2014: The license for communication services in the Crimea for 5 years

In the spring of 2014 after return of the Crimea to structure of Russia, the Ukrainian operator "Intertelecom" announced turning of activity in the Crimea. However before it in the Crimea the company of the same name – Internatsionalnye telekommunikatsii LLC (Intertelecom) which obtained different licenses for communication services provision from Russian authorities was registered.

At the same time the group of employees Crimean Intertelecom promised subscribers to do everything possible for resumption of work of network and asked to understand temporary difficulties. However the marketing and sales director of Ukrainian Intertelecom Vladislav Shulga said that the company does not intend to resume work in the Crimea, and the Crimean enterprise of the same name has no relation to it.

The Russian company "Intertelecom" obtained in October, 2014 the license of Roskomnadzor for communication services in the Crimea for a period of five years. According to Kommersant, the company will be able to provide telematic services, to lease communication channels and to render services in data transmission, except for a voice communication.

Intertelecom LLC is registered on May 28, 2014. The owner of 100% of the company, according to kartoteka.ru, is Vyacheslav Chernikevich. Under the name "Intertelecom" the large cellular operator in the CDMA standard works at Ukraine since 2001. Victor Gushan, the president of the Sherif company, largest in the Dnestr Moldavian Republic, and Vyacheslav Chernikevich is considered one of his owners it appeared the commercial director of the Dnestr operator "Interdnestrcom" under control of Sherif. Earlier announced the local edition "Capital" communication of Russian Intertelecom with Ukrainian. Two sources of Kommersant familiar with the telecommunication market of the Crimea, it confirm. Intertelecom LLC is Russian "subsidiary" of the Ukrainian company of the same name, they say.

Russian Intertelecom, unlike the Ukrainian company, will have a smaller range of services. Though on the website to the address intertelecom.ru.com voice services are offered private and corporate users, Roskomnadzor did not issue to Intertelecom of the corresponding permissions.

"This operator can try to obtain the necessary license, but this perspective is very foggy" — Roskomnador deputy manager Oleg Ivanov considers.

He reminded that Ukrainian Intertelecom specializes in rendering services in CDMA technology in the range of 800 MHz, and in Russia the resource is intended for LTE technology.

2015

Sale to network in the Crimea for $1.5 million

In July, 2015 the Ukrainian mobile operator "Intertelecom" announced sale of CDMA-800 standard to the network in the Crimea. The unnamed Russian company of which only the fact that it is registered in Bashkortostan is known became the buyer. Transaction amount was $1.5 million.

About 100 base stations and the transport network connecting network to command center of Intertelecom in Odessa became a subject of the transaction. Intertelecom was the last of the Ukrainian mobile operators continuing work in the Crimea after accession of the peninsula to Russia[1].

Intertelecom is the only Russian mobile operator which will work in CDMA-800 standard. The fact of further work of Intertelecom in the Crimea looks curiously as now in Russia there are no other operators of CDMA-800 standard. In Russia CDMA-800 standard began to be implemented from 1990th years. Then regulators of telecom industry wanted that this standard was used only for the fixed wireless communication, but many operators began to provide full-fledged mobile services on its basis. It led to the conflict of operators with the regulator.

In 2000 the Ministry of Communications decided that new licenses and frequencies for this standard will not be issued, and to the existing operators permitted to work till 2010. To this date frequencies had to be transferred in range of 800 MHz under digital television. In 2005 the largest operator of this standard – Moscow Sonet - stopped work, and his subscribers were transferred to the Sky Link network which is also working in the CDMA standard, but in other range – 450 MHz. By 2010 all other operators CDMA-800 ceased to work. However, frequencies in the range of 800 MHz after all began to be used for cellular communication, but already in other technology – LTE.

Gain of a subscriber base for 20.7%

Services and also updating of voice tariff plans and offers with 3G the Internet provided in 2015 a gain of a subscriber base for 20.7% in comparison with 2014.

Penetration of services Intertelecom in TOP-200 the most successful Ukrainian companies made 33.5%. Among clients of the operator there are such large enterprises as JT International Company Ukraine, Philip Morris Ukraine, Mironovsky bakery product, WOG.

Services of a voice communication and 3G of the Internet in 2015 were one of the most popular in a corporate segment. Intertelecom entered a number of changes into a line of tariff plans: the line of voice offers "Business communication" was complemented with package traffic 3G of the Internet and the increased volume of package minutes for calls on other networks, and in July absolutely unlimited rate "Business 3G 299" without restrictions on access rate and 3G to traffic appeared. Average consumption of megabytes 3G of the Internet at the end of 2015 increased by 12%, having been 3,600 MB a month on one subscriber.

Within a corporate segment also active cooperation with the companies performing passenger traffic continues. During 2015 Wi-Fi access equipped 522 vehicles, the project covered all areas of Ukraine, and the number of the participating companies reached the 58.

The greatest share among corporate subscribers Intertelecom was made by the companies occupied in the field of services — 32%. The organizations which are engaged in trade turned out on the second place from 23%, production companies (industrial, construction and agricultural) — on the third from 19%. The share of financial, medical and other institutions made in total 12% of a subscriber base Intertelecom.
