Biography

Tatyana Alekseevna Golikova is a Russian statesman, now Assistant to the President and Assistant to the Russian Federation for Socio-Economic Issues of Abkhazia and South Ossetia, formerly ex-First Deputy Minister of Finance and former Minister of Health and Social Development of the Russian Federation, as well as a member of the RAMS Presidium on a voluntary basis and Doctor of Economic Sciences.

Tatyana Alekseevna Golikova was born on February 9, 1966 in the city of Mytishchi. In 1987, after graduating from the Plekhanov Moscow Institute of National Economy, she received a diploma in labor economics. And from the same 1987 to 1990, Tatyana Golikova worked as a junior researcher at the Wage Department at the Labor Research Institute of the State Labor Committee of the Union. In 1990, she rose through the career ladder and until 1992 worked as an economist of the 1st category, as well as a leading economist of the Consolidated Department of the State Budget of the Ministry of Finance of the RSFSR.

In 1992, a new career recovery took place and until 1995, Tatyana Golikova was first a leading economist, later a chief economist, and then the head of the Budget Policy and Analysis Department of the Budget Department of the Ministry of Finance of Russia. She was appointed to the post of Deputy Head of the Budget Department in 1995 and until 1996 was the head of the Consolidated Department of the Consolidated Budget of the Ministry of Finance of Russia. In 1996, Tatyana Alekseevna became deputy head of the Budget Department of the Ministry of Finance of Russia, having worked in this position until 1998. Since April 1998, she has been heading the Budget Department of the Ministry of Finance of Russia, and by August of the same year, Tatyana Golikova is a member of the board of the Ministry of Finance of Russia. Since August 1998, the Department of Budget Policy of the same Ministry of Finance of Russia has been under the leadership of Tatyana Alekseevna, and in July 1999, Tatyana Golikova was already a member of the board of the Ministry of Finance. The post of Deputy Minister of Finance of Russia was proposed to Tatyana Alekseevna in July 1999, which she held until July 2002. Already in August 2002, Tatyana Golikova was the first deputy minister of finance of Russia, and in April 2004 she took the post of deputy minister of finance of Russia, having worked until September 24, 2007, which was marked by her appointment to the post of Minister of Health and Social Development of Russia. And already on October 20, 2007, she was appointed Deputy Chairman of the State Anti-Drug Committee. However, already in May 2008, after the decree of the President of the Russian Federation Vladimir Putin, Tatyana Alekseevna was re-appointed to the post of Minister of Health and Social Development. In the same year she was awarded the Order of Merit for the Fatherland, IV degree, for her merits in organizing and carrying out measures to assist the affected population of the Republic of South Ossetia. On January 11, 2010, Tatyana Golikova became a member of the government commission on economic development and integration, and on May 21, 2012, the President of the Russian Federation issued a decree that relieved Tatyana Alekseevna from the post of minister in order to appoint her as her assistant.

For 17 years of her professional activity in the Ministry of Finance, Tatyana Alekseevna went a difficult and serious path, having managed to achieve a lot and take a strong position in the department. She belonged to the main authors of the Budget Code of the Russian Federation. It developed thirteen annual laws "On the Budget," as well as the first in the history of Russia, the three-year budget of the country. Under the leadership of Alexei Kudrin, Tatyana Alekseevna took an active part in the formation of the Stabilization Fund. Tatyana Golikova is the author of the budget classification of the Russian Federation, in this important document all types of income and expenses, sources of covering the budget deficit, as well as the item-by-item delimitation of tax revenues between the levels of government were encoded. Tatyana Alekseevna took part in the legislative process of extra-budgetary funds of the Russian Federation, this, first of all, concerns the Pension Fund, the Social Insurance Fund, as well as the Compulsory Health Insurance Fund. Thanks to her, the streamlining of social payments was ensured by a transparent procedure for the formation and spending of funds. In October 2004, she was awarded the Medal of the Order of Merit for the Fatherland, 1st degree, for her active participation in legislative activity. Tatyana Golikova introduced public regulatory obligations into federal legislation, thanks to which cuts and cuts in budgets for social benefits were prohibited. During the time Golikova worked at the Ministry of Finance, the Russian budget, for the first time since the 1998 crisis, became surplus.

In addition, in 2003, Tatyana Golikova became the Laureate of the National Prize of Public Recognition of the Achievements of Women "Olympia" of the Russian Academy of Business and Entrepreneurship, she is also the Laureate of the International Prize "Person of the Year 2008" in the nomination "Person in Public Administration," and since 2003 - Full State Adviser of the Russian Federation 1st class.

Until May 2018 - Head of the Accounts Chamber of the Russian Federation.

On May 18, 2018, she was appointed Deputy Prime Minister of the Russian Federation for Social Policy.

On January 21, 2020, she was again appointed Deputy Prime Minister of the Russian Federation.

Family

Since 2003, Tatyana Alekseevna has been married to Viktor Khristenko, the former Minister of Industry and Trade, who now heads the Board of the Eurasian Economic Commission. The spouses have no children.
