Start MCD transmission in roaming with other EDM operators

SKB Kontur on September 11, 2023 announced that it had configured the transmission of MCD in roaming with other EDO operators.

On September 1, the mandatory use of machine-readable powers of attorney (MCD) started. This scenario of work should be supported not only by companies, but also by electronic document management (EDM) operators. SKB Kontur has already connected the exchange of powers of attorney with 25 providers.

From September 1, all employees of companies that do not have a certificate of electronic signature of an employee of a legal entity are obliged to apply machine-readable powers of attorney. They must sign electronic documents with a certificate of an individual and attach the MFD to confirm their authority.

EDO operators had to make changes to their electronic document management systems and configure the exchange of powers of attorney in roaming, that is, between different operators. SKB Kontur has been working on functionality since the beginning of 2023 and has already supported the transfer of MCD in roaming with half of accredited operators.

The number of senders of electronic documents in Diadoc has doubled

The senders sent 103 million documents to 1.4 million Russian companies. In 2015, this figure was 972,538. The number of companies that received more than a thousand documents also doubled. Traffic through Diadoc doubled compared to 2015.

In total, in 2016, 290 million electronic messages were sent through the SKB Kontur systems, not counting reports to regulatory authorities. Of these, 103 million are legally significant documents (EDO) sent through Diadoc, and 187 million EDI messages passed through the EDI.Kontur system. In EDO traffic, 38% are invoices, 25% - TORG-12, 5% - formalized acts. The share of informal documents continues to grow - according to the results of 2016, it amounted to 21% against 16% in 2015.

In 2016, 120 companies - against 60 in 2015 - sent more than 100 thousand documents. Ten companies have crossed the millionth milestone in annual traffic. At the end of 2015, there were five of them. Moreover, the pharmaceutical distributor Katren has already sent more than 10 million electronic legally significant documents to counterparties over the year. As in 2015, traffic was formed mainly by the pharmaceutical industry, retail, telecommunications and energy sales companies, and large industrial enterprises.

According to SKB Kontur, the development of the market in 2016 was influenced by the approval of the electronic format of the universal transfer document (UPD) and new requirements for trusted EDO operators.

In the volume of legally significant documents, the share of formalized, that is, transferred in a format approved by the Federal Tax Service, is 69%. Their qualitative composition looks like this: 16.3 million invoices (38%), 10.8 million TORG-12 (25%), 2.3 million formalized acts (5%). Compared to the first half of 2015, these indicators doubled. According to company representatives, this suggests that companies seek to operate documents in a form in which they can submit them to the tax authorities automatically: conveniently, quickly, directly from the workplace.

Also an important event in 2016 was the change in the requirements for trusted EDO operators. In accordance with the order of the Federal Tax Service of Russia of 04.04.2016 No. MMV-7-6/176 @, they must guarantee roaming with all other operators and confirm this in one of two ways. The first is to conclude a roaming agreement with everyone, and at the moment there are 28 of them. The second is to sign one contract with the roaming operator, which will provide communication channels with all others.

Roaming traffic in Diadoc amounted to 4.1 million documents against 1.6 million in 2015. Three times more roaming pairs were created - connections between companies that use Diadoc and clients of other operators.

Tensor became the new roaming partner of SKB Kontur

SKB Kontur entered into a ruming agreement with Tensor in March 2016. As a result, customers of these operators will be able to exchange electronic documents with each other.

Roaming is a technology by which users of different electronic document management (EDM) systems can transfer documents to each other, the company explained.

According to SKB Kontur, roaming is not yet a mass tool. It is customizable for each specific counterparty pair. In 2015, the company signed roaming agreements with nine EDO operators. At the end of the year, the volume of documents sent from Diadoc to roaming tripled compared to 2014. "Simplification of the procedure for switching to EDO testifies not only to the desire of operators to attract new customers, but also to the increased need for electronic documents from small companies that do not need pilot projects and complex implementations," SKB Kontur believes.

The principle of simple registration is based on the automation of the process of creating a "box" of the company in the system, the uniqueness of which is ensured by the TIN number. In this case, the user can both register a real company in the system with an existing TIN, and use the test number. In the second case, the system itself will assign the organization a unique TIN to a non-existent region with a check on the checksum and number, explained in SKB Kontur.

Self-registered users will have access to all the functionality of the system: convenient creation of documents, sending, searching and adding counterparties, registering employees and creating company divisions. To start working with electronic documents, companies will not have to pre-acquire certificates of electronic signatures: documents sent to counterparties will be signed with a test certificate of electronic signature and will not have legal significance.

Integration with 1C

Integration with 1C. The share of Russian companies accounting for 1C system software products reaches 90%. Therefore, it seems natural for manufacturers of all new systems related to documents to develop boxed integration solutions for 1C. Boxed solutions, by definition, should be easy to install and at the same time support all the functionality of the system. For the Diadoc system, this solution is the Diadoc module for 1C. Integration of systems takes place immediately after the module installation, and electronic documents are exchanged directly from the 1C user account system.

Due to the need to maintain the relevance, boxed integration solutions have to be developed in parallel with the main system. Until recently, the Diadoc module supported 4 typical 1C: "1C: Enterprise Accounting configurations. Integration with TerraLink xDE for SAP

In the fall of 2012, SKB Kontur and TerraLink conducted load tests of the joint operation of the service for the exchange of electronic legally significant documents of Diadoc and the TerraLink xDE for SAP integration module, within which more than 9 thousand electronic invoices were sent in 60 minutes.

According to SKB Kontur, the average sending speed was 0.38 seconds per document. Random verification showed the absence of distortions in the structure of documents and the validity of electronic signatures. Such indicators were achieved within the framework of the standard functionality of the Diadoc system at 20% server power utilization and without setting any priority processing modes.

TerraLink Extended Document Exchange for SAP (TerraLink xDE) integrates Diadoc with SAP ERP Enterprise Resource Management. Thanks to integration, SAP ERP users can send and receive electronic legally significant invoices, certificates, invoices and any other documents directly from the system interface, the company noted.

The role of EDM systems in the work of accountants can only be compared with tax reporting via the Internet. According to the Federal Tax Service, today almost 70% of the country's enterprises submit tax reports in electronic form. Moving to the exchange of legally relevant documents over the Internet is the next step in the process of optimizing the work of the accountant and reducing the company's costs.

The scheme of operation of EDM systems is quite simple. Most often, electronic documents are formed in XML formats, other formats are allowed that do not contradict the current legislation of the Russian Federation. Regardless of its format, any electronic document can be signed with an electronic signature that will confirm the authority of its signatory (for example, the right to authorize payment of an invoice issued to the enterprise). Further, with the help of specialized operators, electronic documents are transmitted to counterparties via the Internet.

In addition to legally significant documents, EDM systems can transfer any technological documents. These documents, for example, can be sent to the tax authorities and loaded automatically for review and correction.

However, it should be understood that document management is not an internal accounting process. The exchange of primary documents connects the entire enterprise: accounting, warehouses, procurement and sales departments, branch network, etc. That is why it is appropriate to say that EDM systems optimize not only the work of the accountant, but also each employee of the company working with documents.

Integration of EDM systems and internal systems of the company

The main area of ​ ​ work of EDM operators is web services. It is quite difficult for enterprises to work with them, because electronic documents are created in several types of accounting and accounting programs. In this case, the company's IT service will have to solve the problem of integrating internal accounting systems, electronic ordering or internal document management with EDM. The main difficulties of integration are that the use of electronic documents changes the logical structure of business processes. Changes in them should not affect the effectiveness of the company.

Another integration scheme involves the use of specially designed applications that provide additional functionality 'at the output'. This solution was used in the BILLA retail network when integrating the EDM system and the SAP system. As a result of integration, BILLA specialists can not only upload invoices from SAP and translate them into the desired format, but also organize mass distribution of the necessary documents to suppliers.

The process of issuing and receiving electronic invoices in Diadoc fully complies with the requirements of the Ministry of Finance. These requirements are specified in the "Procedure for issuing and receiving invoices in electronic form" (approved by order of the Ministry of Finance No. 50n of 25.04.2011). In order for invoices to be exchanged in practice, you must wait for the electronic document formats to be approved. However, users can already work with digital invoices in test mode.

"To any person who reads the order of the Ministry of Finance, the process of working with an electronic invoice will seem very difficult. This is due to the fact that when working with it, a huge number of technical documents should be formed - confirmation, notification. In fact, when working in Diadoc, the user will not notice these difficulties. The Diadoc is designed in such a way that the implementation of all order requirements is as if hidden inside the system. The accountant sees only a simple and understandable "cover." At the same time, he can be sure that the process fully complies with the law, "says Anton Sizov, head of the Diadoc project.

The Diadoc service allows you to complete the entire cycle of work with an electronic invoice, which is fixed in the Order of the Ministry of Finance and is somewhat different from the procedure for issuing and receiving a paper invoice.

So, when working with a digital invoice in Diadoc, the seller can form an electronic invoice, sign it with an electronic signature and issue it to the counterparty. Upon receipt of the invoice, the buyer sends a message to the seller stating that the document has been received.

The date of issue and the date of receipt of the invoice is fixed by the electronic document management operator. If an error is found in the invoice, the seller can make corrections by re-issuing the electronic invoice. If the buyer finds an error, he generates a notification of clarification to the seller.

Bill to allow businesses to exchange invoices electronically

On July 16, 2010, the State Duma in the third reading adopted a bill allowing enterprises to exchange invoices in electronic form. According to the amendments to paragraph 1 of Article 169 of the Tax Code of the Russian Federation, organizations can exchange electronic documents by mutual agreement of the parties to the transaction and if the parties have compatible technical means and opportunities for receiving and processing invoices.

In order for documents transmitted in electronic form to acquire legal significance, they must be signed by an electronic digital signature (EDS) of the head of the organization or another authorized person. The procedure for issuing and receiving invoices in electronic form via telecommunication communication channels using EDS is established by the Ministry of Finance of the Russian Federation.

On July 15, 2010, SKB Kontur introduced to the market a ready-made system for exchanging electronic documents betweenDiadoc organizations.

According to Grigory Povarov, Deputy General Director of SKB Kontur, the Diadoc system was tested in such major companies as Metro Cash & Carry and Kraft Foods (a pilot project for the exchange of invoices between these FMCG companies was implemented from February to May 2010).

SKB Kontur itself uses Diadoc to exchange electronic documents with its dealerships (more than 450 representative offices throughout the country, for 2010).

Talk about the adoption of such a bill has been going on in Russia for several years. The first initiatives to transfer VAT accounting into electronic form and the introduction of electronic invoices were taken back in the fall of 2003, when the Government of the Russian Federation was going to submit a corresponding bill to the State Duma. Further, in April 2008, the Ministry of Finance of the Russian Federation published a draft "Main Directions of Tax Policy for 2009 and for the Planning Period 2010 and 2011," which sets out the measures proposed by the Ministry of Finance of Russia, providing for extensive changes in the Tax Code of the Russian Federation and, in particular, the introduction of electronic invoices.

Amendments to the Tax Code of the Russian Federation making electronic invoices eligible were expected at best only by the end of 2010 - the beginning of 2011. However, the bill in the third reading was adopted on July 16, 2010.
