Dmitry Shumkov created the Center for Network Interaction Technologies (TsTVS) company together with the Safedata group, which owns the Moscow-I and Moscow-II data centers. The owners of Safedata at this time were considered former top managers of RTK-Leasing and Start-Telecom Mikhail Margolin and Pavel Kaplunov.

In 2014, TsTVS acquired block packages of shares of MSK-IX, Russia's largest traffic exchange point and operator of Ngenix CDN networks. In both cases, TSVs had options to increase their shares to controls.


In August, 2014 it was reported that Dmitry Vladimirovich Shumkov through the "Center of Technologies of Interaction of Networks" (CTIN) company owns the blocking package in "MoskovskiyInterneteXchange" (MSK-IX). He, through the Center for Network Interaction Technologies (CTVS) company, owned the blocking package of the Russian market leader CDN Ngenix.

At the beginning of 2015, Rostelecom bought Safedata along with TsTVS, simultaneously increasing to the control share of TsTVS in MSK-IX and Ngenix. The total amount of the transaction amounted to 1.8 billion rubles. A source close to MSK-IX told CNews that Shumkov spoke in this transaction only as part of a nominal holder - his services as a lawyer were necessary for the transaction[1].

2021: Build a company to develop complex IT systems

In mid-April 2021, it became known about the creation of the Supercode company. Its founders are VTB and Rostelecom, also Protey Soft LLC, which is 80% owned by GS-Invest JSC (a joint venture of Gazprombank and Sergey Matsotsky, to which he contributed assets received after the division of the IBS business).
