To implement the national program, a mechanism has been created that unites the efforts of the state, the business community and universities in order to train IT industry personnel, for which we are very grateful to the Ministry of Digital Science of Russia and the Ministry of Education and Science of Russia. Previously, all programs of "digital departments" are protected at meetings of industry working groups, where they are presented directly by the heads of "digital departments." Before protecting the program, they undergo an examination and receive an assessment from experts from the Digital Economy ANO, "said Yulia Goryachkina, acting director of the Personnel for the Digital Economy direction of the Digital Economy ANO.

Also, to develop programs, Innopolis University, with the support of the expert community, developed a Matrix (model) of digital competencies in various areas of activity in the field of IT. In accordance with it, training will be carried out on the necessary competencies.

File:Aquote1.png
The Competence Matrix created by Innopolis University fully reflects the current need of the digital economy for qualified personnel, taking into account industry specifics. Teaching students on such a Matrix allows subsequently to conduct a comprehensive assessment of the student's education and see the real results of the project, "said Svetlana Sokolova, head of the Assesment Center of ANO VO Innopolis University.

Russian authorities have developed a plan to involve young Russians in the development and production of electronics

The Russian authorities have developed a plan to involve young Russians in the development and production of electronics. This became known on April 19, 2022. Its main task is to increase the number of personnel entering this sphere from 1000 to 9,000 people annually by 2030.

As of April 2022, there was a large shortage of personnel in this industry. As of April 2022, domestic universities graduate only 20 thousand specialized specialists a year, but only within 5% remain in the profession - the rest go to other industries in search of, among other things, higher income.

As a result, in the spring of 2022, within 300 thousand people worked in the Russian electronics development and production industry, moreover, there were almost no young specialists aged 20 to 29 among them - there were only 2% of them. The average age of half of 300 thousand people is approaching 50 years.

To increase the number of domestic specialists in the field of electronics, the authorities Russia are going to launch the federal project "Training personnel and scientific foundations for electronic." industries Its implementation will require considerable funds - 312 billion rubles will be allocated for it. The Deputy Prime Minister Iouri Borisov and Deputy Head will be appointed responsible for the implementation of the project. Ministry of Education and Science Aleksei Medvedev

The authorities want to spend hundreds of billions of rubles on ," which will affect schools, universities and jobs. Also, within the framework of the project, Russian universities and institutes will have to organize joint laboratories with existing enterprises and be sure to increase the target recruitment for specialized departments.

Also, universities will have to solve the problem of involving students in research and development work (R&D) and open at least 25 so-called "youth laboratories" annually. The list of measures to support young specialists will also include grants.

According to forecasts of the Russian authorities, all of these measures should increase the number of personnel in the field of electronics who decided to stay in the profession and not leave the country by about 60 thousand people by 2030. However, the students themselves in the field of electronics and microelectronics are not yet very willing to work at Russian enterprises in their profession. According to Kommersant, almost half (45%) of students of engineering and technical universities categorically do not want to work for domestic enterprises. Only 25% have a positive view of this prospect.

File:Aquote1.png
University graduates want to have a high salary at the start, but in fact they receive 40-60 thousand rubles at specialized enterprises, "he said.
File:Aquote2.png

Arseny Brykin added that the electronics industry is experiencing insufficiently fast salary growth, which prevents young specialists from being involved in new projects. According to him, against this background, personnel willingly flee to other areas and often begin to work for foreign companies capable of offering a higher salary. He also added that many foreign companies regularly offer their employees to move from Russia to another country. Similar cases became more frequent in the spring of 2022 after the start of a special operation[3].

The opportunity for more than 80 thousand university students to study at the "digital departments"

Deputy Prime Minister Dmitry Chernyshenko spoke about plans to train IT personnel. The Deputy Prime Minister noted that the programs are aimed at schoolchildren, students and adults who want to get additional qualifications in the IT sphere. This became known on February 15, 2022.

File:Aquote1.png

On his behalf, within the framework of the national project "Digital Economy of Russia" in the academic year 2021-2022, we will increase the number of budget-funded places in universities in IT specialties more than twice - from 80 thousand to 160.4 thousand. There is also active work on the creation of training modules aimed at increasing the digital competencies of Russians for children and adults. In 2022, the federal project "Development of the personnel potential of the IT industry" was launched on the basis of a strategic initiative approved by the Chairman of the Government, - said Dmitry Chernyshenko.

Within the framework of this federal project "Development of the personnel potential of the IT industry" in 2022, more than 80 thousand university students will have the opportunity to study at "digital departments." The programs will help students form demanded digital competencies. In total, by 2024, 385 thousand students are planned to be admitted to the "digital departments." And about 100 thousand students in grades 8-11 will begin to study programming languages in free two-year courses. Training will be an addition to general education programs and will allow children to get the first skills and decide on the choice of a future profession. In 2021, the program started in 10 pilot regions. More than 31.5 thousand schoolchildren began training.

In 2022, within the framework of the Digital Professions project, 57.5 thousand people will receive additional education in the IT sphere with the support of the state. They will be compensated for half the cost of training. Graduates of the courses will be able to apply the knowledge gained in their work or completely change the field of activity and unleash their creative potential.

Teachers will also increase digital competencies. During the year, about 18 thousand teachers of higher and secondary vocational education will be trained at the Innopolis University. And the educational programs of universities themselves will be updated in accordance with the needs of the market. More than 40 professional standards will be revised with the participation of the expert community and organizations participating in the implementation of projects in the field of the digital economy.

Dmitry Chernyshenko added that there is a high need for IT specialists in Russia. In January 2021 alone, one of the most popular job search and recruitment portals published 86 thousand vacancies in this industry. They are among the highest earners on the market.

2021: Project Launch

In December 2021, it became known about the new federal project "Development of the personnel potential of the IT industry." More than 27 billion rubles are allocated for its implementation, Interfax reports with reference to the appendix to the law on the federal budget for 2022 and the planning period of 2023 and 2024, which is published in the electronic database of the State Duma.

According to the document, in 2022 4.8 billion rubles will be allocated for the development of IT personnel, in 2023 - already twice as much (just over 10 billion rubles) and in 2024 - more than 12 billion rubles. The bill was considered by the State Duma and approved Federation Council and sent to the president by December 7, 2021. Russia Vladimir Putin

Federal project "Development of IT industry human resources" launched in Russia

Igor Kuzora, head of the educational programs department at 1C, in a conversation with the agency, announced three main areas of the new federal project:

  • working with schoolchildren, which will be engaged in the Competence Center for the Personnel of the Digital Economy at the University of 2035;
  • development of digital departments in universities. By the end of 2021, such departments are already functioning in the format of additional education in participating universities of the Priority 2030 program;
  • creation of a system for external assessment of students' education in digital departments.

File:Aquote1.png
The external assessment system assumes the ability to separately, independently at the entrance and intermediate control, assess the condition of students. And the final control is planned to be done with the participation of employers. This is something like a state exam, "Kuzora explained.
File:Aquote2.png

According to him, as a result of training in digital departments, students will receive a certificate of additional professional education along with a basic diploma. Students of non-IT referrals will receive a second qualification in the digital industry, and this specialty will be registered in the diploma.[4]
