areas of the REC.

The main activities of the NCI are related to the implementation of complex infrastructure projects in the civil sphere, automation of processes in public administration, industrial and social industries, development and support of various types of software.

Among the major works of the NCI in the past year are the creation of information and communication services of the 2018 FIFA World Cup and the 2017 Confederation Cup, the development and support of state information systems Uniform State Health Information System and GIS CHI as part of the development of "digital health care." Creation of a joint venture with VEB

In May 2017, NCI, together with VEB, jointly created a new company - NPO Conversion. NCI stopped renting personnel from Bars Group

From January to December 2015, 75 employees of the Kazan integrator Bars Group and 67 specialists from Er-Es-Technologies (also registered in Kazan and is a partner of Bars Group) worked at the NCI under outstaffing contracts.

We are talking about Java, PHP and Ruby developers, project managers, business analysts, system administrators, contact center operators, technical support coordinators.

NCI concluded contracts with Bars for 103 million rubles[1]ER-Technologies - for 75.7 million rubles[2]. Both companies were appointed the only performers of these services.

The most expensive employees for NCI were the developers of Ruby and Java - for each of them the company paid 238 and 225 thousand rubles a month, respectively (including VAT). The lowest-paid rented employees were contact center operators - they cost 144 thousand rubles a month for the NCI.

Interestingly, the protocol of the NCI commission on the choice of Bars Group as a contractor was signed only in October 2015, a similar document on Er-Es-Technology was signed in December 2015, and under contracts published on the public procurement website, the provision of personnel was supposed to begin in January 2015.

The interlocutor of TAdviser, who previously worked at the NCI, says that the staff of Bars Group was involved in support of the Unified State Health Information System (Uniform State Health Information System). Rostec is the sole executor of these works by order of the government, and NCI was appointed contractor of Rostec.

In 2014, Bars Group actively lured staff for this project from Forecast and AT Consulting[3].

In 2016, the contracts for the provision of personnel were not extended, TAdviser was told by the NCI, citing "different reasons," including an increase in the number of NCI personnel. The company declined other comments on this topic. Bars Group did not answer TAdviser's questions.

One reason may be the legislative ban on borrowed labor, which was introduced on January 1, 2016 by law No. 116-FZ.

Borrowed labor is labor carried out by an employee by order of the employer in the interests, under the management and control of an individual or legal entity that is not the employer of this employee, the law says.

From January 1, only special employment agencies or organizations that are affiliated with customers of labor services can carry out labor provision activities.

President of the Information Democracy Fund Ilya Massukh recalls that Bars Group participated in the creation of IT components for the Kazan Universiade, and Rostec will have to fulfill the project of the World Cup. NCI can design ICT infrastructure for the championship, Rostec reported in November 2015.

The president of the IT integrator IBSergey Matsotsky believes that Bars Group is not the only company that would suit NCI. Bars Group has a large product portfolio, but the company is not a champion in any of the segments (including the informatization of government agencies), Matsotsky explained.[4]

As the main areas of activity on which the NCI will focus under the leadership of the new general director, a source in the company calls the development of basic software (system and application), the implementation of large integration projects in the public sector, as well as the construction of a service model for the provision of IT services.
