2023: Fine for disrupting the national project

At the end of June 2023, the head of the Ministry of Health of the Krasnoyarsk Territory, Boris Nemik, was fined 10 thousand rubles for disrupting the implementation of the national project "Healthcare." According to the press service of the regional prosecutor's office, the fine was issued for "violation of the procedure for providing interbudgetary transfers" (article 15.15.3 of the Administrative Code of the Russian Federation).

At an expanded meeting of the board of the Krasnoyarsk prosecutor's office (held on June 30, 2023), in which representatives of the regional government, Roszdravnadzor, the MHIF and public organizations also took part, violations were announced in the regional ministry of health. Among other shortcomings in the work of the ministry, it was pointed out that departmental control was ineffective, that the routing of patients was improperly organized, the prosecutor's office said.

The issue of uniform distribution of the load on the bed capacity is not being resolved. There are shortcomings in personnel policy: issues of housing and social rights of medical personnel are not sufficiently worked out. There were complaints about the organization of purchases and distribution of drugs to pharmacies, financing high-tech operations, the prosecutor's office said in a statement.

The prosecutor's office will continue to look at the health care system not only through the eyes of supervisory prosecutors, but also through the eyes of patients who are still forced to stand by the doctor for four hours or more... Not the dynamic figures of the ministry, but the attitude of residents towards hospitals and doctors will serve as an indicator of the quality of the industry.

Also, the regional prosecutor's office said at the end of June 2023 that the shortage of medical personnel is a third of the total number of medical workers: problems with the staffing of hospitals in 40 districts have been identified, 50 feldsher-obstetric points (FAP) cannot function on a daily basis, another 17 are idle without specialists. Most of the tested medical institutions also found facts of violation of labor legislation in terms of wages.[1]
