2021: Putin Signs Decree Establishing Intellectual Rights Protection Center

Vladimir Putin signed a decree on the creation of a center for the protection of intellectual rights

The Ministry of Digital Development, Communications and Mass Media has been appointed the founder of the center. It is noted that the center will work without attracting funds from the federal budget, the property will be formed at the expense of the contribution of the association "National Coordination Center for Transaction Processing with Intellectual Property Rights and Objects" and donations.

The congress has been appointed the highest governing body of the center, it will include representatives of the Ministry of Digital Development, the Ministry of Culture, as well as other interested authorities, public associations and other organizations. The congress will be convened by decision of the coordinating council. The head of the center and its coordination council will be the chairman and two co-chairs, elected by the congress for a term of three years.

The Russian center will have the right to prepare and submit to the authorities proposals for regulating the functioning of the IT infrastructure in the field of IP, organizing the provision and implementation of public services and functions in the circulation of rights to the results of intellectual activity, including in the scientific and technical field.
