2023: Sentence - 8 years in prison for bribes

At the end of November 2023, the Gukovsky City Court of the Rostov Region sentenced Boris Kotov, the former head of the branch of the medical and social expertise bureau in Gukovo. He was found guilty of taking bribes (part 3 of article 290 of the Criminal Code of the Russian Federation) and sentenced to 8 years in prison.

According to the case file, in 2014, Kotov issued a certificate of disability of the second group to a certain citizen for a fee of 40 thousand rubles. At the same time, a medical and social examination was not carried out, and there were no grounds for confirming disability. In 2016 and 2017, Kotov committed similar crimes, receiving bribes in the amount of 40 thousand and 100 thousand rubles, respectively. Citizens on the basis of fictitious certificates could receive social payments from the budget of the Russian Federation.

According to the Kommersant newspaper, Kotov, who headed the branch No. 30 of the Federal State Institution "Main Bureau of Medical and Social Expertise in the Rostov Region" in Gukovo from January 2010 to June 2017, was first convicted by the Gukovsky City Court in July 2018. Then he received five years in a general regime colony for 55 episodes of bribery and 57 cases of official forgery. Subsequently, he was found guilty of receiving another 247 bribes and in 1733 official forgeries. At the same time, the sentence was increased to seven years and six months.

During the investigation, Kotov fully pleaded guilty and filed a petition to consider the case in a special order, and therefore the verdict in November 2023 was passed without trial. Taking into account this process, Kotov was found guilty of receiving a total of 305 bribes and in 1790 episodes of official forgery. The total term of imprisonment was eight years and four months in a general regime colony. The man did not appeal the verdict - the court decision entered into legal force.[1]
