2023: Criminal case and manhunt in Russia for financing terrorism

The Investigation Department of the Central District of Moscow on July 3, 2023 put Yevgeny Chernyak on the wanted list. A criminal case was initiated against him on the financing of terrorism (part 1.1 of article 205.1 of the Russian Criminal Code), he was charged in absentia with financing the armed formations of Ukraine (VFU) in the amount of more than 0.5 billion rubles.

According to investigators, from February to April 2022, Chernyak and other persons entered into a criminal conspiracy and organized the transfer of funds to servicemen of the Armed Forces of Ukraine and other Ukrainian armed formations in the amount of more than 500 million rubles for terrorist activities in Russia. In addition, in June 2023, Chernyak purchased and supplied VFU goods intended for combat operations worth over 90 million rubles.

The investigation established the involvement of two confidants of Chernyak. They were detained, one of them was charged with giving a bribe (part 4 of article 291 of the Criminal Code), the second - mediation in a bribe committed by a group of persons on an especially large scale (sub-item "a, b" part 3 of article 291.1 of the Criminal Code).

"In the near future, the issue of seizing the shares of organizations included in the holding, the beneficiary of which is Chernyak, will be considered. In addition, investigators are forming documents for a judicial financial and economic examination, "the TFR added.

The crime was revealed by employees of the GUEBiPK of the Ministry of Internal Affairs of Russia, the Main Directorate of the Ministry of Internal Affairs of Moscow and the FSB. More than 10 searches in Moscow, the Moscow region and other regions took place in the case. The seals of various commercial organizations, electronic media and technical means were discovered and seized. In the near future, the issue of seizing the shares of organizations included in the holding, the beneficiary of which is Chernyak, will be considered.

According to the representative of the Ministry of Internal Affairs Irina Volk, "the police, with the support of Rosgvardia officers, searched the premises of residential, office and warehouse premises used by the suspects, as well as on the territory of two enterprises in the Moscow and Vologda regions." They seized computer equipment, financial and economic documents and other items of interest to the investigation. The founders and heads of the organizations included in the holding were questioned.

"The beneficial owner of the international holding, a producer of alcoholic beverages, as well as other founders and leaders of this company, are suspected of the crime," the Interior Ministry said in a press release.

Back in April, he said that he had created the Help Zp Ua charitable foundation, to which he transferred $1 million. Chernyak and his family transferred $350,000 to other Ukrainian funds.
