JV registration with "System CI"

2016

In the period from 2015 to 2016, RT Labs transformed from a company "one project" into the main technological partner of Rostelecom Group of Companies due to the consolidation within the company of key competencies in the federal part of the e-government infrastructure (FIEP), as well as the introduction and optimization of production processes. Regional centers of competence of the company were created in Vladivostok, Yekaterinburg, Novosibirsk, Kazan, Yaroslavl and Samara. On the technological and resource basis of the FIEP and its regional segment (RIEP), a product and service portfolio was formed and expanded.

One of the key products included in the FIEP, whose development and operation competencies are located in the Company, is a single portal of public services (EPSU). In 2016, together with the Ministry of Communications of the Russian Federation, a new version of the public services portal was migrated to the main domain. On average, the portal is visited by more than 300 people per minute, and the peak load recorded this year was more than half a million people per day, which is comparable to the population of a large Russian city.

The company, in cooperation with the Ministry of Communications of the Russian Federation, is working on the concept of switching regional executive authorities from regional (local) portals of state and municipal services to a unified solution within the framework of EPSU. The use of EPSU will reduce the burden on the regional budget and simplify the process of finding and obtaining services for applicants in the constituent entities of the Russian Federation.

Revenue growth 42%

The revenue of Rostelecom's subsidiary IT company, RT Labs, reached p2.63 billion in 2016. Compared to 2015, when revenue was at the level of p1.86 billion, the increase was 42%. The company's net profit is at p311 million. In the ranking "TAdviser100: The largest IT companies in Russia" according to the results of 2016, RT Labs took 39th place.

The planned revenue growth indicators for 2017 in the company are determined at the level of 34%, which indicates a trend towards a slight decrease in the rate of expansion of its business. In 2015, compared to 2014, this indicator increased by 76%.

In 2016, 74% of revenue (p1.96 billion) was spent on the provision of IT services by the company, and the remaining 26% (p674 million) - on software development. In 2015, this ratio looked like 91% to 9%, respectively.

In 2015, the staffing of the company was announced at the level of 372 people, in 2016 the personnel of RT Labs grew to 548 people.

CEO of RT Labs Mikhail Bondarenko, in a conversation with CNews, associated revenue growth with the fact that in 2016 the company had two new areas of business development - informatization of the healthcare sector and the creation of fiscal services of[1].

In the first case, we are talking about the development and implementation of modules of the Regional Medical Information System (RMIS), as well as the creation of the Central Archive of Medical Images (CAMI) "Teleradiology," which allows you to automate the work of radiological and diagnostic services of medical institutions. At the moment, it has been introduced in eight regions of Russia.

In the second case, the main projects are the solutions of the "Fiscal Data Operator," "Electronic Document Management System," as well as the creation of the Roaming Center for Electronic Document Management Operators, a software and hardware complex that provides companies of any type of activity and scale with the opportunity to exchange electronic documents with counterparties connected to any electronic document management operator.

Also, RT Labs implemented a project for the National Settlement Depository to create an electronic voting system for shareholders.

RT Labs opens an office in the Far East

The separate unit will perform a wide range of tasks related to the development of regional portals of public services, automation of state authorities and the provision of consulting services to them. A separate branch activity is related to the introduction and maintenance of regional transport information systems. RT Labs will also organize and conduct campaigns to popularize the public services portal. Together with Rostelecom, projects on the informatization of education and medicine will be implemented.

"Entering the Far Eastern market of the company, which is conducting a large-scale national project for the development and operation of electronic government, will contribute to the implementation of large integration projects and solving key problems of the development of the IT industry in the Far East," commented Ilya Krasilnikov, Director of the Department of Information and Telecommunications Administration of Primorsky Krai.
Rostelecom carries out various projects with RT Labs at both the federal and regional levels. The opening of the company's office in a strategically important region of the country will contribute to the implementation of the state strategy for the development of the IT technology market, as well as the standardization of informatization processes, "said Alexei Schurov, director of work with corporate and state segments of the Far East macro-regional branch of Rostelecom PJSC.

The Far East became the seventh region in which the company opened a separate division. Branches of RT Labs operate in Samara, Yaroslavl, Voronezh, Kazan, Yekaterinburg and Novosibirsk. The development strategy provides for the consistent establishment of divisions in all regions of the presence of macro-regional branches (MYFF) of PJSC Rostelecom. RT Labs opens competence centers in Siberia and the Urals

In March 2016, RT Labs JSC, a subsidiary of Rostelecom PJSC, announced the opening of its separate divisions in the Siberian and Ural Federal Districts. The introduction and development of innovative high-tech electronic services in two federal districts with a population of more than 30 million people will contribute to a more harmonious and transparent interaction between society and the state, will increase the effectiveness of state and municipal administration, as well as the involvement of citizens in it.

Separate divisions of the Company are already operating in Voronezh, Yaroslavl, Kazan and Samara.

2015

Revenue

Revenue for 2015 compared to 2014 increased by 76% and amounted to more than 1.5 billion rubles, and gross margin increased by 30%.

RT Labs becomes a single contractor of Rostelecom in the regions

On June 26, 2015, Rostelecom announced the preparation of an agreement with a subsidiary of RT Labs on the transfer of the latter to a single contractor to support regional e-government and information society systems. The capital intensity of the eight-month agreement of 935 million rubles[2].

Rostelecom has identified RT Labs as a contractor for the provision of services for the implementation and maintenance of information systems in the regions. The declared contract price is 935 million, with a reservation - the customer is not obliged to spend the entire amount in the framework of relations with the contractor.

Formally, Rostelecom did not complete the procedure for selecting a contractor - consideration of the draft contract and summing up the procurement may continue until July 24, 2015. Taking into account the term of the contract on March 31, 2016, the duration of work is designed for eight months.

The agreement will affect regional e-government and information society systems. These are the systems:

A number of systems provide for implementation work, including the transfer of public services to electronic form and the development of forms for the provision of services on regional portals. But first of all, RT Labs will support the operation of these and existing systems of various levels: lines "one," "one and a half," "two," "three":

  • consulting support for users,
  • resolution of incidents,
  • providing analytical and statistical reporting by service level,
  • regular operation of IE and administration of its components and users,
  • data backup,
  • information security, etc.

According to the statement of RT Labs in the media, previously works on the operation of some systems and solutions included in the framework contract were carried out by third-party companies. Most of these systems in 2012 - 2014 years operated in an implementation or pilot operation mode.

The company claims that in 2015 the systems go into normal operation and the requirements for them from the end consumers will become higher.

Rostelecom explains what is happening with the desire to improve the quality of services "with the maximum use of its own forces - with the involvement of subsidiaries and dependent companies."

RT Labs plans to continue the practice of attracting subcontractors for the implementation of certain tasks, which allows us to conclude: third-party companies previously operating on a contract with Rostelecom will agree with the "daughter" of the operator.

RT Labs rated employees

On September 21, 2015, it became known about the attention of the RT Labs system integrator to their employees[3].

RT Labs began to form a tradition aimed at motivating employees. It was transformed into an annual staff assessment procedure. As part of this event, managers at various management levels analyzed the activities of employees, the quality of their work, and created a "skills & competition" matrix. Based on the collected data, they compiled a portrait of each employee, identified his strengths and weaknesses, and developed an individual development plan for the next three years.

RT Labs deepens expertise in medicine

As part of the implementation of tasks for the development, implementation and maintenance of regional medical systems based on O7.Meditsin, RT Labs JSC opened a separate division in Kazan in December 2015. The geographical development of the Company is due to the implementation of tasks for the development, implementation and maintenance of regional medical systems based on O7. RT-Labs claims a budget to create a "Russian Android"

According to a TAdviser source, at the end of September 2014, RT Labs is one of the most likely applicants for funds from the Russian Software Support Fund. From this fund, the Minister of Communications of the Russian Federation Nikolai Nikiforov proposes to finance the creation of a domestic mobile operating system, a domestic DBMS, a domestic virtualization system and other products.

The estimated amount of the fund will be 200 billion rubles. The sources of its content have not yet been determined, one of the options is to collect tax at a rate of up to 10% of the volume of license sales from companies selling software in Russia. Merger with the National Center for Informatization

RT-Electronic Services, headed by Kamil Gazizov, ex-director of Ai-Teko's representative office in Kazan, was established at Rostec in April 2014. This company performs work as a subcontractor under a contract between the Ministry of Health and Rostec for the development and maintenance of components of the Unified State Health Information System (EGISZ), and also provides a test date center .

Rostec has the status of the sole contractor for the development and operation of Uniform State Health Information System. The services of data centers for the Ministry of Health are also provided by Rostelecom and the Voskhod Research Institute.
