Fine of 4 million rubles for films with LGBT people

On June 21, 2023, the Meshchansky Court of Moscow fined the Premier online cinema 4 million rubles for showing films with LGBT people without the "18 +" label. The company was found guilty under Part 2 of Art. 6.21.2 of the Administrative Code of the Russian Federation (dissemination among minors of information demonstrating unconventional sexual relations or capable of causing minors to want to change gender).

According to the protocol, the reason for the initiation of the case was the incorrect age marking of films with LGBT content - the films "Ideal Strangers" and "English Barber." According to the investigation, they were distributed with the label "16 +" - that is, "scenes with a demonstration and description of homosexual relations between men" were available to minors.

The protocol on Premier, according to the material card on the court's website, arrived at the end of May 2023. In addition to him, cases under this article were also opened against Start and Megafon. Online cinemas said the protocols were related to mislabeling. A Premier spokesman also said that the regulator's claims were not related to propaganda, but exclusively to incorrect age labeling, and the online cinema promptly eliminated this defect.

On June 19, 2023, Vedomosti wrote that since the entry into force of the LGBT law, 33 protocols have been drawn up for demonstrating and promoting non-traditional sexual relations. Such data were cited by Alexander Khinshtein, Chairman of the State Duma Committee on Information Policy, Information Technology and Communications. All protocols were drawn up in the second quarter of 2023, since until that moment there was a "test period," during which protocols for violations were not drawn up.

On November 24, 2023, the State Duma adopted a law banning LGBT propaganda, pedophilia and gender reassignment and large fines for violations.[1]

Subscriber growth by 22% to 1.29 million

The number of subscribers to the PREMIER online cinema, which is part of Gazprom-Media Holding, increased by 22% in 2021 and amounted to more than 1.29 million users (data as of October 2021). In 2021, the PREMIER video service collected 633.9 million views, and the total number of content views since the launch of the online cinema in 2018 has exceeded 1.45 billion views.

The number of subscribers grew, primarily due to the appearance of its own original projects on the service. In 2021, PREMIER presented 14 projects in an exclusive line, including: "In active search," "World! Friendship! Gum! " (Season 2), "Russian Holidays," "Master" "Installation," "Contact," "Insomnia," "Soldout," "Beyond Yourself," Yulia Akhmedova's documentary project "Fem.doc," as well as shows with frank interviews of media persons "Confession." PREMIER online cinema in 2021 changed its business management structure. Sofya Mitrofanova became the General Director of PREMIER, Makar Kozhukhov became the Deputy General Director. The service also strengthened the team for the production of its own content and content marketing.
