In Russia, this is not required, because the vast majority of citizens are already insured in the compulsory medical insurance system. However, problems in obtaining medical care can still arise.

Insurance medical organizations remind that a Russian citizen has the right to free medical care, no matter what region he is in. At the same time, there are a number of important points that should be known so that receiving medical care does not become a problem.

Traveling outside your region, you should always take with you a compulsory medical insurance policy (paper or in the form of a plastic card). The policy is an identifier of a citizen in the compulsory medical insurance system, and guarantees the receipt of all types of medical care in the amount established by law.

Going on vacation, try to contact the insurance company in advance at the hotline number, and clarify whether your compulsory medical insurance policy is valid. The need to replace the policy may arise, for example, in the case of a change of name or other passport and personal data. If it turns out that the policy is lost, you can contact the MFC or directly to the insurance company and issue a new one. While he prepares, you will be given a temporary certificate. You can calmly go on vacation with him, "explains Sergey Shkitin, an expert at the All-Russian Union of Insurers.

It is important to remember that when traveling to another region, a Russian citizen retains the right to receive free medical care under the basic compulsory medical insurance program, which operates throughout the country. Territorial programmes in each region can expand and complement the basic one. At the same time, everything that is included in the basic program of compulsory medical insurance is also included in territorial programs.

Be prepared for the fact that when you go to another area, you will not be able to get some familiar services. In "home" regions, that is, where you live and where you issued your compulsory medical insurance policy, you have the right to receive medical services within the scope of the territorial compulsory medical insurance program. This amount of care may be slightly greater than in the basic MHI program. For example, in the capital, the territorial program of compulsory medical insurance is wider. But there will definitely be no smaller volume than the basic MHI program. The basic program is the guaranteed minimum that all citizens of the Russian Federation who are insured under compulsory medical insurance who are outside the "home" region should receive, "said Sergey Shkitin.

Throughout the territory of the Russian Federation, a citizen with a compulsory medical insurance policy and a passport (or other identity document) can receive:

  • emergency medical care in situations of immediate threat to life;
  • emergency medical care, that is, in sudden acute conditions (for example, exacerbation of chronic diseases), without a clear threat to life;
  • and planned medical care, which includes preventive measures, treatment of diseases and conditions that do not require emergency and emergency medical care. This includes high-tech medical care (HMP), which is included in the list of types of HMP funded by MHI.

To provide emergency medical care in situations that pose a threat to life, documents will not be required. Doctors are obliged to save the patient's life in any case, even if he does not have any papers. But when providing planned and urgent care, the presence of a compulsory medical insurance policy and an identity document is mandatory. At the same time, no one has the right to demand money from the patient for what is included in the basic compulsory medical insurance program.

If the patient is required money for medical care, which is free of charge under the compulsory medical insurance program, you need to contact the insurance company by the phone number indicated on the policy, "recalls Sergey Shkitin. - Insurance representatives will answer you at any time of the day, and their task is just to protect the rights of the insured. Insurance representatives will also help if a citizen has difficulty routing - to which doctor to contact which medical organization they will answer many other questions. As they say, in any incomprehensible situation - contact the insurance campaign.
