This smartphone app is used by patients with confirmed COVID-19 or SARS symptoms, as well as those in contact with them. All of them sign an agreement to receive medical care in outpatient conditions or a decree of the chief sanitary doctor, in which they consent to the processing of personal data and undertake, including within 24 hours, to establish and begin to use the Social Monitoring service.

If a person signed the documents, but did not install the application, left the house or did not respond to the identification request in time, a message about this is sent to the Main Control. For violation of the isolation regime, a fine of four thousand rubles is provided. In addition, this patient will be placed in an observatory or medical facility and will not be able to return to home treatment.

If a citizen believes that a fine was issued to him by mistake, he can appeal against it. To do this, you need to receive an official registered letter with a decision on the commission of an administrative offense. A citizen can pick him up after a full recovery at the post office. For the period of the high readiness mode, the shelf life of mail items has been extended to 60 days. From the moment of receipt of the letter within 10 days, a citizen must send a complaint against the decision to the supervisory authority, which issued a fine, or to the district court at the place of residence. This can be done, including in electronic form on the page of the electronic reception of the Moscow Government.

Since March 23, 2020, patients diagnosed with coronavirus infection, by decision of a specialist, can remain at home for treatment. Doctors of an ambulance or polyclinic, after examining and conducting the necessary studies, evaluate the condition of the patient. If it is stable and there are no dangerous symptoms, doctors inform about the possibility of receiving treatment at home. In this case, the patient and those living with him are forbidden to leave the apartment until the absence of the virus in the body is confirmed.

The regime of temporary restrictions for all citizens remains in Moscow until May 31, 2020. To travel around the city by personal and public transport, you need to issue a digital pass. Even before the official announcement, the application was placed in the Google Play app store. It appeared there on March 25. After that, the application gave him access to the "SOS" button and the "Latest News." Vladislav Zdolnikov, a former IT volunteer at the Anti-Corruption Fund, the author of the IT and Sorm Telegram channel, studied the application and concluded that it transmits information to the city hall's servers in open form without encryption. He claimed that Social Monitoring recognizes faces through the Estonian identix.one service, transferring photos to the servers of the hosting company Hetzner in Germany. Zdolnikov also found out that individual device identifiers (MAC and IMEI) are encrypted in QR codes[3].

Before being removed from Google Play, the application gained less than 1 thousand downloads, and users who discovered it began to massively ignore its rating.

From an interview with the head of DIT Eduard Lysenko, Ekho Moskvy Radio, it follows that the Social Monitoring application is intended for use by patients who have contracted a new coronavirus and are being treated at home[4]. According to him, it was a test version of the application, which will be provided behind closed doors to patients who have chosen to be at home.
