Speaking about the priorities of economic development of the region, the governor called the projects that form the mining cluster, deep processing of forests, the agro-industrial complex, transport and social infrastructure. One of the priorities of the regional development strategy until 2020 is also the strengthening of foreign economic relations of the region with the states of Northeast Asia[10].

Criminal case

2018

On October 8, 2018, a criminal case was received by the Birobidzhan District Court against Alexander Vinnikov. He was accused of abuse of power (part 4 of article 33 and part 2 of article 285 of the Criminal Code of the Russian Federation) in procurement at fictitious bids of medical equipment for an oncologic dispensary at an inflated cost. This crime was committed in 2014-2015. As a result, the federal and regional budgets suffered damage in the amount of more than 24 million rubles.

2019

On July 15, 2019, the Birobidzhan District Court of the EAO sentenced the former head of the region to four years of probation with a probation period of four years. Vinnikov did not admit guilt. His defense appealed, asking the court to acquit the former governor. The Prosecutor General's Office also appealed the verdict, finding it too lenient. On September 26, 2019, the sentence of the ex-head of the Jewish Autonomous Okrug was canceled, the case was again sent to the Birobidzhan District Court for consideration in the new composition of[11].

2021:4 years of imprisonment suspended for fraud in public procurement of medical equipment

At the end of September 2021, the Birobidzhan District Court sentenced Alexander Vinnikov to four years in prison with the same probation period. The former governor of the Jewish Autonomous Region (EAO) was found guilty of incitement to abuse of power (part 4 of article 33, part 2 of article 285 of the Criminal Code of the Russian Federation).

The crime, which was charged to Alexander Vinnikov, is associated with purchases at inflated prices in 2014-2015 of medical equipment for an oncological dispensary with an advantage to the supplier represented by the Medtekhnika trading house. According to the prosecutor's office, from March 2014 to May 2015, the official gave instructions and persuaded the head of the health department to purchase medical equipment for the oncologic dispensary at an inflated cost at the auction. As a result, the regional budget suffered damage of 24 million rubles. The investigation was conducted by employees of the regional department of the FSB.

Ex-governor of Jewish Autonomous Okrug received a suspended sentence for fraud in public procurement of medical equipment

In addition to a suspended sentence, the court forbade Alexander Vinnikov to hold certain positions in state and local government bodies for three years, as well as change his permanent residence without warning and must be submitted to the criminal enforcement inspectorate for registration once a month.

The defendant pleaded not guilty. Circumstances mitigating punishment - the presence of state awards, state of health, age. No aggravating circumstances have been established. When determining the type and amount of punishment, the court also took into account the nature and degree of public danger of the crime committed, its category, positive characteristics, the press service of the Birobidzhan District Court reports. The accused during the trial was on his own recognizance and lived in St. Petersburg.[12]
