In November 2018, Deputy Minister of Construction and Housing and Communal Services of the Russian Federation Andrei Chibis, who previously oversaw the housing and communal services sector, was appointed responsible for digital development. It has the authority to develop and implement state policy and legal regulation in the field of digitalization within the framework of the national projects "Digital Economy" and "Housing and Urban Environment," the Ministry of Construction said. First of all, this concerns the digitalization of urban economy and the implementation of the Smart City project.
In addition, the deputy minister retains the powers of the chief state housing inspector, curator of the Republic of Crimea and Sevastopol, and will also be responsible for a number of international projects.
The Ministry of Construction recalled that in accordance with the instructions of Prime Minister Dmitry Medvedev, deputy ministers responsible for digital development should be approved in each department.
Earlier in November, speaking at the section "Digital Economy for People?" at the Community forum, Chibis noted the fundamental importance of making decisions of city authorities related to urban planning, transport logistics, and the provision of social services based on data analysis. So far, they are accepted either according to the old standards, or because "it seems to us." The key problem is that data is not collected or analyzed. An important task is to synchronize industry databases, systems among themselves, and create uniform standards for the exchange of data at the federal level, Chibis said.
In 2018, the Ministry of Construction approved the passport of the departmental project "Smart City." In 2019, its implementation began under the leadership of Chibis within the framework of the national project "Housing and Urban Environment" and the national program "Digital Economy." The goal of Smart City is not only to digitally transform and automate processes, but also to comprehensively increase the efficiency of urban infrastructure. The department expects that it will affect not only the largest, but also small cities. There are technologies and specialists for making a breakthrough in Russia, Andrei Chibis is sure.
