History

2022: Establishing a Company

On November 23, 2022, it became known about the creation of a joint venture (JV) by Rostelecom and the Element Laboratory - for the development of intelligent systems and digital services for compulsory health insurance (compulsory medical insurance ).

The joint venture was formed on the basis of RTK-Element LLC, which was established in December 2020 by structures affiliated with Rostelecom. According to Interfax, citing data from SPARK-Interfax, RT Labs, a member of Rostelecom, retained 51% of RTK-Element, and LLC Laboratory Element received 49 %.

Rostelecom has created a company in the field of medical intelligent systems

The press service of Rostelecom confirmed to the agency the creation of a joint venture with the Element Laboratory and called this deal "the logical development of Rostelecom's digital health care cluster."

The alienation of a 49% stake in the company is carried out in order to create a joint venture to accumulate competencies in the development of intelligent systems and comprehensive customer-centric digital services of compulsory health insurance, the press service of the state communications operator added.

This is not Rostelecom's first healthcare project. Thus, the company, together with Rostec"" are developing a joint venture, Tsifromed"" which is a center of competence for the digitalization of health care at the federal and regional levels.

Laboratory Element, as stated on the official website of the company, is developing services for screening drug prescriptions "drugscreening," checking substances for entry into the "prohibited" WADA list, as well as a system for supporting medical decision-making and continuing medical education UpToDate. Among the clients of the company are RUSADA, the National Anti-Doping Agency of Belarus "NADA," NMII Neurosurgery named after ACOD. N.N. Burdenko, Moscow City Compulsory Medical Insurance Fund.

According to the Unified State Register of Legal Entities, by the end of November 2022, the company is 58.7% owned by Sergei Merkulov, 16.7% each by Alexei Soshnin and Damir Engalychev, and another 8% by Aleksei Solovyov.[1]
