2022: Results of ICT development summed up

In mid-May 2023, the director of the department of informatization and communications of the Yaroslavskaya region, Alexander Korolev, spoke about some of the results of the digitalization of the region in 2022. One of the directions of the IT strategy is the development of the portal of Public services (EPGU).

According to Korolev, in 2022, more than 12 million applications from citizens for the provision of regional services were submitted in the Yaroslavl region, of which 85% were in electronic form, thanks to which the region took 11th place in the Russian Federation in the number of regional and municipal services received by citizens through the EPSU. The level of satisfaction of applicants with the quality of provision of MSZU using EPGU is 4.1 points, which exceeds the established planned value of 3.9 points, said the head of the Department of Informatization and Communications of the Yaroslavl Region.

He also said that in 2022, in accordance with the national program "Digital Economy of the Russian Federation" under the "Information Infrastructure" project, 4G (LTE) cellular communication base stations were commissioned in six rural settlements of the Yaroslavl region with a population of 100 to 500 people.

The number of organizations in the Yaroslavl region using a single electronic document management system in the Yaroslavl region increased to 587, the number of users working with the system at the same time no longer has restrictions.

The governor's project "Our Yards" was implemented: 808 video cameras were installed, which made it possible to monitor the implementation of landscaping work online. New subsystems have been created in the regional information and analytical system of the Yaroslavl region to control the implementation of the governor's projects "Our Courtyards" (landscaping of courtyards) and "Bright City" (highlighting the buildings of the historical part of the city of Yaroslavl).[1]

2024: Tourist flow growth by 30% to 12 million people

In 2024, the region received about 12 million tourists and sightseers, which is almost 30% higher than in 2023. This was announced on February 13, 2025 by the governor of the Yaroslavl region Mikhail Evraev. Among the most popular tourist destinations in the region, 4 cities stand out.

According to TASS, tourists prefer short trips to the Yaroslavl region on weekends and holidays, according to booking and travel services. In 2023, 9 million tourists visited the region, which allowed the region to become the leader in the dynamics of tourist flow growth in the Central Federal District.

These ancient Russian cities have preserved unique historical and cultural monuments. A special place is occupied by the historical center of Yaroslavl, which in 2005 was included in the UNESCO World Heritage List. Over the past two years, the number of overnight tourists in the region has doubled. Currently (February 2025), about 140 more architectural objects have been identified that are awaiting adoption under state protection.

The development of tourism infrastructure and an increase in the flow of travelers contribute to the growth of the region's economy - in 2024, the total spending of tourists in the region amounted to more than ₽26 billion.

The growth of tourist flow to the Yaroslavl region is due to several factors. First, the region has a rich historical and cultural heritage represented in the four cities of the Golden Ring. Secondly, the tourist infrastructure is actively developing. Thirdly, the convenient location of the area allows tourists to make short trips for weekends and holidays.[2]

1895: Rybinsk - capital of the Burlaks

In early spring, those wishing to work as burlaks came to labor exchanges, where employers selected for the shipping season. Women who wanted to earn extra money also came there. The city of Rybinsk, Yaroslavl region, in the 19th century was called the capital of the Burlaks, there was the largest market of jobs in the Russian Empire.
