At the end of August, 2019 the USA blocked construction of the submarine cable from China for reasons of national security. At the same time the most part of the project which received the name Pacific Light Cable Network is already implemented.

The fiber line of high capacity had to connect Hong Kong and Los Angeles. Its planned extent is about 13 thousand km.

The new cable route had to expand with the American Google and Facebook which were engaged in project implementation the accessibility to quickly emerging market of Southeast Asia. In China services  [[Facebook]  and Google are blocked, but both companies strive for cancellation of restrictions.

However in the USA decided to block the project. According to the The Wall Street Journal edition, in the U.S. Department of Justice are anxious with possible communications between the authorities of China and Dr. Peng Telecom & Media Group telecommunication company and the fact that this cooperation will allow to keep shadowing the American companies and state agencies. Dr. Peng Telecom & Media Group cooperates with Huawei which in 2019 fell under tough American sanctions. Dr. Peng Telecom & Media Group is the main investor of the Pacific Light Cable Network project which cost is estimated at $300 million.

Construction of the submarine cable which had to become the first between the USA and China was conducted on the temporary permissions issued the Federal commission on communication (FCC). The term of the last expires on September 30, 2019.

In the publication of WSJ of August 28, 2019 it is said that in previous years cable laying from coast of the USA to Hong Kong was considered as preferable in comparison with continental China. However after attempts of Beijing to strengthen control over the special administrative region and the disorders which began after that in Hong Kong the situation changed.

It was going to complete cable laying in 2018, then date was postponed on the third quarter of the 2019th.[1]
