2017: The plan of transition on domestic is approved by GIS
On May 18, 2017 the President of Russia Vladimir Putin approved the plan of transition to domestic geoinformation technologies[1].
According to the document, to the fourth quarter 2017 the Ministry of Economic Development should make to the legislation a number of changes which will specify requirements to GIS, used by state departments and also will allow to create the list of the relevant decisions.
In the first quarter 2018 with the assistance of the Ministry of Telecom and Mass Communications the technique of assessment of functional and technological capabilities of GIS should be developed. The list of the systems meeting requirements of the legislation should be in the second quarter created and recommendations for transition to them are prepared.
In the third quarter 2018 the Ministry of Telecom and Mass Communications together with federal and regional authorities will carry out the analysis of the used geoinformation solutions and plans of migration are developed.
Till October 1, 2018 on Russian GIS it is recommended to regions to approve plans of transition, having provided their implementation till January 31, 2020.
2015: In the Russian market of geoinformatics import substitution begins
On September 1, 2015 the head of the government Dmitry Medvedev approved the actions plan for 2015 - 2020 on implementation of "Bases of state policy in the field of use of results of space activity for the benefit of upgrade of economy of the Russian Federation and development of its regions until 2030"[2].
In the document it is among other things told about plans for creation and implementation of domestic geographic information systems (GIS) for solving of tasks of the public and municipal administration.
It is entrusted to carry out import substitution in the market of geoinformatics to Roskosmos, Roshydromet and other interested authorities.
Roskosmos will annually have to analyze practice "distribution and uses of foreign and domestic geographic information systems and platforms as basic for solving of tasks of the public and municipal administration", the document says.
Expansion of functionality of GLONASS system and start of monitoring systems of important objects, including especially protected natural and border territories is also planned.
The actions plan is opening of the competence centers providing a public access to the information and training resources. Also it will be created uniform automated databases of space products, services and services.
In the document it is noted that these results of space activity are in the growing demand in different sectors of economy, but their use restrains suspense of a number of problems, to basic of which the lack of the complete regulatory legal base regulating questions of use of space products and services belongs.
