2020: Clinics in the Russian Federation obliged to announce in police the patients who lost memory

In December, 2020 the president Russia Vladimir Putin signed the law obliging to announce medical institutions in police patients who arrived unconscious, memory and documents.

Before hospitals and clinics announced in law-enforcement bodies patients who could not provide the information about the personality, in those cases if physicians suspected that harm to health of patients is done as a result of illegal acts.

Now hospitals will inform on patients who are unconscious, suffer from memory loss, about juvenile children. Also physicians should announce law enforcement authorities now cases of death of patients which personality is not identified.

At the same time makes a reservation that the reasons for which the patient appears incapable to report data on the personality can not be limited to loss of consciousness, memory or dementia. In the law the formulation "the patient who for health reasons, cannot report age or other reasons data on the personality" is used.

The question of the organization of search of the gone persons which is performed by law enforcement agencies together with the volunteer organizations is particularly acute. One of the directions of search of the gone people is check of their location in the medical organizations, said in the explanatory note to the bill which was adopted by the State Duma on December 9, 2020.

The bill was drafted in execution of the order of Vladimir Putin according to the results of a meeting with representatives of the voluntary (volunteer) organizations.

In the explanatory note to the bill it was said that in 2019 49.7 thousand missing persons, and quantity of unidentified corpses whose personality was identified during the whole 2019 were wanted, made 15.6 thousand.[1]
