Initiation of criminal proceedings for the provision of poor-quality services

In Omsk, a criminal case was opened on the provision of poor-quality services in the clinic "Russian Railways-Medicine." This was announced on May 16, 2022 by the press service of the West Siberian Transport Prosecutor's Office.

Doctors of the Omsk clinical hospital "Russian Railways-Medicine" were suspected of providing medical services that did not meet safety requirements. A criminal case has been instituted on the grounds of a crime under Article 238 of the Criminal Code of the Russian Federation (the provision of services that do not meet the requirements of safety of life or health of consumers, which entailed, by negligence, causing grievous bodily harm).

As the prosecutor's check showed, in March 2021, as a result of the improper performance by doctors of the above-mentioned medical institution of official duties, which were expressed in the untimely diagnosis of the main disease, the patient experienced a progression of the pathological process, deterioration of his state of health with serious harm to him.

The press service of the Omsk Investigation Department for Transport of the Eastern IUST TFR specified that in March 2021, a 33-year-old man was delivered in order to provide emergency assistance. While in a medical institution, the patient's well-being deteriorated, and the pathological process progressed.

Currently, the investigator has appointed a set of examinations, the necessary medical documentation has been seized, other investigative and procedural actions are being carried out, the investigative department said in a statement.

According to the Unified State Register of Legal Entities by May 17, 2022, the Private Healthcare Institution "Clinical Hospital" Russian Railways-Medicine "Omsk" was registered on July 30, 2018. The founder is Russian Railways OJSC, from April 14, 2020, the head physician is Dmitry Sery.[1]

Fine in the amount of 1 million rubles for a bribe to the compulsory medical insurance fund

As it became known on January 24, 2022, a court in the Amur Region fined the Russian Railways-Medicine clinic 1 million rubles on charges of giving a bribe. This was reported by the press service of the regional prosecutor's office.

According to the agency, according to the results of the prosecutor's inspection, a violation of the implementation of legislation in the field of combating corruption was revealed. According to preliminary data, in September 2020, three officials, on behalf of Russian Railways-Medicine, handed over a bribe to the director of the Belogorsky branch of the territorial Compulsory Medical Insurance Fund (TFCMI) of the Amur Region.

The reward of 140 thousand rubles was supposed to be for reducing the amount revealed by the controlling body of the fact of misuse of money. The amount of misuse of the budget, which was discovered by TFCMI specialists, as well as the period of commission of the offense are not specified.

A criminal case was opened against violators under the article "Giving a bribe to an official personally." An administrative case was instituted against the Russian Railways clinic under Part 1 of Art. 19.28 of the Administrative Code of the Russian Federation (illegal transfer on behalf and in the interests of a legal entity to an official for committing money for the interests of this legal entity by an official inaction related to his official position). The magistrate of the Belogorsky city judicial district found the organization guilty and ordered her to pay a fine, as well as confiscate a bribe of 140 thousand rubles.

The director of the Belogorsky branch of TFCMI, according to the official website of the fund, by January 27, 2022 is Zoya Matveeva. Financing of Russian Railways-Medicine Belogorsk at the expense of compulsory medical insurance in 2021 was supposed to amount to 55.6 million rubles, almost all the funds were intended for outpatient medical care.[2]

In the network - 248 structural divisions

According to April 2021, the RUSSIAN RAILWAYMedicine"-" network includes 248 structural divisions, 104 hospitals and 144 outpatient institutions. They are open in 75 regions of the Russian Federation.

Opening of a children's medical center for 260 million rubles in Moscow

As of February 2020, the Russian Railways-Medicine network covered 220 hospitals and clinics in 75 constituent entities of the Russian Federation.

The Scientific Clinical Center of JSC RUSSIAN RAILWAY"" (NUZ NCC of JSC "Russian Railways") was one of the largest the Russian medical centers. Since February 2020, the NUZ NSC of Russian Railways has been reorganized in the form of joining health care the Central Clinical Hospital "Russian Railways-Medicine" (CHUZ TsKB of Russian Railways-Medicine).[3]
