2013-2017

In 2013, Kostyush became chairman of the Supreme Council Committee on Health and Social Policy. In 2017, he headed the Republican Clinical Hospital named after Remishevskaya. In May of that year he became Minister of Health.

2020: Resignation as Minister of Health of Khakassia

On July 25, 2020, it became known about the resignation of the Minister of Health of Khakassia Vladimir Kostyush. He wrote a letter of resignation of his own free will, the press service of the government of the republic told RIA Novosti.

At the end of May 2020, the head of Khakassia, Valentin Konovalov, received a presentation from the prosecutor's office due to violations in payments to medical workers. As a result of supervisory measures, it turned out that the regional Ministry of Health did not take timely measures to transfer payments for March and April. Only after the intervention of the Prosecutor General's Office, health workers collectively received more than 35 million rubles.

According to the press service of the government of Khakassia, the dismissal of Vladimir Kostyush is not related to the situation with non-payments to doctors for working with infected with coronavirus, as expected in a number of media outlets.

By July 27, 2020, several candidates for the post of Minister of Health of Khakassia are being considered. The list of candidates included, in particular, Viktor Shevchenko, Doctor of Medical Sciences and former adviser to the Governor of the Krasnoyarsk Territory. At different times, Shevchenko worked as the head of the main health department of the Krasnoyarsk administration, the first deputy head of Krasnoyarsk, the deputy governor of the Novosibirsk region, and an adviser to the governor of the Krasnoyarsk Territory.

By July 27, 2020, the duties of the minister are performed by Deputy Kostyush Alexander Strelenko. The ex-minister himself told local media that he received a more tempting business offer, and this, according to him, was the reason for the resignation.[1]

2021: Suspended sentence for illegal use of air ambulance

In December 2021, the Abakan City Court sentenced the former Minister of Health of Khakassia Vladimir Kostyusha and his first deputy Alexander Strelenko for the illegal use of air ambulance. Officials were accused of abuse of office (respectively, under Part 2 and Part 1 of Article 286 of the Criminal Code of the Russian Federation). 

According to the press service of the West Siberian Transport Prosecutor's Office, the court found that in December 2019, officials, contrary to the requirements of the current legislation, exceeding their official powers, "in the absence of medical testimony, decided to transport two of their colleagues who were involved in a traffic accident and were in a health care institution of the Kemerovo region."

It is clarified that Kostyush sent a helicopter for the Minister of Agriculture Sergei Trufanov and the head of the livestock development department Yevgeny Schweigert, who got  into an accident, illegally. About a million rubles were spent on this, which the region received as part of the national project "Health."

 The press service of the government of Khakassia stated that officials received spinal injuries in an accident. They added that the accident occurred with the participation of official vehicles, the driver of which, avoiding a collision with a truck, drove into the oncoming lane, and then the vehicle was on the side of the road.

The decision of the officials was qualified as abuse of office, and the illegal spending of budget funds for medical evacuation was estimated at 914 thousand rubles. The convicts pleaded not guilty.

The former head of the republican Ministry of Health was sentenced to three years in prison conditionally. The first deputy minister was given one less year with a ban on holding certain positions for a year and a half.[2]

2023: Recovery of 900 thousand rubles for the illegal use of sanitary aviation

The Abakan City Court recovered damage from the ex-Minister of Health of Khakassia Vladimir Kostyush and his former first deputy Alexander Strelenko in the amount of more than 900 thousand rubles. for the illegal use of air ambulance. This was reported on July 5, 2023 by the press service of the West Siberian Transport Prosecutor's Office.

They also noted that the basis for the statement of claim was the verdict of the Abakan City Court of the Republic of Khakassia, which entered into legal force, which these Kostyusha and Strelenko were found guilty of committing crimes under Part 1, 2 of Art. 286 of the Criminal Code of the Russian Federation (abuse of power), which resulted in abuse of power in organizing the transportation of citizens using air ambulance, which led to illegal spending of budget funds allocated within the framework of the national project "Health." The court satisfied the specified claims of the prosecutor in full.

In December 2019, officials decided to use air ambulance for delivery to the Republican Clinical Hospital named after G.Ya. Remishevskaya of two of their colleagues who got into an accident in the Kemerovo region - Minister of Agriculture of the Republic Sergei Trufanov and an employee of the same department. The case indicates that there were no medical indications for transporting officials, and the flight cost the budget almost 1 million rubles. Kostyush and Strelenko pleaded not guilty.

Earlier in 2023, Vladimir Kostyush himself, when asked about a resonant accident on the air of the Argumenty program at the Khakassia State Television and Radio Broadcasting Company, replied that he considered his decision correct in the current situation and could not have done otherwise.[3]
