2023: Sentence to accountants - from 4.5 to 6 years in prison for embezzlement of 30 million rubles

The Gorno-Altai City Court of the Altai Republic sentenced three accountants of the Ulagansk District Hospital - they were found guilty of committing crimes under two articles of the Criminal Code for embezzlement of budget funds. The defendants were sentenced to serve their sentences in a general regime correctional colony for a period of 4.5 to 6 years, and were also ordered to compensate the hospital for the damage. The press service of the Prosecutor General's Office of the Russian Federation announced this at the end of April 2023.

The court found that in 2014-2019. employees of the BUZ RA "Ulaganskaya District Hospital," acting as part of an organized group, committed theft of funds by entering into financial and accounting documents inaccurate information about recipients and amounts relying on extradition. As a result, the budgetary institution suffered damage in the amount of almost 30 million rubles.

In March 2023, it became known that the chief physician of the Ulagansk Republic of Belarus also fell under criminal prosecution. According to the regional department of the UK, in 2018 the hospital signed a contract with one of the companies for the overhaul of the engineering networks of the medical institution, but the head physician "out of selfish motives" signed an agreement for 700 thousand rubles for the performance of similar work with another individual entrepreneur. As a result, the work was not completed, and the physician was charged with paragraph "c" of Part 3 of Art. 286 of the Criminal Code of the Russian Federation (the commission by an official of actions that clearly went beyond his powers and entailed a significant violation of the legitimate interests of the organization, with serious consequences).

Also in March 2023, the ex-Minister of Health of the region Pavel Reshetov was sentenced to 3 years and 6 months in a maximum security penal colony with a fine of 1.2 million rubles for receiving a large bribe from the supplier of medical devices "Danart" in 2020[1]

2022: Accusation of accountants in embezzlement of 30 million rubles

In September 2022, the prosecutor's office of the Altai Republic approved the indictment in a criminal case against three former accountants of the Ulagansk district hospital. They are suspected of committing crimes under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud, maximum sanction - up to 10 years in prison) and Part 2 of Art. 187 of the Criminal Code of the Russian Federation (illegal circulation of funds for payments, up to 7 years in prison).

According to the ministry, from 2014 to 2019, ex-employees of a medical institution forged documents and charged themselves and their relatives and friends, who did not work in the hospital, an increased salary. In total, they stole about 30 million rubles.

Accountants of the Altai hospital accused of embezzling 30 million rubles

The case against the ex-accountants was initiated by the hospital itself in order to recover the stolen funds, the prosecutor's office notes. To recover the stolen from the accused, the district hospital sent a statement of claim to the court. The case will be considered by the Gorno-Altai City Court.

This is at least the third mention of criminal cases in the first week of September 2022, where financial workers of medical institutions appear. On September 7, 2022, the accountant of the Magnitogorsk Center for Medical Prevention was convicted of fraud: in 2019-2021, a woman charged herself an increased salary, thereby stealing more than 2.7 million rubles. The defendant fully admitted her guilt and received four years probation.

In addition, a fraud case was opened against employees of the Toksov interdistrict hospital in the Leningrad region. According to the investigation, the chief doctor, chief accountant and two of his deputies in 2018 organized the accrual of wages to 14 individuals who were not in labor relations with the medical institution. Thus, until April 2022, they managed to steal 215.6 million rubles from the hospital's bank accounts.[2]
