2022: Fraud and abuse of office charges

In May 2022, the Investigation Department (SU) of the Investigative Committee of the Russian Federation for the Republic of Buryatia completed an investigation into one of the criminal cases against the former Deputy Minister of Health of the region and the ex-head physician of the city polyclinic No. 6 of Ulan-Ude Natalia Bukholtseva. She and an acquaintance are accused of fraud and abuse of office.

According to investigators, at the end of 2017, Natalya Bukholtseva, holding the position of head physician of polyclinic No. 6 of Ulan-Ude, entered into a conspiracy with a representative of an unnamed company in order to steal money from a medical institution under the guise of paying for a fictitious medical equipment lease agreement. The head physician, "acting illegally, organized an open auction designed for the victory of the company of its accomplice," after which in January 2018 a lease agreement for medical equipment for 48 months was concluded with a monthly payment of 1.5 million rubles - only 70 million rubles.

The head physician signed an act of acceptance of a full set of medical equipment and provided monthly transfer of rental payments to the accounts of her partner's company. Even after she was appointed to the post of deputy. The head of the Ministry of Health of Buryatia, Bukholtseva provided payment by the institution for the lease of undelivered laser installations. As a result, theft was committed for a total amount of more than 9 million rubles.

The criminal case against Natalia Bukholtseva was initially initiated under two articles of Part 4 of Art. 159 and part 2 of Art. 292 of the Criminal Code of the Russian Federation (official forgery). When and in connection with which the article on official forgery was retrained for abuse of office, the SU did not specify.

By May 13, 2022, during the preliminary investigation, a sufficient evidence base was collected, in connection with which the criminal case with the approved indictment was sent to the court for consideration on the merits, the Investigative Department of the Investigative Committee of the Russian Federation for the Republic of Buryatia said in a statement.[1]

2023: Sentence - 5 years probation for medical equipment fraud

Former Deputy Minister of Health of Buryatia Natalya Bukholtseva was sentenced to five years in prison conditionally for fraud. This was announced at the end of June 2023 by the press service of the regional department of the Investigative Committee.

In addition, the Bukholtseva court banned for two years to hold positions in the civil service related to the exercise of organizational, administrative and administrative powers. Bukholtseva's accomplice, an unnamed company representative, was given two years probation.

The investigation and the court found that at the end of 2017, Natalya Bukholtseva, being the chief physician of the clinic, entered into a conspiracy with a representative of a commercial organization. They decided to commit theft of funds from a health care institution under the guise of paying for a fictitious medical equipment lease agreement. The chief physician, acting illegally, organized an open auction designed to win the company of its accomplice, after which at the end of January 2018 she entered into a lease agreement for medical equipment for a period of 48 months and monthly payments of almost 1.5 million rubles, totaling more than 70 million rubles.

After that, only part of the property provided for by the contract was transferred to the clinic. Two expensive laser ophthalmological installations with accessories were missing, the rental cost of which was almost a third of the amount of monthly payments.

Further, according to the investigation, the chief physician of the clinic signed an act of acceptance of a full set of medical equipment, after which she monthly ensured the transfer of rental payments to the accounts of her partner's company. Even after she was appointed to a higher position, the woman, by deceiving the new chief physician of the clinic and abusing his trust, continued to fulfill her criminal role, ensuring that the institution paid for the lease of non-existent laser installations. In this way, the accomplices committed the theft of funds of the institution for a total amount of more than 9 million rubles.[2]
