2023: Appointment as Director of the Department of Informatization and Communications of the Yaroslavl Region

In early April 2023, Alexander Korolev was appointed director of the department of informatization and communications of the Yaroslavl region. Prior to that, he led the department as acting director. New appointments and structural changes in the Government of the region were announced by Governor Mikhail Evraev at an operational meeting.

According to TAdviser, Korolev got a job at the GosTech State Public Institution of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. The state institution confirmed this information to TAdviser and clarified that in GosTech the ex-head of the Ministry of Digital Development of the Yaroslavl region will oversee the digitalization projects of the Federal Compulsory Health Insurance Fund (MHIF), one of the state extra-budgetary funds created to finance medical care for citizens of the Russian Federation.

In a conversation with D-Russia, Alexander Korolev noted that over 1.5 years of work as Minister of Digital Development of the Yaroslavl Region, he managed to implement several projects and lay down prospects for future development in many industries:

  • The Regional Management System has been created, which allows in real time to analyze and make management decisions in the field of improvement, construction, road facilities and other areas;
  • launched a regional video surveillance system with the ability to conduct video analytics;
  • service 122 has been modernized, which allows you to flexibly work out citizens' appeals on many social issues, including making an appointment with a doctor, conducting direct lines and other areas.

Arrest on charges of taking a large bribe

On January 9, 2025, it became known about the arrest of Alexander Korolyov. The former Minister of Digital Development of the Yaroslavl Region is accused of receiving a large bribe.

By a resolution of the Kirovsky District Court of Yaroslavl of December 23, 2024, against the director of the department for the operation of the State Technologies PKU Alexander Korolyov, accused of committing a crime under Part 6 of Art. 290 of the Criminal Code of the Russian Federation, a preventive measure was chosen in the form of detention until February 21, 2025, the press service of the Yaroslavl Regional Court said.

Details of the case were not disclosed by January 9, 2025. Alexander Korolev left the Ministry of Digital Development of the Yaroslavl Region in early September 2024. He moved to work in Moscow. At the end of December 2024, YarNews, citing its sources, reported searches at the Ministry of Digital Development, as well as the arrest of Korolev himself by FSB officers.

Korolev was arrested until February 21, 2025. According to investigators, the ex-Minister of Digital Development of the Yaroslavl Region organized a scheme for receiving bribes from Yaroslavl IT companies, according to  the Telegram channel of the press service of the regional department of the UK.

After leaving Korolyov from the Ministry of Digital Development of the Yaroslavl region. about. Minister of Digital Development appointed Yaroslavl Ivan Kukushkin. Soon, the governor of the Yaroslavl region announced that instead of Kukshkin, the ministry would be headed by Artem Glakhengausen.[3]

2025: Arrest Extension

On February 17, 2025, the Kirovsky District Court of Yaroslavl extended the arrest of the former Minister of Digital Development of the Yaroslavl Region, Alexander Korolyov. The official is accused of taking bribes on an especially large scale.

The arrest of Korolev became known in early January 2025: the arrest was made as a result of the operational development of the FSB department in the Yaroslavl region together with the regional Investigative Committee. According to the case file, the official organized a scheme for receiving bribes from Yaroslavl IT companies: using his official position, according to the investigation, he ensured victory in tenders for the implementation of state contracts in the field of information security and information technology. Such a scheme operated from May to December 2024.

During the operational measures at the place of residence and the work of the Queen, searches were carried out. A criminal case was initiated under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (taking bribes on an especially large scale). Such acts are punishable by imprisonment for a term of 8 to 15 years with a fine of up to 70 times the amount of a bribe or without it and with deprivation of the right to hold certain positions or engage in certain activities for a term of up to 15 years or without it.

According to the decision of the Kirovsky District Court, the term of detention in relation to Korolev has been extended until April 21, 2025.[4]
