194 thousand transactions with small and medium enterprises

On the supplier portal, the city concluded 194 thousand transactions with small and medium-sized enterprises. This was announced on December 28, 2023 by the Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov.

The Metropolitan Supplier Portal opens up opportunities for small business representatives: they can work directly with the city, which guarantees stable profit and product demand. It is from them that Moscow purchases approximately 84 percent of goods, works and services on the resource. Representatives of small and medium-sized businesses make up more than 90 percent of Supplier Portal users. Micro-enterprises are actively involved in procurement: Moscow customers signed more than 166 thousand contracts with them in a year in the amount of 30.3 billion rubles. The number of transactions with small enterprises exceeded 24 thousand - they supplied the city with products worth 5.6 billion rubles. Contract Execution Registry Availability

The interface of the entrepreneur's personal account has been updated on the supplier portal - now the register of contract execution is available in it. This will allow suppliers to quickly track the status of execution under concluded contracts, which means it is more efficient to build work with the customer. This was announced on July 20, 2023 by the Moscow Department of Information Technologies (DIT).

Previously, documents on the execution of contracts (consignment notes, acts of acceptance, acts of work or services performed, invoices) were loaded along with electronic contracts and it was often difficult for the supplier to track their status. The functionality of the Portal is constantly being expanded and refined, which makes it a convenient tool for business support. In the summer of 2022, the limit of purchases through quotation sessions was increased for metropolitan customers: now the maximum value of the contract for the supply of goods is five million rubles, and for works and services - three million rubles. Previously, the maximum size was 600 thousand rubles. This measure allows customers to purchase the necessary products in a larger volume and at lower prices, and suppliers - to conclude profitable and large contracts, to expand the geography of doing business.

In the fall, the Portal earned an automatic betting bot that allows entrepreneurs to save resources and participate in more quotation sessions at the same time, allowing other participants to make their proposals.

And at the beginning of winter, the resource introduced the possibility of preliminary calculation of the cost of delivery of products through the logistics service of the Portal. Such services optimize work on the resource, open up opportunities for analytics and assessment of the effectiveness of participation in procurement.

Visiting 1.3 million unique users

Most often, from the Supplier Portal, they go to the electronic store of the Moscow Region - in nine percent of cases, as well as to the website of the unified electronic trading platform of the capital - this is what eight percent of users do.

There are three types of operational transactions on the Supplier Portal: quotation sessions, requirements purchases and direct purchases. Quotation sessions are mini-auctions, their duration can be three, six and 24 hours, during which suppliers submit their quotations. The second type of purchasing assumes that the customer collects quotations from suppliers within the period set by him. The winner is the one whose conditions most correspond to the declared needs. During direct purchases, the contract is concluded directly with the appropriate supplier.

The project is supervised by two metropolitan departments: the Competitive Policy Department is the functional customer, and the Information Technology Department is responsible for technical development.

Logistics service launched on the Supplier Portal

In October 2022, a service was launched on the Suppliers Portal - a trading bot that allows entrepreneurs to automatically participate in quotation sessions. Since launch, the service has been used in 4.3 thousand purchases. This was announced on November 15, 2022 by the head of the Department for Competition Policy, which is part of the Complex of Economic Policy and Property and Land Relations of Moscow, Ivan Shcherbakov.

Using a bot for automatic bets in quotation sessions does not increase the likelihood of victory, but allows entrepreneurs to optimize temporary resources and increases the number of purchases in which they can participate at the same time. Since October 2022, the bot was used in 4.3 thousand sessions, in 1.4 thousand of them the bet made using the service led to victory. When connecting an automatic bid bot, the supplier indicates the amount to which it is ready to reduce the price for products in time a mini-auction. During the bidding process, the bot does not prevent other bidders from making their proposals, but progressively bets to the minimum price specified by the entrepreneur.

As noted in the Department of Information Technology, the portal's security system is reliably protected from third-party bots during quotation sessions, malware and guessing passwords for user accounts. In 2021, to ensure information security and equal competition for suppliers, a mathematical capcha was introduced on the platform - it allows to limit access to the resource to unscrupulous users.

More than 281 thousand suppliers work on the Portal, to which the trading bot will optimize the process of participation in quotation sessions. The service is most actively used in Moscow, Perm Territory and the Pskov Region - the total number of mini-auctions held here using a bot was about 4.2 thousand.

The prototype bot was developed on one of the Tender Hack hackathons. The events have been held for the third year, they involve professional developers, students and related specialists. The competition format allows you to generate and test ideas, find non-standard approaches to solving problems for the development of the Portal.

The volume of contracts of small and medium-sized businesses grew by almost 12%

The volume of contracts concluded on the Suppliers Portal by representatives of small and medium-sized businesses for the nine months of 2022 increased by 11.7% compared to the figure for the same period in 2021 and reached 36.3 billion rubles. According to the results of the purchase, the supplier who made the lowest bet wins, that is, he offered his goods, work or service at the lowest price. The main advantages of such a mechanism are transparency and efficiency. The quotation session lasts three, six or 24 hours, and the conclusion of a contract based on its results takes place on average in two to three days. About 500 quotation sessions are published daily on the portal. The conditions for their holding are approved in the regulations of the Portal.

The winner is the supplier whose conditions are most appropriate to the stated needs.

This format is suitable when saving money is not of paramount importance. There are other types of purchases, such as quotation sessions (the executor is assigned automatically at the lowest bid price) and purchases from a single supplier (a procedure in which a contract is concluded with a specific company or businessman without formally selecting a supplier).

When all rates during the procurement are announced according to the needs and the customer stopped at a specific supplier, the two parties have up to nine working days to agree on the terms of the contract. However, sometimes a company, an individual entrepreneur or self-employed, who responded to the purchase, do not confirm their intention to cooperate. Now, if two working days pass from the moment the winner is announced, and he never got in touch, the customer will receive a notification about this in the portal's personal account.

The service works thanks to the integration of the supplier portal and the Roseltorg site. Entrepreneurs can now participate in purchases on one platform by logging in through another's account.

To participate in the auction, you must download the product catalog. This is necessary in order to form and publish a proposal on an electronic platform. The Supplier shall use the characteristics and product names established by the reference book of goods, services and works of the Unified Information System (UIS).

The analytical module was developed taking into account the wishes of regional customers. The most active part in the development of this functionality was taken by the authorized bodies of the Perm Territory, Novgorod and the Kemerovo Region. All customers of these entities conduct small volume purchases through the supplier portal.

In the system, the regional administrator will be able to track the number of announced and completed small-volume purchases, as well as the number of contracts that were concluded as a result of such purchases. It is important that the list of indicators with statistical data is quite flexible. For authorized regional bodies, it is possible to add a personal account with statistical widgets that will reflect the peculiarities of procurement in a particular subject.

In 2018, the Portal concluded more than 280 thousand contracts with a total value of 25 billion rubles. As of April 2019, more than a thousand contracts are concluded on the Supplier Portal every day. Customers can choose goods, works and services from more than 142 thousand suppliers working through the Internet resource. This growth was achieved due to the main functionality of the system, which is now available for the regions:

  • electronic procedures for finding the best quotation and responsible supplier;
  • active growth of competition during supplier determination procedures;
  • constant analysis and statistics of small-volume procurement indicators;
  • electronic contracting by electronic signature;
  • access to the standard documentation library developed in Moscow;
  • integration with large business systems.

As of April 2019, 30 constituent entities of Russia are already working with the supplier portal, three of them - Omsk, Amur Region and Krasnodar Territory - signed cooperation agreements in the procurement of goods, works and services in electronic form using the AIS "Supplier Portal."

Integration with VTB Business Connect

On February 12, 2019, the Moscow City Department for Competition Policy announced that the Moscow Government and VTB had integrated the Supplier Portal and the VTB Business Connect platform.

Information interaction with EAT "Birch"

Internet resources designed to automate small purchases - the Supplier Portal and the unified trading aggregator "Birch" - combine their competencies in the interests of customers and suppliers. This was reported on January 9, 2019 by the Moscow City Department for Competitive Policy.

As noted, the main goal of cooperation between the Moscow Government and RT-Design Technologies JSC of Rostec State Corporation is to expand the access of small businesses to the public procurement market and reduce prices for comparable goods, works, and services for customers.
