Possibilities of IT in increase in efficiency of housing sector

How to help a system to work effectively, that time as lack of investments, high degree of wear of the equipment, loss of energy resources and lack of economic incentives of cost reduction when rendering services - a normal picture for the housing and public utilities enterprises today.

Despite the continuing large-scale reform in the field of housing and public utilities, it is impossible to call a system status of public service stable now, and the level of its development - sufficient. In the system of public service in a regional section there is a number of complex social and organizational and economic problems.

Among tasks which need to be solved during the visible period - attraction to the housing-and-municipal sphere of investments of private business, new management and modern business technologies. Unsatisfactory financial position of the housing and public utilities enterprises in regions, the irrational system of subsidizing of the service industry, lack of the transparent scheme functioning of the housing and public utilities enterprises, lack of economic incentives of cost reduction when rendering services, high degree of wear of fixed assets, big losses of energy resources are those problems which solution is a necessary and first-priority condition for stable functioning of housing sector.

In a difficult situation operational efficiency evaluation of business and timely reaction to the changes happening in it is especially important. Automation of accounting at the enterprise will allow solve some of the revealed problems. At the same time a trend such is that business process automation of the enterprise smaller in terms of the scope of often brings effect quicker, than automation of the same processes in the large organization owing to smaller inertia of business and high integration of areas of responsibility, and too it is necessary to reckon with it, without expecting the fast solution of all problems at implementation of the automated information system of management (AISM) in the large municipal entity.

The range of automation systems is rather wide. At the same time sometimes for achievement of visible improvements it is enough to bring order on only several sections. The flexible systems allowing to increase functionality without change of foundation architecture and in proportion to the volume of the invested means whereas the standard functionality of the solution, as a rule, already includes all necessary opportunities for automation of the most demanded sections will be suitable for those enterprises which budget is limited.

Nevertheless, implementation of AISU only at the level of service providers and management companies will not be able to bring required return and the solution of key problems of housing and public utilities. Work on system implementation, automating business processes and planning, should be carried out at several levels: at the first (lower) level, affecting processes of specific structural division, further at the level of departments of housing and public utilities of city districts and managements of housing and public utilities of municipal districts and at the following level – the Governments of the region (the republics, edges) where consolidation of the data created at the level of departments of housing and public utilities of city districts and managements of housing and public utilities of municipal districts will be made.

Ensuring transparency of formation of rates on housing and communal services is one of the most relevant tasks as the discontent of the population with quality and cost of the provided housing and communal services more and more becomes aggravated, both in regions, and in municipal entities. Consolidation of data on tariff setting of subjects of a housing and utilities sector will allow to carry out the analysis of tariff setting of housing and public utilities within area, and operational monitoring of rates will provide observance of policy of controlled liberalization of the market of housing and public utilities.

In view of gain of a role of the state housing inspectorates it is important to solve a problem of control over planning process and expenditures of means in the field of housing and public utilities now. Executive authorities of regions for various reasons cannot cope with this task by own efforts. Thus, creation of the information environment providing transparent functioning of the industry is necessary, at the same time the transparency of planning and expenditure of means will promote increase in transparency of formation of rates. The open information access on objects and volumes of the planned capital repair work and the course of their accomplishment will allow to raise the population trust level to subjects of housing and public utilities, the pursued policy on reforming of housing and public utilities and also to raise the common civic stand of the population. Receiving using AISU of indicators of a status of housing and public utilities, formation of the card of a status of housing stock will give the chance of holding point actions. On investment programs of subjects of a housing and utilities sector, accurately formalized differentiation of areas of responsibility between subjects and executive authorities the directions and priorities will allow to determine existence of aggregated data by investment activities optimum. Public authorities will be able to create investment programs of upgrade of housing and public utilities with more accurate criteria of payback.

Access to necessary and up-to-date data is a key factor for the solution of strategic problems of steady, reliable functioning and development of subjects of a housing and utilities sector in an upward trend of power efficiency. The automated information and analytical system should provide also control over the course of accomplishment of actions of the target programs for energy saving and increase in power efficiency implemented in the territory of the region.

If desired implementations of automated information system of management housing and public utilities should use the most complete information on use of energy resources in the region and also to develop policy on implementation of the state program on energy saving at the level of the government of the region.
