Biography

Rashid Ismailov was born on November 2, 1965 in Baku. He graduated from a boarding school of the USSR Ministry of Foreign Affairs in Moscow.

He has two higher educations. In 1988, he graduated from the History Department of Moscow State University. Lomonosov. In 2007 he graduated from MSTU MAMI with a degree in economics and management at the enterprise.

Ismailov is fluent in English, Italian, Portuguese and Turkish. He also knows Spanish, German and French.

In the period 1988-1991 he taught at the Moscow Institute of Chemical Engineering (MIHM).

In 1991-1998, he held various posts in organizations working in the field of IT and consulting.

In 1998-2005, he held various positions in Ericsson, Russia - from director for the construction and development of communication networks to director of the technical support service of the Russia-CIS region, uniting 12 countries.

In 2005-2010, he worked at Nokia Siemens Networks Russia, where he headed the service department in the Russia region.

From 2010 to 2013, he held the position of vice president for service, procurement and supplies at Huawei Technologies, the Russia region, including Russia, Ukraine, Belarus and Armenia.

2013: Work in the Ministry of Telecom and Mass Communications of the Russian Federation

Since 2013 - Director of the Department of International Cooperation of the Ministry of Communications. In his post, Ismailov oversaw the areas related to the development of international relations in the field of communications and mass communications, the expansion of relations with foreign partners, as well as the strengthening of the image of Russia as one of the leaders in the global telecom market.

On August 7, 2014, the Ministry of Communications announced the appointment of Rashid Ismailov as Deputy Minister Nikolai Nikiforov. In his new role, he headed the IT industry development direction, which was previously overseen by Mark Shmulevich, who left the ministry in June 2014.

Ismailov also continued to engage in international cooperation.

Dismissal

On July 18, 2018, Prime Minister Dmitry Medvedev signed an order to dismiss Ismailov at his own request. Two months before that, the Minister of Communications changed, Konstantin Noskov was appointed head of the ministry.

2018-2019: Nokia CEO in Russia

On August 31, 2018, Nokia announced the appointment of Rashid Ismailov as CEO of the company in Russia. His responsibility includes managing Nokia's activities and implementing a strategy aimed at further strengthening the company's position in Russia.

In his new position, Rashid Ismailov is expected to strengthen Nokia's position in Russia, including by developing promising areas of cooperation with both existing and new customers, including service providers, government agencies and large corporations. In June 2019, it became known that as CEO of Nokia in Russia, Igor Parfenov replaced Rashid Ismailov, who was leaving Nokia due to his transfer to another job.

2019-2020: Overseeing the implementation of systems for the "sovereign Runet"

On September 26, 2019, it became known that Rashid Ismailov headed the Data - Processing and Automation Center (DTSOA) company,  which will introduce traffic filtering systems within the framework of the law on "sovereign runet." In June 2020, he resigned as CEO of Data - Processing and Automation Center (DTSOA), which is implementing traffic filtering systems within the framework of the "sovereign Runet law."

2020

Transition to work at VimpelCom

On July 13, 2020, it became known about the transfer of Rashid Ismailov to work at VimpelCom. At a meeting of the State Commission on Radio Frequencies (GKRCH), the former deputy head of the Ministry of Telecom and Mass Communications of the Russian Federation spoke on behalf of this telecommunications company.

According to TASS, citing its correspondent who was present at the meeting, the head of the Ministry of Telecom and Mass Communications Maksut Shadayev gave the floor to VimpelCom, after which Ismailov, who represented the company, continued his speech. The operator himself refused to comment on the agency in which position Ismailov represented VimpelCom.

According to TASS, the ex-deputy head of the Ministry of Communications of Russia Rashid Ismailov was appointed adviser to the general director of Beeline Alexander Torbakhov.

Former Deputy Minister of Communications Rashid Ismailov moved to VimpelCom

According to Vedomosti, Rashid Ismailov could take the post of president of VimpelCom, replacing Alexander Krupnov. By July 15, 2020, in the Management section of the official VimpelCom website, there is no information about both Krupnov and who holds the presidency.

According to the operator's charter, the president is responsible for the operation of the operator with information representing state secrets, while the general director does not have access to them. The president also represents the interests of the company before government agencies and determines the policy for working with personal data.[1]

Appointment as President of VimpelCom

On August 19, 2020, VimpelCom announced the appointment of Rashid Ismailov as president of the company. Previously, this post was held by Alexander Krupnov, now he is moving to the position of adviser to the president.

Alexander Torbakhov will continue to manage the operating activities of the telecom operator as general director. Therefore, as explained in VimpelCom, personnel changes will not affect operational work.

VimpelCom concluded an employment contract with Rashid Ismailov for a period of three years - until August 2023. The board of directors of VimpelCom elected Rashid Ismailov as president of the company at a meeting held on August 17, 2020.

The position of president in VimpelCom appeared due to the fact  that Mikhail Slobodin, while he was the general director of VimpelCom, had a residence permit in another state. This did not give him the opportunity to work with materials constituting state secrets.

This kind of access is necessary for the company to work with state customers. Also, the president of VimpelCom is engaged in relations with state authorities. At the same time, the adoption of the main decisions remains with the general director.

The president at VimpelCom is responsible for working with information representing state secrets, and the director general does not have access to such information. In addition, the president oversees the interests of the company in front of government agencies and determines the policy for working with personal data.[2]

2024: Chairman of the Board of Directors of Softline
