Valery was born on October 2, 1955 in Blagoveshchensk, the Amur region.
In 1976 graduated from the Blagoveshchensk state teacher training college of M.I. Kalinin.
In 1986 completed a training course at All-Union Legal Correspondence Institute.
From 1976 to 2011 worked in structure of the Ministry of Internal Affairs, in the ATC of the Amur region.
Since 2011 passed to work into management of judicial department in the Amur region.
For July 25, 2016 Valery Anatolyevich Shestopalov works as the head of department of judicial department in the Amur region
