Automation of RGGU based on "1C: Enterprise for budgetary institutions"

The 1C-Rarus company and the Russian State University for the Humanities sum up the results of four years' cooperation. During this time using software "1C: Enterprise for budgetary institutions" process of conducting budget, tax and management accounting is automated. Specialists 1C-Rarus develop and implement blocks of accounting of paid education and living in the hostel on the 1C: Enterprise 8.2 platform. Today in information base correct settlement with more than 5,000 students getting paid education in RGGU is conducted.

In the middle of 2007 the management of RGGU made the decision on accounting of financial and economic activity, on processing of accounting information using an automated system "1C: Enterprise 7.7". Were basic reasons of the choice:

• deep methodological study of solutions of 1C Company for the budget sphere, full compliance to the current legislation;
• timely release of updates of products according to constantly changing legislation in the course of reforming of budget accounting, permanent expansion of functionality of software products.

For the choice of the reliable and responsible partner on automation RGGU organized competition as a result of which the contractor – 1C-Rarus company was selected.

During cooperation specialists of 1C-Rarus company together with responsibles of RGGU conducted work on two main directions:

• Implementation of standard functionality of software products of 1C.
• Development of unique solutions according to requirements of RGGU to accounting.

Budget and tax accounting is automated according to standard functionality of the "Accounting for Budgetary Institutions" configuration, edition 6. The product on the 1C: Enterprise 7.7 platform is installed on 50 jobs.

During automation the block of management accounting of financial and economic activity, including with functions of formation of the planned income by divisions and income types, formation of financial requirement according to requests of structural divisions taking into account the directions and a type of an expense, KOSGU, responsible persons, formation of different types of reports on budget implementation was in addition developed.

Development and deployment of separate configurations on the new platform "1C: Enterprise 8.2" became an important stage of automation: "Accounting living in the hostel" and Paid education in 2010-2011.

"Living" the list of residents allows to keep account and to structure them on the status, faculties, rates, departments, form of education. The configuration gives an opportunity to enter data as about the hostel (buildings, floors, blocks, rooms, material values), and about residents (the history of accommodation, a financial responsibility). Today using a product account 1,000 living in the hostel is kept.

Development implementation Paid education helped the staff of RGGU to create charges under agreements on training with a full recovery of costs, to keep payment account, to calculate a penalty fee, to create lists on assignment, to perform monitoring of return of money. For 2 years using a configuration settlement with more than 5,000 students is considered. Development allows to store and postpone a remaining balance on settlement to the next period, to create different reports (statistical, comparative and test) and also to use data on charges from a configuration of paid education in the basis for accounting.

The carried-out automation of RGGU allowed:

• process 1,000 documents annually on the block of accounting of educational services;
• to automatically create 300 sets of documents (accounts, invoices, acts) a month on the block of accounting of the rendered services in lease of premises, utility and administrative services;
• consider the nomenclature in "bookstore" with an annual turnover about 5.5 million rubles (about 700 receipt documents and sales of book products a year);
• consider work of publishing house (production volume in 2010 – 60,000 units).

According to Svetlana Yurevna Sokolova, the chief accountant of RGGU, "In use the 1C: Enterprise system was simple in mastering and did not demand additional software tools. Today "1C: Enterprise" allows to obtain with a bigger accuracy and efficiency different reporting information, both on separate divisions, and on the university in general.

We highly appreciate quality of software products of the 1C: Enterprise system. In my opinion, deep methodological study of a system for state institutions taking into account cardinal changes of the legislation in the budget sphere is especially important.

In general, work on process automation of conducting budget, tax and management accounting, thanks to professionalism and high qualification of employees 1C-Rarus, allowed to increase considerably efficiency and quality of financial and economic activity of RGGU, qualification of our employees, efficiency and quality of accounting process".

Cooperation of 1C-Rarus company and RGGU will be continued: automation of educational process using the new 1C:University software product is planned.
