Cyber ​ ​ attacks hit the electronic document management systems of the Russian Federation

A large developer of online services for accounting and business "SKB Kontur" faced an attack. A company spokesman said that hacker attacks on the websites of Russian IT companies periodically take place during the year, "and September 1 was no exception."

The Ministry of Industry and Trade stressed that calls for cyber attacks on Russian EDO services appeared in Ukrainian Telegram channels. The department noted that by September 1, 2022, operators are making every effort to minimize the impact of cyber attacks on trade participants.

The ministry also prepared an explanation about the possibility in the event of an emergency regime to carry out the circulation of products without electronic documents. However, after restoring the normal operation of the system, it will be necessary to submit documents again.

As the newspaper notes, the attacks occurred on the day the new stage of labeling of dairy products began. From September 1, 2022, all market participants must transfer information to the system through EDO, and the withdrawal of dairy products from circulation must be recorded through cash registers. As noted in one of the Ukrainian Telegram channels, one of the goals of the attack was "to prevent dairy products from entering store shelves."

2012: Conflict with the Moscow branch of the FIU

On November 1, 2012, it became known that the Moscow branch of the Pension Fund of Russia terminated the agreement with Tensor, on the basis of which Tensor acted as a certification center (CA) when sending documentation of legal entities on the payment of pension contributions. A notice of this appeared on the FIU website.

According to the entry on the website, starting from January 1, 2013, the FIU will not accept reports certified by the EDS key issued by the Tensor Company certification center.

According to market participants, Tensor, founded in Yaroslavl, along with SKB Kontur and Taxcom, is one of the "big three" domestic CTs. Tensor director Sergei Uvarov does not report the exact number of clients using the services of his company to send reports to the tax service and extra-budgetary funds, but says that we are talking about "tens of thousands" of insurers.

The severance of relations between the Moscow FIU and Tensor puts the company in a difficult situation: customers who use its services to send reporting prefer to acquire the possibility of delivering documents in a comprehensive manner to the Federal Tax Service and the Pension Fund, and therefore the refusal of one of the organizations from cooperation reduces the attractiveness of the service and when interacting with another.

According to the explanation on the website of the Security Council, "daughter" and technological partner "Tensor," the motive for breaking the contract with "Tensor" was to send to the FIU "several dozen reports through an authorized representative."
