Career

The 1990th: take-off and falling of Steepler company

The well-known Dendy prefixes – here from what Maxim Selivanov started a career in IT-Business. Together with companions on MSU Andrey Cheglakov and Vladislav Ulendeev they organized at the beginning of the 90th to year Steepler company and began to bring game consoles from which went crazy the half-countries to Russia[1]. Made devices - clones of one of models of the Japanese Nintendo on Taiwan.

In addition to sale of the Steepler prefixes was engaged in system integration. In the mid-nineties revenue of the companies from both directions reached $140 million. As the owner of Kompyyuterra publishing house Dmitry Mendrelyuk remembered in a conversation with Forbes, Selivanov was the "guy" with the burning eyes lighting both employees, and partners. Ulendeev worked more with agreements, and Cheglakov - supervised projects.

In 1996 Steepler was ruined. The reasons were stated different – since the fact that to Russia began to bring more modern prefixes of Nintendo and Sega, and finishing with a conflict of interest with large officials on one of tenders.

After Steepler disorder Maxim Selivanov founded Soyuzinform company which was engaged in business process automation, telephony and also construction of the engineering, security and fire systems. State structures were customers generally.

The 2000th: development of Soyuzinform, entry into Armada

In 2004 Selivanov called the company "chamber": then in it 50 people worked, turnover was $15 million a year.

By 2007 revenue of the company grew to $20 million and continued to increase. Then the controlling stake of Soyuzinform was redeemed by Armada group, having spent for it $12.3 million. The transaction took place in September, 2007[2].

2012-2015

Problem project

In 2012 Maxim Selivanov got involved in the large-scale construction project. He decided to complete the well-known unfinished construction in the Oryol region – the medical center based on regional hospital (in the people nicknamed "Titanic"). In the spring of 2012 the Soyuzinform company became the general contractor of an object. This invention ended with a failure.

According to the plan, Soyuzinform had to for 3.4 billion rubles build the building of three blocks (11 and 12 floors). The medical center expected to create several departments and about 400 beds. The agreement with the Oryol authorities provided construction of an object till 2014, and payment — till 2021 by installments under at most 7.5% per annum[3].

However the contractor made only a part of works and is low-quality, counted in "The Oryol regional clinical hospital". As a result in February, 2015 the lawsuit began. Budgetary institution already managed to transfer to Soyuzinform 913 million rubles, but it became clear that works was made for the smaller amount – 725 million rubles, and for 159 million rubles of work were made poor (that was confirmed afterwards by examination).

In October, 2015 the court supported the Oryol hospital: Soyuzinform had to pay it 348 million rubles.

Maxim Selivanov's provision was aggravated literally in few weeks after this solution. In the first of November, 2015 law enforcement agencies of the Oryol region brought criminal case "on signs of fraud" with budgetary funds at construction of the medical center. Investigators revealed that from 2012 to 2014 nearly 300 million rubles stole some of heads both the customer, and the contractor[4].

At the end of November, 2015 to Selivanov came to search.

At that moment specific violators of the law were not set. As reported TAdviser in Regional Office of the Ministry of Internal Affairs across the Oryol region, in October, 2016 the investigation of case proceeded.

Deterioration in a financial position

In 2014 Selivanov's company continued to fight with large integrators for government contracts (for example, customs, Federal Treasury, the Administration of the President, etc.). In particular, Soyuzinform through court tried to dispute results of tender which won against I-Teco, and another in which Servionika won. In the first half of 2014 Soyuzinform actively pleaded the claimant at arbitration courts, disputing results of different auctions.

But since August, 2014 Soyuzinform ceased to take legal action. According to a card file "Electronic justice", the last claim from the company arrived on August 12, 2014. Since then claims fell down already in the address "Soyuzinforma".

In 2016 it will become known that the book value of company assets for December 31 of 2014 - 1.4 billion rubles, from them receivables – 1.1 billion rubles (83%), i.e. at the company is many debtors.

2016

Bankruptcy of Soyuzinform

Literally in few weeks after criminal proceedings – in November, 2015 – the claim for bankruptcy of Soyuzinform Ltd came to arbitration court. Demanded recognize the company financially insolvent Bank of Moscow to which the company owed 146 million rubles.

At the same time "The Oryol regional clinical hospital" joined the claim, having demanded from Soyuzinform 21 billion rubles (from them 20 billion – a penalty). However, the court recognized a debt to medical institution in the amount of 562 million rubles.

To summer of 2016 the amount of accounts payable of Soyuzinform grew to 755 million rubles. In June, 2016 the company was declared bankrupt, competitive observation is entered.

In case papers it is said about bankruptcy that in 2014 and 2015 the company did not hand over accounting records in tax authority. Maxim Selivanov did not transfer to the arbitration manager all necessary documents therefore that could not draw a conclusion whether there was this deliberate or dummy bankruptcy. But, according to him, "separate transactions and actions of the debtor could contradict the interests of his creditors".

Selivanov does not make contact: having answered the correspondent of TAdviser once by phone and having referred to employment, it ceased to react to calls. In social networks and by mail he did not answer too. Phones of Soyuzinform company are silent.

Farmer, chairman of collective farm

The village of Bushmino on the river bank Lama is in the heart of national park of Zavidovo in the Tver region. Exactly here Maxim Selivanov got over, having turned from the IT businessman into the farmer.

At the end of 2015 he became the chairman of collective farm in the village of Turginovo. "It has big plans for development of economy, let's it wish good luck!" - it was said on the website of administration of the Turginovsky rural settlement.

The Turginovsky settlement, as well as local council of deputies, Selivanov also heads.

In the village of Bushmino the businessman opened a farm Zavidovsky products where by the fall of 2016 there live more than 30 heads large and small cattle, 100 birds of different types, 70 families of bees, a pig and settled Ilyush[5].

Cheese making became the main business of Selivanov. Also he built the new modern pigsty where there are even conditioners. In cowsheds classical music for the best milk yield sounds, and specialists from Europe came to train the staff of cheese dairy.

Maxim Selivanov releases many different sorts of cheese: firm, soft, fresh, including sanctions cheeses which can be tasted only abroad now (a bel-paeza, the provolena, emmental, manchy, cheddar, Pyrenean, Camembert).

The new shop opened in April, 2016 in the center of Moscow – on Novoslobodskaya St., 35, in the building of Wine on the Settlement shop. Here Selivanov sells in addition to cheeses natural milk, kefir, yogurts, sour cream, cottage cheese, marinated white mushrooms, cowberry.

The beginning farmer treats the cheeses very exactingly. For example, in March Camembert at him did not turn out. On video (the cm is lower) Selivanov showed what needs to be done with an unfortunate product.
