EAEU digital agenda

The digital agenda of the EAEU is a circle Eurasian Economic Union EEU of issues relevant for member countries on digital transformations in the framework of the development of integration, strengthening of a single economic space and deepening cooperation between member states, reflected in the statement on the digital agenda of the EAEU (signed by the heads of the EAEU member states on December 26, 2016). 2023: EAEU introduces digital traceability system for fruit and vegetable products

At the end of March 2023, it became known about the introduction in the countries of the Eurasian Economic Union (EAEU) of a digital system of traceability of fruits and vegetables. Some details about this project were told in the Ministry of Trade and Integration of Kazakhstan.

On March 28, 2023, the board of the Eurasian Economic Commission (EEC) approved the procedure for traceability of quarantine products. This document will allow phytosanitary control bodies to track quarantine products from the field to the counter, and business to avoid unreasonable bans and restrictions on the import of fruit and vegetable products by the EAEU countries. The procedure will apply to regulated products imported and transported through the territories of the EAEU countries.

Traceability includes crop products with a high phytosanitary risk. Today, the list contains 35 types of products, these are bulbs, potatoes, tomatoes, onions, cabbage, lettuce, carrots, cucumbers, legumes, certain types of seeds, nuts, bananas, coffee, etc.

Traceability will be carried out through the integration of national digital systems. For this, the relevant bodies of the EAEU member countries will enter into the information system the results of quarantine phytosanitary inspections carried out in relation to the batch of quarantine products. A unique identification number for each batch is also generated here. When receiving a batch of quarantine products, participants in foreign economic activity using the information system are obliged to immediately inform the authorized body of the country of destination about the arrival of the goods.

The ECE plans to finalize technological documents for the launch of an integrated information system, and authorized bodies must ensure the readiness of national information systems for mutual integration.[1]

2021

EAEU countries agree on digitalization of higher education and science

In early August 2021, the countries of the Eurasian Economic Union (EAEU) agreed to digitalize the sphere of higher education and science. The issue of creating a unified information environment for the scientific community of the EAEU member states was considered during a meeting of the Scientific and Technical Council at the initiative of the Ministry of Economic Development of the Russian Federation, the press service of the department reports.

An agreement was reached on the implementation of a project for the synchronous development of digital technologies in the science and education of the EAEU countries, as well as to increase the scientific potential of the Eurasian integration association. To do this, at the first stage, it is planned to create a unified scientific and educational network infrastructure with access to information systems and knowledge bases of universities and scientific institutes, digital services of science and education, including projects for the development of artificial intelligence technologies of the EAEU member states.

EAEU members agree on digitalization of higher education and science

According to Deputy Minister of Economic Development of Russia Dmitry Volvach, the creation of a single information interaction service for the scientific community fully meets the strategic tasks of the EAEU and will ensure breakthrough growth of high-tech and promising sectors of the economy of the Union countries. Such cooperation of countries will provide access to popular unique scientific installations, the so-called supercomputers, including the megasynes class, he said.

The deputy minister also added that the launch of the project at full capacity is scheduled for 2022. The basis of this work will be the national research computer network (NICS) of the Ministry of Education and Science of Russia created at the RFN. Expansion of cooperation with the EDB in the Eurasian space for the development of interstate IT systems

On June 3, 2021, the Eurasian Development Bank (EDB) and PJSC Rostelecom reached an agreement on the joint implementation of Eurasian interstate infrastructure and digital projects. 2020: Program to create joint geoinformation products of EAEU countries approved

At the end of April 2020, the Eurasian Economic Commission (EEC) approved a program to create joint geo-information products of the countries of the Eurasian Economic Union (EAEU).

Eurasian Economic Commission (EEC) approved a program to create joint geo-information products of the countries of the Eurasian Economic Union (EAEU)

We are talking about a cooperative project of the Eurasian countries in the provision of space and geo-information services based on data from remote sensing of the Earth. It is planned to implement it in 2021-2025, while the EAEU countries will have to jointly go through three stages.

The first of them involves the unification of existing and promising satellite groupings of the countries of the unions. As a result, it is planned to expand the coverage area of ​ ​ the observed territory, increase the frequency of review and speed of information transmission to consumers, as a result of which the competitiveness of combined satellite resources in the global space market is expected to increase.

At the second stage, the EAEU countries intend to create a single data bank based on the materials of the combined space survey. And this will improve the quality of geo-information services to users of various sectors of the economy of the Union states. The tasks of the third stage are not specified.

By the end of April 2020, there are about 500 satellites engaged in remote sensing in near-Earth orbits. In 2020, their number will be brought to 1200-1300, and the Eurasian group will be able to join them.[3]

2019

Russian companies trading with the EAEU countries will be banned from submitting paper reports to customs

FAS: Work is underway to abolish roaming in the EAEU, CIS and BRICS

On October 3, 2019, information appeared that a draft agreement was developed on the creation of a single tariff space for services for completing international challenges between the member states of the Eurasian Economic Union. Work is nearing completion on the abolition of roaming when traveling between Russia and Belarus, there is a readiness to intensify negotiations in these areas on a bilateral basis with Kazakhstan and Kyrgyzstan.

This was announced by the deputy head of the FAS Russia Anatoly Golomolzin during a working trip to the Kyrgyz Republic. He discussed issues of interaction and the possibility of joint cancellation of roaming within the EAEU, CIS and BRICS.

A Bishkek meeting of a member of the College (Minister) on Competition and Antimonopoly Regulation Eurasian Economic Commission and heads of antimonopoly bodies of the member states of the Eurasian Economic Union in the "5 + 1" format was held, where the deputy head of the FAS Russia presented his reports.

According to him, work on the abolition of roaming is carried out in several areas both on a multilateral basis within the EAEU, CIS, BRICS, and on a bilateral basis.

To create favorable conditions for communication and exchange of information between citizens of the EAEU member states, a comprehensive reform of inter-operator interaction of partner operators is necessary by reducing inter-operator roaming rates and rates for call completion services (interconnect). A draft Agreement on the creation of a single tariff space for the completion of international challenges between the member states of the Eurasian Economic Union has been developed. The concept of cross-border information interaction of the EAEU was approved

In August 2019, the intergovernmental council EEU at the level of prime ministers (Armenia,,, and Belarus Kazakhstan) Kyrgyzstan Russia in Kyrgyzstan approved the concept of cross-border information interaction, the Eurasian Economic Commission (EEC) said.

The EAEU agreed on common approaches to the implementation of electronic interaction between business and state bodies. It is assumed that the implementation of the concept will enable subjects from the EAEU countries to interact with each other electronically using an electronic digital signature. This applies to cross-border business interaction with government agencies, as well as with partners in Eurasian integration.

The use of common approaches should simplify the interaction of participants and strengthen the communication component between them, the parties who approved the concept expect.

The next steps after the approval of the document should be the adoption of regulations to implement this concept in order to determine the necessary regulation.

Requirements for infrastructure entities, operators providing such services, and other rules must be developed and approved by the EAEU countries by May 2020, the EEC told TAdviser.

The ECE notes that electronic information interaction is the main element of the Eurasian cross-border confidence space.

Launch of Eurasian Software Registry

On April 9, 2019, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation announced the commissioning of the Unified Register of Programs for Electronic Computers and Databases of the Member States of the Eurasian Economic Union (EAEU). Inclusion in the register of software products allows their copyright holders to participate in public procurement in Russia on a par with Russian companies. 2018

FinCERT will protect the central banks of the EAEU member states

The Bank of Russia has concluded agreements on cooperation in the field of information security with several countries of the Eurasian Economic Union.

So, on November 15, 2018, an agreement on cooperation in the field of information security was concluded with the National Bank of the Kyrgyz Republic. Earlier, similar documents were signed with the financial regulators of the Republic of Kazakhstan, the Republic of Armenia and the Republic of Belarus. Read more here.

Eurasian Economic Commission - on digital initiatives at TAdviser IT Government Day

Viktor Gridnev, Assistant Chairman of the Board of the Eurasian Economic Commission (EEC), at the IT Government Day conference, held on February 28, 2018, said that within its framework an initiative management office was created, which includes five people - one representative from each country.

Priorities within the framework of the implementation of the digital agenda until 2025 are: digital traceability of the movement of products, goods, services and digital assets within the EAEU; the union's digital trade; digital transport corridors. 2017

Government agencies will be able to purchase software from the countries of the Eurasian Economic Union

In December 2017, the Ministry of Communications and Mass Media of the Russian Federation announced that the Government of the Russian Federation allowed the use of software (software) originating from the states of the Eurasian Economic Union (EAEU) to meet state and municipal needs. The corresponding decree, which was signed by Prime Minister Dmitry Medvedev, also provides for the creation of a single register of Russian programs for computers and databases and a single register of programs for computers and databases from other EAEU states. The resolution comes into force on January 1, 2018[6]

According to the decree of the Government of the Russian Federation, a special federal state information system will be created to maintain registers of Russian and Eurasian software. The procedure and timing of amendments to information about software copyright holders is also specified.

Railway transport will have to switch to an electronic railway bill of lading, the introduction of electronic customs transit technology, the transfer of the customs procedure for the temporary import of international transport vehicles during railway transit exclusively into electronic form.

Digital traceability

According to the minister, digital traceability will allow businesses, consumers and government agencies to see the entire path of goods from production to the buyer and simplify the interaction of all participants in the chain.

Karine Minasyan recalled that on October 11, the presidents of the EAEU countries approved the main directions for the implementation of the digital agenda of the Union until 2025. "The document has opened a new digital page in Eurasian integration," said the EEC minister. - In it, we have defined the framework for digital integration. That is, we decided where exactly we will jointly implement the digital agenda. Implementation mechanisms were also spelled out. It was decided to implement the agenda in the fastest and most reliable way - through initiatives. "

The digital traceability of the movement of products, goods, services and digital assets of the Union is the first of the priorities for initiatives. There are six of them approved today. Five more are: digital trade, digital transport corridors, digital industrial cooperation, an agreement on data circulation, a system of regulatory sandboxes.

According to approximate estimates, the implementation of the joint digital agenda of the EAEU will bring the Union an additional increase in GDP to 1% per year, as well as almost 8 million new jobs by 2025. In addition, the consolidation of efforts will allow the EAEU countries to become a full participant in the global digital market.

Unified payment space of the EAEU

Therefore, for cardholders ArKa and Mir, the cost of such operations is much cheaper. Of course, we will continue to disclose reception networks with our colleagues and resolve the issue of branding. Each country has its own peculiarities of regulation, legislation, culture, and we will have to resolve some issues within the framework of integration with other payment systems - participants in the Working Meeting. But we plan to complete the formation of a single payment space of the EAEU countries by the end of 2019. "

System of interstate data exchange using EDS

At a meeting of the Board of the Eurasian Economic Commission (EEC) on April 24, 2017, an action plan for the implementation of the first stage of the Strategy for the Development of the Transboundary Confidence Space of the Eurasian Economic Union (EAEU) was agreed.

"This is an important starting point for the formation of a new culture of real-time data exchange in the EAEU countries. The transition to online services in relations between the state and society, authorities and business of the EAEU countries is an urgent need. The creation of safe from the point of view of cyber threats and effective instruments of interstate electronic interaction is one of the key tasks of the EEC, "said Karine Minasyan, member of the Board (Minister) for internal markets, informatization, information and communication technologies of[7]

A transboundary space of trust is a set of legal, organizational and technical conditions agreed upon by member states in order to ensure confidence in the interstate exchange of data and electronic documents between authorized bodies, the ECE explained.

The above strategy defines the main goals, objectives and principles for the development of a cross-border space of trust in the EAEU for the mass use of legally valid electronic documents and services during interstate information interaction between the countries of the Union and the Commission. The strategy is expected to be implemented within 8 years within three stages.

The subjects of electronic interaction at the first stage will be officials and employees of state authorities of the EAEU and EEC countries. By the end of 2017, the EAEU should earn a system of interstate data exchange using an electronic digital signature.

As Karine Minasyan noted, "the action plan has been prepared for the implementation of the first stage of the strategy. Its priority should be to ensure the possibility for all state authorities of the EAEU countries to use mainly electronic documents signed by electronic digital signatures. "

As part of the implementation of the first stage of the strategy, the efficiency of official correspondence and the implementation of general processes of member states and bodies of the Union can be significantly increased, the costs of delivering paper letters can be significantly reduced.

In the second half of the year, it is planned to develop a procedure for interaction of the Union's business with the state authorities of the EAEU countries and the Eurasian Economic Commission, the so-called B2G model. Thanks to this, the business will have the opportunity to submit applications for public procurement, draw up customs declarations in electronic form, etc.

According to the plan, it is also planned to prepare measures to scale the cross-border space of confidence in order to interact with international organizations and states that are not members of the EAEU.

Advantages of creating a single digital space of the EAEU countries

The Eurasian Economic Union was established as an international organization for regional economic integration, which ensures "four freedoms" of movement: goods, services, capital and labor. In a single digital space, this list will need to be supplemented with a "fifth freedom" - information exchange.[8]

In general, digital integration within the EAEU, at the stage of building a new digital economy in 2017, can provide a number of advantages.

Pooling resources, data, competencies and perspectives

The countries of the union will be able to share the existing potential both in terms of technology and technology, as well as in terms of digital data, accumulated and accumulated competencies and, no less important, points of view on what is happening. The unification of all types of resources is extremely important for their joint and systematic growth.

Accelerate the digitalization process

Involving more participants in building digital space not through bureaucratization of the process, but on the basis of intensive initiative interaction should accelerate the digital transformation of the economies of the Union member states in the medium term. In turn, such a transformation should contribute to the acceleration of the economies of the countries of the union.

Standardization

The preparation of uniform standards, both mandatory for application and recommended, allows you to control and streamline EAEU markets and cross-border transactions. Bearing in mind all the possible disadvantages inherent in prohibitive standardization, within the framework of the discussion of the member states of the union, it is possible to develop the most suitable options and technologies for applying mandatory and recommended rules and procedures.

Digital Risk Management and Economic Security

Common security policies and practices should contribute to the sustainable development of the digital economy through the joint development of relevant competencies and cases. Coordinated protection of the economic interests of consumers (citizens), commercial and non-profit organizations, state structures at the interstate level is of great importance not only for individual states, but also for interstate associations. In the future, forming a single center for digital security, the EAEU is able to ensure a stable digital economic zone for all member states and increase the attractiveness for joining other countries.

Integration through joint projects

Union unification and coordinated development of the digital space avoids destructive internal competition. It is possible to raise the level of development of participants who are weak in the field of digitalization and strengthen the competencies of the strong through projects that integrate many subjects from different member states. In addition, joint projects allow bringing the experience of various entities to the required general level within the entire union space.

Strengthening domestic markets

Through the development and introduction of new information technologies, through the construction of digital platforms, through intensive information interaction and the exchange of digital big data, the EAEU is able to strengthen domestic markets and support its own business in the competition. It is reasonable to maintain a balanced competitive but not destructive competition in domestic markets using relevant and relevant methods, technologies and tools.

Debugging in sandboxes of new projects and platforms

The speed of the digital economy offers business slightly different models based on more energetic and faster options for passing business cycles, including life cycles of goods (services). Big data and predictive analytics, flexible management approaches, user readiness for new products and other factors form special conditions in which the time taken by the business to make a decision is reduced. In the EAEU space, it is quite advisable to form some virtual or interstate zones - "sandboxes" - for wide testing of new products and business services under appropriate control. Moreover, this may be interesting not only for subjects within the union, but also for external entities wishing to enter the EAEU domestic markets with innovations.

Cross-border integrators

Doing business within the digital economy assumes the priority of information methods, technologies and tools, which leads to the widespread use of digital platforms as subject-oriented automated information systems. Territorial restrictions for digital business are not fully implemented, but are largely removed. Digital platforms in this case become the predominant cross-border integrators for business in the member states of the union. Further building a single and strong internal market of the EAEU depends on the effectiveness of the implemented digital platforms involved in a single digital ecosystem.

Improving Interstate Engagement

A large and significant part of real economic unification can be implemented through the digital ecosystem and specialized platforms. The role of interstate automated information systems is important here, especially when the task is to comprehensively modernize, cooperate and increase the competitiveness of national economies in the global world. The main task facing such digital platforms is to organize the interaction of the Eurasian Economic Commission with the legislative, judicial, executive authorities of the member states of the union and with various economic entities - both internal and external.

Preservation of socio-cultural and historical integrity

By joint efforts, the member states of the union can objectively and adequately develop a unified strategy for the formation and development of the digital space, which will preserve not only economic independence, but also the social, moral, cultural, historical values ​ ​ inherent in each of the EAEU countries. At the same time, the development of intercultural factors of the digital economy for the subsequent active joint work of the EAEU member states is able in the long term to form a digital space that is significant and useful for the population of all countries united in the union.

International Digital Competition and Partnership

The Eurasian Economic Union has every chance of becoming one of the leaders of the global digital space only if it does not miss out on competitors at the start. However, the new economy requires a fairly flexible approach and does not exclude, with obvious competition, close partnership in certain areas, market segments and technological niches. The Eurasian Economic Commission will have to make efforts not only to solve the problems of unified technological digitalization, technical and managerial standardization, transformation and platforming of markets, effective use of personnel potential, etc., but also to solve issues of interstate communication, digital education, rapprochement of sovereign positions, development of a productive information space, initiation of special working groups and "allied" companies or associations. It will take time and effort to minimize skepticism about the joint development of a single digital space and establish real trust in the EAEU at all levels of interaction.

Russia is preparing to ratify the protocol on a unified IT system of public procurement in the EAEU

On May 19, 2017, the Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship of the State Duma of the Russian Federation recommended ratifying the protocol aimed at determining the rules and procedures for regulating public procurement in the EAEU. It is also planned to integrate web resources on which online trading of the Commonwealth member countries takes place.

The unification of public procurement systems in the EAEU will take place in two stages. By January 1, 2018, according to the protocol, appropriate changes will be made to national legislation. The second stage, until January 1, 2019, will be aimed at technological changes that will ensure the information openness of public procurement and compatibility of technological platforms.

The agreement on the free trade zone of the CIS countries of October 18, 2011 will be the legal basis for creating a common public procurement market. The Protocol on Rules and Procedures for Regulating Public Procurement was adopted by the Council of Heads of Government of the CIS on June 7, 2016 in Bishkek. The explanatory note, which was prepared by the Russian government for ratification of the protocol by the State Duma, states that the protocol complies with the provisions of the agreement on the creation of the EAEU, which was signed on May 20, 2014.

Ideas of the Ministry of Telecom and Mass Communications of the Russian Federation: the general register of domestic software, the use of SMEV, e-public procurement, uniform tariffs for communication and unification of laws for the protection of data

Head of the Ministry of Telecom and Mass Communications Nikolay Nikiforov held a working meeting in November with Karine Minasyan, a member of the board (minister) of the Eurasian Economic Commission on Domestic Markets, Informatization and Information and Communication Technologies. The main topic of the meeting was the formation of a single digital space of the Eurasian Economic Union (EAEU).

Nikiforov noted that this issue is a necessary component of the process of integration of the countries participating in the union, their inclusion in the process of global digital transformation. He also stressed the need, within the framework of the strategy being created, to identify specific areas of activity in which all countries can find consensus. In particular, these areas are the register of domestic software, as well as electronic participation in public procurement.

The Russian side also proposed creating a single tariff space for communication services, as well as unifying national legislation in the field of personal data.

In
March 2016, during the meeting of the Minister with Minasyan, the organizational and technical conditions for creating a functional architecture of a cross-border digital space of trust were discussed. In particular, the integration of various information systems and the use of the Unified System of Interdepartmental Electronic Interaction (CMEV) by the EAEU member countries.

Marking of products made of natural fur

Since April 1, 2016, a pilot project has been underway in the Russian Federation to label "items of clothing, clothing accessories and other products made of natural fur" in circulation in the Russian Federation with control identification signs (KiZ) with a built-in RFID chip.

The project is carried out within the framework of the agreement of the countries of the Eurasian Economic Union (EAEU) of September 8, 2015. Later, the agreement was ratified by all EAEU member countries and this means that the experimental stage of the project, the purpose of which was to test and run-in the system, has been completed, and labeling of clothing items made of natural fur in the EAEU countries has become mandatory.
