The government of the Yaroslavl region builds dialog with the population using Directum

On November 14, 2018 the DIRECTUM company reported that Department of informatization and communication of the Yaroslavl region with assistance of specialists Finex Quality transferred work with citizens' appeals to an electronic form. According to the company, on the portal of authorities there was an online and reception where each registered user has own personal account. All information on stages and results of consideration of addresses is available in one place.

Single system of electronic document management EDMS (E) based on DIRECTUM develops in Government the region since 2010. Terms of approval of documents were considerably reduced by November, 2018 thanks to implementation of DIRECTUM in the Government. Using integration of ESED with the federal system of interdepartmental electronic document management (MEDO) interaction of the Government of the region with federal structures is conducted.

Automation of work with the addresses arriving from the official site of public authorities of area became the following task for Department of informatization and communication of the Yaroslavl region.

The Government was faced by a task not just to receive addresses in electronic form, and to establish full electronic cooperation with the population. It was required to configure bilateral data exchange between the portal and ESED that process was continuous.

The citizen can submit the address on the official portal of public authorities of the Yaroslavl region – to fill necessary fields of a form enough. At will it is possible to create a personal account – in it it is possible to keep track of the status of the address and to give an assessment to result of consideration. In addition, the official answer to the address can be received by e-mail or in writing.

Data on public authority to which the address is created, are automatically transferred to the page of submission of the address. Information from the filled fields in an Internet and reception is unloaded in ESED.

In a personal account of the user all his addresses which were registered are displayed and also a contact information which is used afterwards for prefilling of the next addresses are stored.

On the submitted address the head clerk automatically receives a task. After check of correctness of data and introduction of possible changes, he registers and sends the address for consideration to responsible officials.

All updates according to the address, for example, stages and result of consideration, are displayed in a personal account of the applicant. Synchronization works and in the opposite direction: the estimates received from the applicant automatically are loaded from an Internet and reception into the reference book of ESED.

Thanks to an Internet and reception citizens of the Yaroslavl region had an interaction mechanism with different authorities. At the same time due to automation work with addresses accelerated, and load of clerks decreased. Integration of ESED and an Internet and reception allows the applicant to have always up-to-date information according to the address in a personal account.

Eduard Lysenko, the guest of a conference and the Head of Department of informatization and communication of the Yaroslavl region, sharing progress of the region, noted: "In an electronic document management system about 4000 users work and more than 20 business processes, first of all, outgoing and incoming correspondence, citizens' appeals, approval of the NPA are covered. The average time of approval of documents was reduced from 4-5 days to one working day, losses disappeared".

One of the leading software developers in the field of e-document flow - Directum company – within the concept "Is configured on business, is convenient in work" provided a full range of IT solutions for business users. Among them - the latest version of the product Directum – 4.7. Mostostroy-6 company shared experience of effective system implementation of Directum in a work progress of the section "Successful Projects". The chief of service of information and technical support of the enterprise Kirill Zuev showed on own example as in most short time at the small budget to receive full-fledged EDMS. One more example of the solution of real business cases – "implementation of effective management model by the Yaroslavl region" due to implementation of an ECM system. The director of the department of information and analytical providing the Government of the Yaroslavl region Dmitry Ponomarenko told about practical results of work with Directum in authorities.

The "Implementation of a Single System of Electronic Document Management in the Government and Executive Authorities of the Yaroslavl Region" project was initiated in July, 2010. As a technology platform for creation of a system serves the DIRECTUM ECM system. The contractor of the project – Finex Quality, Yekaterinburg – the General partner of DIRECTUM company.

Authorities of the Yaroslavl region are one of the most dynamic regional centers in terms of information technology development. More than 8 years the program of informatization of the region successfully is implemented, one of problems of which is increase in efficiency and effectiveness of activity of public institutions. In October, 2010 in key divisions of the Government of the Yaroslavl region and a number of departments the electronic document management system of DIRECTUM which implementation was performed together with Finex Quality company was brought into operation. During 2011 all executive authorities of area were connected to a system that more than 1000 users delivered before specialists of Finex Quality company a problem of training to skills of work in a system. Classes were in the territory of the state academy of industrial management of N.P. Pastukhov in specially equipped computer class. Within the training course it was told listeners about the regulatory base of electronic document management, conditions of identity of electronic and paper documents, restrictions of application of the electronic document, the status of the electronic signature. All training gained knowledge of fundamental documents of office-work in executive authorities – instructions for office-work and the regulations of the Government of the region. Here is how the project manager on implementation of a single system of electronic document management in executive authorities of the Yaroslavl region, the chief executive Finex Quality Dmitry Starkov commented on results of training: "Training of employees is a necessary stage of transition of executive authorities to electronic document management. At the same time we were guided by a practical component of training, i.e. after end of a rate the employee had to be ready, coming to the workplace, at once to begin work in a system. Therefore special attention was paid to formation of skills of work in a system, to processing rules of different types of documents and instructions. Listeners actively participated in process, asked questions that is called "from life". Did not manage and without some scepticism – the idea of "failure from paper" seemed to much too revolutionary. But one pleases – indifferent was nobody". So far nearly 100% of government employees of the Yaroslavl region were trained and got to work with electronic documents in the DIRECTUM system. Connection to a system of "remote points of interaction" of territorial departments of federal executive authorities in the Yaroslavl region and municipal entities will become the next stage of the project.
